1. General Information
1.1. Scope. The Contractor shall provide all supervision, labor, personnel, equipment, tools, materials, supplies, and quality control necessary to effectively and safely perform inspections, preventive maintenance, and repair services on the Bullet Trap system at Whiteman Air Force
Base, Missouri.
1.2. Background. The Bullet Trap was manufactured by Action Target and is the Total
Containment Trap (TCT-4) model. The system includes a Dust Collection Unit (DCU), hardened steel baffle plate system, deceleration system, and a screw conveyor system. The
Bullet trap was installed in 2012.
1.3. Place and Performance of Services. The Contractor shall provide services between the hours of 0700-1600 CST on Monday through Friday, except on recognized US holidays or when the Government installation is closed due to local or national emergencies, administrative closings, or similar Government-directed installation closings. Performance shall be at the
CATM Bullet Trap. The Contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS when the Government installation is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the work force are essential.
1.4. Post Award Conference/Periodic Progress Meetings. The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The Contracting Officer (CO), Contracting Officer Representative (COR), and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the CO will apprise the Contractor of how the Government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
1.5. Recognized Holidays: The following are recognized United States (US) holidays. The
Contractor shall not perform services on these days:

George Washington’s Birthday, 3rd Monday in February
Memorial Day, Last Monday in May
Independence Day, 4 July or the Friday preceding or Monday following

2. Whiteman Information
2.1. Installation Security. The Contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the COR. The Contractor and all associated Sub-Contractor employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Security Office. The Contractor shall ensure compliance with all personal identity verification requirements as directed by Department of Defense (DOD), Headquarters Department of the Air Force, and local policy. Should the Force Protection
Condition (FPCON) change, the Government may require changes in Contractor security matters or processes.
Unscheduled gate closures by the Security Police may occur at any time, causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted nor prevented. Contractors are not compensated for unexpected closures or delays.
Vehicles operated by Contractor personnel are subject to search. Contractor’s must comply with the installation driving policies (available upon request).
Contractor personnel shall report to an appropriate authority any information or circumstance of which they are aware that may pose a threat to the security of Department of
Defense (DOD), Contractor personnel, resources, and classified or unclassified defense information. The Contractor shall brief this to all employees upon initial on-base assignment.
2.2. Installation Access. Prior to the contract start date, the Contractor shall provide an up-to-date list of all Contractor personnel requiring access on base. Employee information must include social security number, driver’s license number or state issued identification card number, state of issue, full name exactly as shown on the ID card, date of birth, and country of citizenship. This information will be used to prepare base access cards enabling employee access to the base. The Contractor shall immediately notify the CO or COR of any changes in personnel or changes to their ID cards (i.e., driver’s license) used for the base ID cards. Base issued ID cards are valid for one (1) year and must be renewed. When an individual no longer requires base access or the employee is no longer employed by the Contractor, the Contractor must immediately return all base access cards to the COR or Security Forces personnel. The installation Commander has the right to deny access and access credentials based on information obtained during identity vetting that indicates the individual may present a threat to the good order, discipline, and morale of the installation.
2.3. Inclement Weather, Exercise, or Alerts. Work scheduled not accomplished because of base closure due to weather, exercise, or actual alert will be accomplished as soon as possible after reopening of the base. Occasionally, it is necessary to require early release of Whiteman
AFB personnel, late reporting, or a total base closure when weather conditions make normal travel unsafe. When weather conditions cause one of the above situations, Contractor personnel will be denied access to the base, unless they have been notified that their contract service has been determined essential. Occasionally, real world situations or exercises may prohibit base access or ability to remain on base. Information pertaining to Whiteman AFB operating status

