IAW AFFARS Mandatory Procedure 5332.7, "Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.”
This is a combined synopsis/solicitation for Piller Unit Preventative Maintenance prepared in accordance with the format in FAR subpart 12.6 and Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation #FA462520Q1006 is being issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-03 Item I, Defense Acquisition Circular 20190531, and Air Force Acquisition Circular 2019-1001. This procurement is a 100% Small Business Set-Aside under the North American Industry Classification System (NAICS) Code 811310. The Small Business Size Standard is $8.0M.
Paper copies of the RFQ will not be made available. This will be a Firm Fixed Price contract.
Evaluation for this acquisition will be based on a Lowest Price Technically Acceptable (LPTA) RFQ considering technical evaluation. See Attachment 1 for technical information. See Attachment 4 for evaluation guidance. Past performance evaluation will be a subfactor of the technical evaluation, and will be based on Past Performance Questionnaires (PPQs); each offeror’s PPQ will receive a past performance evaluation of “Acceptable” / “Unacceptable”. See Attachment 3 for PPQ information. The Government reserves the right to refrain from awarding to any Offeror with pricing that is not determined fair and reasonable. A site visit will not be provided.
Period of Performance is 1 Feb 2020 thru 31 Jan 2021.
The Offeror’s quote submission shall be broken down into Parts and shall include the following:
PART 1
RFQ package will have the:
1. Company’s letterhead identifying the point of contact, phone number, email address, CAGE code and DUNS.
2. Completed pricing sheet, see attachment 2. Price sheet may be on company letterhead laid out similar to the price schedule in the attachment. (See Attachment 2).
PART 2
Technical Package will have:
1. Technical information as identified in Atch 4, Addendum to FAR Provision 52.212-1, Instruction to Offerors, para 2(b),
2. PPQs as a subfactor of the technical review. Please provide no more than one PPQ per previous contract award number. Multiple PPQs for the same previous contract award number will not be considered.
PART 3
Parts list:
Please provide a List of parts, with pricing, that typically need replacement on these systems because of failure and/or routine maintenance. The price list will be included for reference. The parts list will not be used as part of the evaluation. It will be used throughout the contract period as a reference document for price comparison of billed parts. Parts pricing is already listed on the Bid Schedule and will be the same for all offerees.
INFORMATION REGARDING SUBMISSION OF PROPOSALS: Electronic submission of proposals is required. All proposals and related documents shall be submitted via e-mail or Fax to the 509th Contracting Squadron, unless otherwise noted. The e-mail/Fax must arrive at the designated time specified in the solicitation to be considered responsive, and to be considered in the evaluation process.

The e-mail address is: 509cons.sollgcb@us.af.mil Quotes must be received by 15 January 2020, 5:00 PM CST in order to be considered for award; late quotes will not be considered for award. All quotes shall be valid for a period of 30 days.
NOTE: It is the responsibility of the offeror to ensure timely receipt of the proposal. Whiteman AFB network utilizes a firewall that may cause delays in receipt of e-mail/attachments. Late receipt of proposals due to a network firewall or outages will be considered late. Offerors should allow sufficient time for the email traffic to be delivered. E-mails/faxes received in the Government office after the closing time will be considered late and not considered for award and processed in accordance with FAR 52.212-1(f) “Late submission, modifications, revisions, and withdrawal of offers.”
Prospective offerors must be registered in the System for Award Management (SAM) (www.sam.gov) prior to the solicitation close date in order to be eligible for award. All responsible sources may submit a quote which, if timely received, will be considered by this agency.

All personnel requesting access to Whiteman AFB must possess a valid State or Government picture identification card. Furthermore, individuals presenting identification cards from a state mailto:509cons.sollgcb@us.af.mil https://beta.sam.gov/ that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access. Additional documentation include a valid U.S. Government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal state or local government agencies that include a photo and biographic information. A full list of REAL ID Act compliant and non-complaint states can be found at https://www.dhs.gov/real-id. Personnel requesting vehicle access to Whiteman Air Force Base must provide a valid driver's license, current vehicle registration, and valid vehicle insurance.
Foreign Nationals will not be authorized access to Whiteman AFB, MO. This work is in a secure environment and personnel with a criminal conviction, or pending, may be denied access.
The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
