1. DESCRIPTION OF SERVICES
The Contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that airfield grounds maintenance is performed at Whiteman AFB MO. For the purpose of this contract, the term GRASS shall mean all grasses, weeds, and other vegetation that is one inch or less in diameter (at ground level). This includes all vegetation that is allowed to grow unattended or which contains a mixture of weeds and other plant materials. Contractor shall mow, trim, weed eat all grass to the specified height of the defined areas as described in this Performance Work Statement
(PWS). The Contractor’s performance will be based on the Contracting Officer’s (CO) evaluation and Contracting Officer’s designated Representative (COR) and of the results required by the Service Summary (SS) and not the frequency or method of performance. It is at the Contractor’s discretion to determine the frequencies required to maintain the grass in accordance with the PWS and the SS. The evaluation of results will be based on COR performance assessment, tenant satisfaction, and customer complaints. Final results of the evaluations will be the determining factor for the success or failure of this contract. The
Contractor shall comply with applicable federal, regional, state, and local laws and commercial standards.
1.1. RESERVED
1.2. MAINTAIN SEMI-IMPROVED GROUNDS
Semi-improved grounds are identified in Appendix A and B.
1.2.1. MOW. Mowing of all grass shall be accomplished on approximately 1582.51 acres of semi-improved grounds as indicated in Appendix B. The Contractor shall maintain grass height between 7-14 inches in all semi-improved grounds areas. The grass shall not be shorter that 7 inches in height to prevent dust and debris on the airfield and, shall not be more than 14 inches in height to prevent bird habitation and attractiveness. Grass in height in the Instrument Landing
System (ILS) Glide slope (see coned areas on map in Appendix B) and localizer Critical Area
(see Rectangles on map in Appendix B) shall be maintained between 7-12 inches. This requirement is provided to protect the integrity of the ILS signal. Maintain a uniform appearance in all areas. Where possible, maintain adjacent areas at or near the same grass heights. The grass that outlines the east PL-2 fences (see map in Appendix B) shall be maintained between, 7-10 inches and shall extend to the Contractor road. This is to maintain compliance with Anti-terrorism force protection requirements.
1.2.1.1. The Contractor shall begin cutting at the active runway paved surface and move away from active runway to the outermost area. This causes insects and animals to move toward the inside of the field and away from the runway. Also, do not mow the grass shorter next to the flight line than any other area. Maintain specified height for all areas. Last cutting at the end of the growing season shall be cut at 10-12 inches to reduce attractiveness of the airfield to migrating fowl, which commences at the end of the season. Contractor shall request permission from tower when mowing within 100 feet of the runway.
1.2.2. TRIM. The Contractor shall trim, grass around trees, shrubs, poles, airfield fixtures, boulders, and other fixed obstacles. Grass around the runway and taxiway edges and light fixtures shall be cut 4-8 inches in height within a 10 feet circumference. All fences within and bordering the designated mowing/maintenance areas, shall be kept clear of all grass. Only the inside of the base perimeter fence, not the outside, needs to be kept to specifications. Unless otherwise specified the trimming height shall match surrounding area grass heights. The task involves all semi-improved grounds as shown on map in Appendix B approximately 35,500 linear feet. All areas shall be trimmed concurrent with mowing.
1.2.3. AIRFIELD COORDINATION. Prior to beginning daily operations, if in the airfield area, the Contractor shall notify the Airfield Manager of the proposed work site access route.
The Airfield Manager will approve the access route to be driven in the vicinity of the airfield. Mowers shall drive in accordance with Whiteman’s Flight line Driving Program
IBWI 24-1. The Contractor shall be provided any revision or changes to the aforementioned instruction by Base Air field Operations. Base Operations will be advised when mowing is completed for the day and vehicles are clear of the airfield. The Contractor shall coordinate all activities on the airfield by contacting Airfield Management. Work will be accomplished only after Airfield Management has approved scheduled times.
