Statement of Work 12 Feb 19 Repair and Relocate Fire Alarm system in Building 153 Whiteman Air Force Base, Missouri
SCOPE OF WORK
1. The Contractor shall provide all supervision, services, materials, equipment, personnel, parts, and labor to remove and relocate the existing fire alarm system panels and Monaco monitoring equipment from room 155 to room 105 in building 153. The newly installed entire system must be fully compatible with the existing Main fire panel a Notifier 3030 and the Notifier 3030 annunciator panel and all existing sensors and equipment throughout the building. The current programming in the Notifier 3030 is unknown.
2. The contractor shall accomplish a site visit to verify components currently installed (hardware and software), identify new component requirements ensuring compatibility with existing system, and to verify the exact location for the relocation of all components, wiring, conduit, and accessories necessary to fully accomplish the project.
3. During the site visit the contractor shall verify the current operational programing currently within the Notifier 3030 as this is critical in determining the correct replacement components to accomplish this project. The Notifier main fire panel 3030 is located in a secured alarm room on the other side of the building and will require an escort for entry.
4. Description of system operation: Signals are received from sensors by the equipment in room 155, processed and appropriate signals are then retransmitted out as necessary. In the new configuration the signals will still be received in room 155, go through a terminal block and continue to room 105 for processing. The signals will then be sent back to room 155 go through the terminal block and out to the appropriate areas. Signals are also interconnected to several VESDA Power Shunts which will remain as part of the new system.
5. The BT-XM panel and NAC extender panels currently located in room 155 shall be used and relocated to room 105.
6. The 2 (two) existing monitor and control module cabinets (P1 and P2) in room 105 contain a total of 40 monitor and control modules identifying specific locations. The contractor shall remove the older obsolete AC8R modules and replace with new XP series monitor and control modules that are fully compatible with the current Notifier system programing and all other associated equipment remaining as part of the system. The new modules shall perform the same exact function as those currently installed. Cabinets P1 and P2w in room 155 can then be used as back boxes with terminal blocks to extend the wiring from this location to the room 105 where all components will be installed. New cabinet or cabinets will be required for the new modules in room 105.
7. The existing non syncable Field Charger Power Supply (FCPS) power supplies shall be removed and new Notification Alarm Circuit (NAC) power supply with battery charger shall be install in the new location, room 105. New batteries shall be included. Batteries must be capable of operating the system for 24 hours of standby power. New cabinet or cabinets will be required for the new power supplies.
8. Electrical wiring/conduit shall run from the back boxes in room 155 to the opposite side of room and through a concrete wall into room 103. This will require drilling. The wiring/conduit shall be above the water tank located in room 103. Wiring/conduit will then go through another wall into room 105 and installed on the wall close to the wall penetration. See floor plan for building layout and locations. The contractor shall perform a site visit to fully understand the panels being relocated and to map out the runs and length of the wiring/conduit. Existing wiring/conduit will be used when/if possible and new wiring/conduit will be installed as necessary. The contractor shall route the electrical power feed to the new panels in room 105.
9. The contractor shall accomplish all testing. Testing shall be done on each module and circuit ensuring proper receipt and transmission to ensure all sensor and suppression system components function as required. Prior to any and all testing the contractor shall get approval from the 509 Civil Engineer Squadron (CES) Fire Alarm Systems Team (FAST). The contractor shall perform a final test verifying all systems operate as required by all Federal, State, and Local guidelines when complete and prior to acceptance.
10. The contractor shall provide training on system operation and detailed operation and maintenance manuals to 509 CES.
11. The contractor shall provide submittals to include a detailed parts list of all components replaced, detailed description of software versions used to identify compatible components and changes required to configure the system. Submittals shall be provided identifying routing of all wiring. This information shall be proved to 509 CES prior to starting project. The contractor shall also provide as-builts identifying any and all changes to submittals. As-builts will provided prior to acceptance of the project.
12. All new components will include the full manufactures warranty and a minimum 1 year warranty for all labor.
13. The contract shall comply with all applicable current codes for this type of work to include but not limited to: National Fire Protection Association (NFPA), National Electric Code, and Occupational Safety and Health Administration (OSHA) Code of Federal Regulations.
14. The contractor is responsible to remove and dispose of off base all waste in accordance with all Federal, State and Local laws and regulations at no additional cost to the government.