2.4. Regulatory Compliance. The Contractor’s employees shall become familiar with and obey the regulations of the installation; including fire, traffic, safety, and security regulations while on the installation. Contractor employees should only enter restricted areas when required to do so and only upon prior approval. All Contractor employees shall carry proper identification with them at all times and shall be subject to such checks as may be deemed necessary. The Contractor shall ensure compliance with all regulations and orders of the installation which may affect performance. The Government reserves the right to direct the removal of an employee for misconduct or security reasons. Removal of Contractor employees for reasons stated above does not relieve the Contractor from responsibility for total performance of this contract.
2.5. Traffic Laws. The Contractor and its employees shall comply with base traffic regulations in accordance to the provisions of AFI 31-204. Currently, ONLY hands free cell devices may be used while operating a motor vehicle. Failure to adhere to the base cell phone use policy may result in suspension of base driving privileges. Security Forces may change base traffic regulations at any time.
2.6. Emergency Medical Service. In the event of an emergency, Contractor employees should dial 911 and tell them you are calling from Whiteman Air Force Base. Ambulance transport responds from Whiteman AFB Clinic, Monday through Friday. On weekends and holidays, Warrensburg ambulance transport will respond. One of the units will respond to the
911 call and if necessary, transport a Contractor employee to one of the local hospitals. The
Contractor employee shall reimburse the respective agency for these services.
2.7. Smoking Areas. While on Whiteman AFB smoking is only permitted in designated smoking areas. Contact the building facility manager for areas where smoking is permitted.
3. Services Summary.
The following short work description shall serve as general information only and shall not limit the Contractor’s obligation to conform to all state and local regulations in accordance with standard industry practice.
The Contractor shall perform inspections, preventive maintenance, routine and emergency service calls on the Bullet Trap. All inspections, preventive maintenance, service calls, and testing identified in this PWS shall be per manufacturers specifications. All results from inspections and troubleshooting shall be reported to the COR and the CO. The follow up action or repair, if any, will be determined by the CO unless the action is less and $10,000.00, in which case it may be approved by the COR. Whether from the CO or the COR, direction will be given within 5 business days from receiving the report. Repairs must not be conducted unless direction to do so is received by the Government in accordance with this PWS. Failure to receive verification for Contractor recommended repairs by the CO may result in non-payment of submitted invoice(s).

The Government shall reimburse the Contractor for parts expended during work accomplished under routine service calls and emergency service calls. Prior to purchasing any parts for repairs, a written report shall be submitted to the CO requesting verification of the parts list. After the Contractor receives verification, they may purchase the requested parts. A receipt shall be provided to the government for all parts purchased prior to acceptance of the invoice.
Only the actual cost of the part or material shall be reimbursed - no mark ups are permitted. The government is exempt from paying sales tax and a tax exempt letter shall be provided to the
Contractor to present to vendors. The Contractor shall maintain a verifiable audit trail which must be available to the Government upon request.
Should the Contractor spill hazardous or regulated materials the Contractor shall provide all labor, materials, tools, and services to contain and clean up the spill. The Contractor shall reimburse the government for all expenses (man-hours and materials) for accidental spills/leaks which the Contractor cannot clean. The Contractor shall reimburse the government for damage to government property.
The Contractor shall maintain the Bullet Trap in accordance with manufacturer’s operation and maintenance (O&M) manuals (attachments 2, 3, and 4), Air Force Civil
Engineer Technical Letter (ETL) 11-18 Small Arms Range Design, and Construction
(attachment 5), and industry standards. Follow all applicable federal, state, and local safety regulations, environmental regulations and comply with the American General Contractor’s
Safety Manual and the Occupational Safety and Health Act (OHSA). This contract does not include cleaning or disposing of copper.
The Contractor shall provide a point of contact available Monday-Friday 0730-1600
Central Time. Anytime work is being performed on site the Contractor shall have a designated site manager/site lead that can be contacted the entire time work is being performed. Site manager/site lead shall have a minimum of two (2) years’ experience in firing range maintenance on the TCT-4 system. The Contractor shall provide proof of experience, licenses within 30 calendar days of award.
3.1. Semi-Annual Inspections
Deliverable(s): The Contractor shall develop a preventive maintenance and inspection
(PMI) plan per the manufacturer’s O&M manuals and standard maintenance practices. The PMI shall be designed to ensure all equipment is operating properly and safely, identify equipment not operating per specifications, and identify equipment that may be failing. The PMI shall include an annual schedule of all required inspections, tests, and services necessary to fully maintain the bullet trap system. The Contractor shall submit the completed PMI within 30 calendar days of award.
The Contractor shall provide a written report on all inspections identifying everything checked, all actions performed to include parts replaced or repaired, cleaned, or adjusted. The report shall be signed and dated by the technician performing the work and provided to the CO or COR within 5 work days of the action.

