Answers to Questions

1. Since the cut-off for questions is 8/31/15 and the bid is due 9/2/15 we request a bid extension so that we can react to the answers to the questions you will have to answer by amendment so all the bidders are bidding apples to apples. Can we extend the bid to 9/4/15??

Answer: Although there is a cutoff date for questions, we do accept questions up to proposal closing. At this time I do not plan to extend the closing date of the solicitation; however, depending on the nature of questions and the answers provided, at that given time I will address each one as to whether they require an extension to the closing date.

2. Where is the water source for the project and do we have to pay for the water we use??

Answer: A water source will be identified during the pre-construction meeting with the awardee to locate a fire hydrant as close to the project as possible, the water used is free of charge.

3. Is there a designated waste site on post we can dispose the demolished materials?

Answer: No all waste materials must be removed from the base.

4. Due to the security on-site who will locate & mark the existing utilities?

Answer: Utilities are marked on the ground surface by the utility owner. (Typically the Government)

5. Where is the location of the excavated material to be stored on-site?

Answer: The area to the East of BLDG 1823 is the material storage location.

6. Does the existing membrane have any hazardous material in it?

Answer: None that we are aware of.

7. What is the lead time on empting the ammo from the bunkers??

Answer: 14 days

8. There was some discussion at the pre-bid meeting regarding the existing topsoil and that it must meet the requirements for the imported topsoil specified for use in the project. Our understanding from the discussion was that the existing topsoil at the site meets the imported topsoil requirements specified. Please clarify.

9. For bidding purposes, should the contractor conclude that the existing soil meets the imported topsoil specification requirement in section 31 00 00 1.2D since we don’t know the extent of processing that may be required, if any?

Answer for 8 & 9: The existing top soil should meet the imported topsoil specification and can be reused. The soil may have to cleaned prior to placing back onto the structure to remove any debris. Additional soil will have to be imported.

10. What is the extent of concrete surface preparation including mortar patching and grinding that the contractor should anticipate for bidding purposes?

Answer: The extent of concrete surface preparation including mortar patching and grinding is unknown.
