Pillar Maintenance Performance Work Statement (PWS)
20 December 2019
I. DESCRIPTION OF SERVICES
1. Scope
1.1 This PWS defines the effort required by the contractor for all Piller units. The Contractor shall provide Whiteman AFB, MO uninterrupted preventative maintenance of 18 units assigned to the 509th Maintenance Group. This includes providing a technician, services, and dedicated support to accomplish the objectives. The contracted technician shall be available for any and all scheduled/unscheduled maintenance, inspections, and repairs of agreed Piller units assigned and agreed upon by serial numbers/ field numbers that are currently assigned to the 509th Maintenance Group. The normal work schedule for these units will be based on preventative maintenance actions for the converters/units in Appendix A and B. All 18 units will be inspected/repaired on a six month cycle, twice in one year. Priority of work being completed on Priority 1 assets, then Priority 2 assets. This also includes service visits to repair units, if needed for full mission capable status. The Period of Performance will be for one year at Whiteman AFB, MO.
1.2. A list of units is provided in the Appendix A, Priority 1 Units, and Appendix B, Priority 2 Units.
2. Location and Work Schedule
2.1 The primary place of performance is Whiteman AFB, MO. The performance area is in a secure/restricted area. The Contractor’s work schedule shall be based on a six-month cycle for maintenance packages and on-site service calls as needed (up to four per year, estimated) to meet the needs of the Air Force.
2.2 Normal workhours are 7:30 am to 4:30 pm. Normal workdays are Monday through Friday, except US Federal Holidays and Family Days. There may be mission essential days deemed by the Government that does not allow contractor access to the asset locations. Advance notice will be provided when possible. US Federal Holidays include: New Year’s Day, Martin Luther King Jr. Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving, and Christmas Day. Family Days include: 14 February, 22 May, 6 July, 4 September, 27 November, 24 December, 31 December.
3. Operational Requirements and Specific Tasks
3.1 The contractor shall provide inspection, maintenance and on-site service calls for all
(18) Piller units assigned to the 509th Maintenance Group.
The 509th Maintenance Group will provide escorts and process the Entry Authorization List (EAL) for approval as needed to gain access to the restricted areas.
3.2 All contractor employees shall have a thorough understanding of:
3.2.1 All Piller units at the 400 hertz frequency level, 90KVA or higher power output.
3.2.2 High power 480 volts Alternating Current at both input and output of power boxes.
3.2.3 Lock-out and Tag-out procedures per OSHA/AFOSH/AFI manuals.
3.3 The Contractor shall:
3.3.1 Be responsible for maintaining all (18 units) Piller units to the fully mission capable state at all times.
3.3.2 Inspect each power supply and make any necessary adjustments to insure proper operation.
3.3.3 Clean & vacuum out all units and maintain good housekeeping of equipment.
3.3.4 Ensure fans, outlets, and all ports are clear of debris at all times.
3.3.5 Verify tightness/serviceability of all electrical connections.
3.3.6 Verify all SCR and IGBT gating is correct.
3.3.7 Inspect all lights, controls, metering, boards, and switches for proper operation.
3.3.8 Load bank all units to the full load rating of equipment for a minimum of 1 hour.
3.3.9 Verify all Input and Output voltages/currents are correct and within required regulation bands.
3.3.10 Check remote sense operation for all aircraft power supplies in the docks at full load.
Verify that voltage is within the required regulation band.
3.3.11 Check line drop compensation operation for all aircraft power supplies in the docks at full load at 1.0 pf and at 0.8 pf. Verify that voltage is within the required regulation band.
3.3.12 Test instrumentation must be calibrated with current calibration stickers, and certified by an NTS traceable test lab.
3.3.13 Inspect aircraft cables, and cable heads for excessive wear and to ensure proper pin tension and connection.
3.3.14 Perform all required maintenance items listed in the technical order and owner’s manual.
4. Repairs
4.1 Preventative Maintenance Minor Repairs:
4.1.1 Any items out of tolerance, make necessary minor repairs to the equipment, up to 4-hours, per unit. This would be accomplished during preventative maintenance.