If deficiencies or any malfunctioning equipment are discovered during the inspection it should be remedied not later than the next business day unless parts are not available and require ordering. Repairs shall be invoiced under the Contract Line Item Number (CLIN) for routine service calls.
Work performed under this task must be billed under the Semi-Annual Inspections
CLIN.
3.1.1. Total Containment Trap (TCT)
Minimum Acceptable Standard. Inspect the complete TCT system semiannually to include, but not limited to: bullet trap mouth plates and deflector impact plates for wear, bullet damage, distortion, funnel plates, deceleration chamber, conveyor systems, DCU, and air compressors.
3.1.2. Dust Collection System (DCU)
Minimum Acceptable Standard. The DCU is a Donaldson Torit, Downflo II DFT12-2.
The DCU shall be inspected for, but not limited to, damage, loose, or missing screws, nuts or bolts, and trap door to ensure proper operation IAW manufacturer specifications. Missing items shall be replaced. The DCU’s operation shall be verified for proper operation, as specified by manufacturer. If the DCU is not operating properly or maintaining the proper pressure the
Contractor shall troubleshoot. The automatic filter detection system and automatic cleaning circuitry shall be tested per manufacturer’s instructions.
3.1.3. Air Compressor
Minimum Acceptable Standard. The air compressor is critical to the operation of this system and shall be inspected and checked for functionality. The oil level shall be checked. The oil shall be changed per manufacturer’s specifications at no additional charge to the Government.
3.1.4. Screw Conveyor System (SCS)
Minimum Acceptable Standards. Inspect the entire system for proper operation IAW the manufacturer specifications. Inspect all, but not limited to, screws, nuts, bolts, covers, guards, and safety equipment to ensure proper operation IAW the manufacturer specifications.
Realign and/or torque all hardware per manufacturer’s specifications. Inspect and lubricate all bearings. Inspect the conveyor system troughs for straightness and distortion and all bolts and shims. Inspect all drive and gearboxes for oil. Change the oil per manufacturer’s specifications at no additional charge to the Government. Apply grease to system per manufacturer’s specifications.
The Contractor shall verify proper operation of the entire SCS for excessive material buildup IAW the manufacturer specifications. If required, the Contractor shall clean the system.

P a g e 8 | 11 and reinstalled. The Contractor shall be responsible for packaging all contaminated material and proper disposal IAW with federal, state, and local requirements.
3.2. Corrective Maintenance, Routine Service Calls, and Emergency Service Calls.
3.2.1. Minimum Acceptable Standard. The Contractor shall perform all corrective maintenance, repairs, and adjustments to return the equipment to full operation, per manufacturer’s specifications. The Contractor shall identify any deficiencies to the CO or
COR. The Contractor shall provide a written report identifying all actions performed, to include parts replaced or repaired, cleaned, or adjusted. The report shall be signed and dated by the technician performing the work and provided to the CO or COR within 5 work days of the action.
All repair actions shall be invoiced under the appropriate CLIN for labor. The
Contractor shall determine crew size. The hourly labor rate is for the entire crew, not each individual on the crew. Hourly rate shall start when the individual or team arrives on base.
Parts requiring replacement shall be billed through a separate reimbursable CLIN after first coordinating with the CO or COR.
3.2.2. Routine Service Calls: The Contractor shall respond to maintenance repair calls not deemed an emergency within 10 days of notification.
3.2.3. Emergency Service Calls: The Contractor shall respond to emergency repair calls within 24 hours of notification.

3.3. Identification of Contractor Employees: Contractor personnel shall wear identification badges or another article of clothing distinguishing themselves as such. The badges/articles of clothing shall have the company name, employee name and the word “Contractor” displayed.
The Contractor shall retrieve all identification media (including vehicle passes) from its employees who depart employment for any reason. The Contractor shall return all identification media (i.e., badges and vehicles passes) to the CO within 14 days of an employee’s departure.
The Contractor is responsible at all times for their employees.
3.4. Contractor personnel shall have valid state issued picture identification in their possession at all times while on the instillation.
4. Quality Control/Quality Assurance
4.1. Quality Control (QC): The Contractor shall develop and maintain an effective QC Plan
(QCP) to ensure services are performed in accordance with this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor’s QCP is the means by which it assures itself that its work complies with the requirements of the contract. As a minimum, the Contractor shall develop QC procedures that address the areas identified in Technical Exhibit 1, Performance Requirements
Summary (PRS). A final QCP shall be available upon request from the CO.
4.2. Quality Assurance (QA): The Government will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government will do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and acceptable quality level(s) or defect rate(s).
5. Definitions
5.1. Contractor: A supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.
5.2. Contracting Officer (CO): A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the Government.
Note: The only individual who can legally bind the Government.
5.3. Contracting Officer Representative (COR): An employee of the U.S. Government designated by the CO to monitor Contractor performance. Such appointment will be in writing
P a g e 11 | 11 and will state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
5.4. Defective Service: A service output that does not meet the standard of performance associated with the PWS.
5.5. Deliverable: Anything that can be physically delivered and includes non-manufactured things such as meeting minutes or reports.
5.6. Quality Assurance: The Government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
5.7. Quality Assurance Surveillance Plan (QASP): An organized written document specifying the surveillance methodology to be used for surveillance of Contractor performance.
5.8. Quality Control: All necessary measures taken by the Contractor to ensure that the quality of an end product or service shall meet contract requirements.
5.9. Subcontractor: One that enters into a contract with a prime Contractor. The
Government does not have privity of contract with the subcontractor.
