Section B: Description of the Supplies/Services Required This acquisition if for the Brand Name purchase of 271 MASSIF Cold Weather Jackets for the Operation Group 13N personnel to be issued as part of Mandatory/Standardized Equipment. See Item below:

Section C: Justification for Soliciting from a Single Source or Brand Name

10 U.S.C. 2304(c)(1), the supplies or services needed by the agency are available from only one responsible source or from a limited number of responsible sources and no other type of supplies or services will satisfy the needs of the agency, as implemented by Federal Acquisition Regulation (FAR) 6.302-1(c)(1)(i)(ii)(B)(C), Application for brand-name descriptions, required by FAR 6.303-2(b)(4).

(1) An acquisition or portion of an acquisition that uses a brand-name description or other purchase description or other purchase description to specify a particular brand-name, product, or feature of a product, peculiar to one manufacturer-

(i) Does not provide for full and open competition, regardless of the number of sources solicited; and

(ii) Shall be justified and approved in accordance with 6.303 and 6.304.

(B) The justification should indicate that the use of such descriptions in the acquisition or portion of an acquisition is essential to the Government's requirements, thereby precluding consideration of a product manufactured by another company; and

(C) The justification shall be posted with the solicitation (see 5.102(a)(6)).

Section D: Efforts to Obtain Competition Restricted competition to the brand MASSIF is required IAW AFI 36-2903 and AFI 36-2903 AFGSC Supplemental. This requirement for the 13N career field uniforms to be Safe-to-Fly and Fire Retardant is defined in AFI 36-2903, 8.12.1.1 and 8.12.1.4, as well as AFI 36-2903 AFGSC Supplemental 9.13.2.8.

Cold weather gear issue is a requirement for the standardization of equipment across the 341 Operations Group. It is mandatory for all Operations Group Airmen deploying to the field to carry cold weather gear from 1 October - 30 April.

If limiting competition to the MASSIF brand is not approved, 341 OG Missileers would not be able to obtain required Individual Protection Equipment to dispatch and deploy to the field during the winter months (cold weather clothing) which would obstruct essential mission capabilities.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Until such time other brands meet the required AFI 36-2903, Safe-to-Fly and Fire Retardant mandates, no other manufactured end-item will suffice for uniformed 13N personnel as mandated.