4.1.2 Any repair must be approved by the COR prior to commencement of the repair.
4.2 Major/Complex Repairs:
4.2.1 A major repair, greater than 4-hours per unit, is not included in the preventative maintenance scope. These repairs may or may not be done in conjunction with the preventative maintenance effort and with coordination of the CO.
4.2.2 When a major repair is identified, the repair effort must be approved by the CO prior to commencement of the repair.
4.2.3 An estimate of the time and parts shall be provided in advance. Time will be billable according to the pre-established contract rate.
4.2.4 Government reserves the right to have major repairs performed by others, i.e. not within this contract.
4.3 Service Calls:
4.3.1 Service calls shall be responded to on-site within three business days.
4.3.2 Service calls shall consist of travel time, to/from Whiteman, and four-hours on-site. Additional hours shall be billed at the hourly rate per the contract and will be approved by the COR in advance.
5. Reports
5.1 Document all work in a test report, to be turned in at the end of the maintenance cycle.
5.2 Provide service logs, including time worked and identify/list any parts replaced, on each unit.
6. Security and Safety
6.1 Individuals performing their duties will be required to be on an EAL to access work areas and be escorted at all times in the restricted area. EAL paperwork will be provided and accomplished after award.
6.2 All personnel requesting access to Whiteman AFB must possess a valid State or Government picture identification card. All personnel shall be a US Citizen. Foreign Nationals will not be authorized access to Whiteman AFB, MO. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access. Additional documentation include a valid U.S. Government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal state or local government agencies that include a photo and biographic information. A full list of REAL ID Act compliant and non-complaint states can be found at https://www.dhs.gov/real-id. Personnel requesting vehicle access to Whiteman Air Force Base must provide a valid driver's license, current vehicle registration, and valid vehicle insurance. This work is in a secure environment and personnel with a criminal conviction, or pending, may be denied access.
7 Contractor Personnel
7.1 The contractor shall identify the key technician(s) to be assigned to work under this contract.
7.2 Shall have 10 years minimum experience in maintenance and repair of Piller units.
7.3. Shall have a truck, trailer, inductive & resistive load banks, and test equipment to test/repair equipment on-site daily. Dependent on mission requirements, ability to remove equipment from the restricted area with 30 minutes notice, as directed by Whiteman AFB personnel.
7.1. Shall be EAL security cleared to access sensitive areas.
8. Contractor Identification
Contractor shall wear appropriate security badges, line badges, identification and/or name tag as required by the security procedures of the squadron where performance takes place.
9. Subcontract Management
The Contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. The primary Contractor will manage work distribution to ensure there are no Organizational Conflict of Interest (OCI) considerations. Contractors may add subcontractors to their team after approval by the Contracting Officer (CO). Cross teaming may or may not be permitted.
10. Contractor Manpower Reporting
10.1 The Contractor shall report all contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the mission planning and intelligence services via a secure data collection site. The Contractor is required to completely fill in all required data fields at http://www.ecmra.mil.
10.2 Reporting inputs are for the labor executed during the period of performance for each Government Fiscal Year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the CMRA help desk.
10.3 Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will the data be released to the public with the contractor name and contractor number associated with the data.
10.4 User Manuals: Data for Air Force service requirements shall be input at the Air Force CMRA link (above). However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.
II. SERVICE SUMMARY (SS)
Performance Objective PWS Para Performance Threshold 1 Provide inspections on Piller units.
3.3 100% inspections of all assigned Piller units.
2 Provide repair of all Piller units. 3.3 /4. Mission Capable (MC) rate shall remain above 90% at all times for priority 1 assets and 85% for priority two assets, with a response time that supports the required MC rate.
3 Clean all inspectable items. 3.3 95% shall have no discrepancy.
4 Test instrumentation must be calibrated with current calibration stickers, and certified by a NTS traceable test lab.
3.3.14 Provide upon request certified NTS
compliance certification.
1. Remedies for Unsatisfactory Performance
1.1 Failing to meet the performance threshold as outlined in the Services Summary above, for any of the performance objectives during any inspection or maintenance may result in a warning or letter of concern from the Contracting Officer.
1.2 Failing to meet the performance threshold as outlined in the Services Summary above, for any of the performance objectives in any combination for any two or more consecutive or non-consecutive months during a contract period may constitute an immediate progress meeting with the Contracting Officer, COR or other invested parties.