Prior to Contractor vehicles or equipment entering paved areas of the airfield the Contractor shall inspect all tires for foreign objects, rocks, and dirt, and remove same prior to driving on the pavement. If any foreign material is left on the paved area of the airfield as a result of
Contractor operations, the Contractor shall sweep the area immediately to eliminate Foreign
Object Debris (FOD) conditions. Mowers are not authorized to cross the runway and should only cross a taxiway when absolutely necessary. Drivers shall establish radio contact with the tower and request approval before operating within 100 feet of the runway/overruns and the
ILS critical areas. The Contractor shall request pre-announcement through the Base
Operations.
The Contractor shall maintain radio contact with the Air traffic Control Tower at all times while in the airfield area. The government, Airfield Manager, will furnish a radio to the
Contractor. The government will provide keying of the equipment for tower network frequency for the Contractor at no cost to same. Contractor personnel shall only use the tower net to communicate with the tower and not use it for personal communication. The
Contractor shall comply with all radio-transmitted advisories and directions issued by Base
Operations.
Mowing equipment shall be returned to parking areas at the end of the workday. Equipment shall not be left unattended on the airfield and shall be moved to parking area when unattended. Parking areas are marked green on the Map in Appendix B.
1.2.3.1. FLIGHT-LINE DRIVERS. Training must be completed prior to operating vehicles or mowers on the flight line. All employees working on airfield grounds shall be required to have an AF Form 483, Certificate of Competency (flight line driver’s license) with them at all times.
Airfield driver’s license testing is an annual requirement. Vehicles must have a valid private owned vehicle (POV) pass issued by Airfield Management prior to operating on the flight. No equipment will be left unattended while working in these areas. The Contractor shall be responsible for insuring that all foreign objects and debris produced by airfield grounds maintenance is cleared off of all taxiways, runways, and aircraft parking aprons before leaving the work area.
1.2.3.2. AIRFIELD TOWER COMMUNICATIONS. The Contractor shall be radio-equipped to maintain constant two-way radio contact with the control tower and Airfield
Management when operating near runways, overruns, and taxiways. The Contractor shall maintain contact with the control tower when operating on or within 100 feet of the runway.
The Government shall provide all communication equipment required for this contract. The
Government shall provide the transceiver frequency to the Contractor for communication with
Base Operations.
1.2.3.3. AIRFIELD LIGHT FIXTURES AND PROPANE CANNON AREAS. The
Contractor shall cut and maintain a 10 foot wide circumference path between 4 - 8 in height around the perimeter of the airfield pavement to include trimming around runway and taxiway lights and all propane cannons, thirty (30) each. Trim fixed obstacles and temporary obstacles/objects in accordance to standards. This service also includes the requirement that grass shall not extend over the edge of concrete, pads, taxiways, runways, and paved or asphalt areas. This will be accomplished concurrent with mowing.
1.2.4. REPAIR DAMAGED AREAS. Damaged areas shall be seeded to meet the standards of surrounding area (seed species; Kentucky 31 only). This work will be accomplished by the in writing from the CO or COR. Areas damaged by the Contractor shall be repaired as identified in this paragraph. Any damage to concrete structures shall be repaired within 30 days.
1.2.5. REMOVE DEBRIS/POLICE GROUNDS. The Contractor shall remove debris in all areas identified in Appendix B. Responsibilities shall include, but not be limited to, the removal and disposal of all natural debris, tree limbs, dry brush, rodent habitats, and man-made debris that may have blown into mowing areas. Dispose of all debris in Government provided dumpsters.

1.5 MAINTAIN SURFACE DRAINAGE DITCHES.
The Contractor shall maintain surface drainage ditches to be free of shrubs, trees, silt and trash to prevent erosion and ensure continuous flow of water. Drainage ditches are identified in
Appendix A and B. The Contractor shall maintain roadway banks and hillsides identified. This shall be accomplished concurrent with mowing. The Contractor shall maintain drainage ditches.
These included but are not limited to, open culverts under driveways and road swales, wet and dry creek beds, draws, gulches, hollows, trenches, fords, basins and overflows.

1. SERVICES SUMMARY
The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The Services
Summary (SS) and the Contractor’s Quality Control Plan provide information on contract requirements, the expected level of Contractor performance and the expected method of government validation and confirmation of services provided. These thresholds are critical to mission success. Procedures as set forth in the FAR 52.212-4 (a), Contract Terms and
Conditions - Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies. During the first initial 30 days of the contract, two additional errors on each work shall be allowed in an effort to identify normal phase-in problems.

2.1. QUALITY CONTROL. The Contractor shall provide a written description of the quality control system to include identification of the commercial practices and procedures to be used, such as those of the Professional Grounds Management Society (PGMS), Tree Care Industry
Association, American Society of Landscape Architects, the American National Standards
Institute (ANSI), and local Extension Offices of the Federal Cooperative Extension Service.
Include the inspection system requirements of FAR 52.246-4 in this document. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-performance and continual repeat of defective service does not occur. A written Quality Control Plan shall be submitted to the contracting officer for review and feedback. The plan shall be submitted no later than the pre-performance conference. The plan shall specifically address the Contractor’s strategy to provide quality workmanship, continual process improvement and for correcting deficiencies as required.
2.2. QUALITY ASSURANCE. The Government shall inspect and evaluate the Contractor’s performance to ensure services are received in accordance with requirements set forth in this contract. The CO or COR shall inspect by validating actual work performance, physically checking an attribute of the completed task, checking a management information report, investigating customer complaints, conferring with facility managers, or otherwise inspecting the task or its results to determine whether or not performance meets the standards contained in this PWS. The CO or COR will use the Contractor’s work schedule or modified version thereof, to record validation results. Results of the validation then become the official Air
Force record of the Contractor’s performance. When a performance threshold has not been met or Contractor performance has not been accomplished, the COR will initiate and provide the Contracting Officer a Contract Discrepancy Report (CDR) DD Form 2772 for issuance to the Contractor. The Contractor shall respond to the CDR IAW instructions provided and return it to the Contracting Officer within 10 calendar days of receipt.
2.3. PERFORMANCE ASSESSMENT
2.3.1. PERIODIC VALDATONS. This method requires the COR to employ a “spot check” style of evaluation based on the Contractor’s schedule. Periodic validations will be conducted on a scheduled basis (daily, weekly, monthly, quarterly, semi-annual or annually) and may be adjusted, based on quality trends.
Any unsatisfactory inspection (defect) result shall be recorded, and the Contractor shall re-perform the service after notification by the CO or COR.
Failing to meet the performance threshold as outlined in the SS for any of these performance objectives in any one month period shall result in a warning or letter of concern from the CO.
Failing to meet the performance threshold as outlined in the SS of these performance objectives in any combination for any two, or more consecutive or non-consecutive months during a contract period shall constitute an immediate Progress Meeting with the Multi-functional Team.
All remedies shall be in accordance with the FAR 52.212-4 (a), Contract Terms and Conditions
- Commercial Items, Inspection/Acceptance.
2.4. PERIODIC PROGRESS MEETINGS. The CO, Functional Commander, COR, other government personnel as appropriate, and the Contractor shall periodically meet to discuss the
Contractor’s performance. The following issues shall be discussed, opportunities to improve the contract, any modifications required of the contract, unsatisfactory inspections and trends against each performance objective observed, positive performance and steps taken by the
Contractor to prevent unsatisfactory occurrences in the future. The Contractor shall provide a summation of unsatisfactory inspections and customer complaints and provide insight into any identified trends.
The minutes of these meetings will be reduced to writing, signed by the CO and any other signatures as deemed appropriate, distributed to the functional area and the Contractor. Should the Contractor not concur with the minutes, the Contractor shall provide a written notification to the CO identifying areas of non-concurrence for resolution.

3.4. SECURITY, FIRE, AND MEDICAL SERVICES
The Government will provide police and fire protection. The Contractor shall adhere to the security and fire directives, instructions and policies of Whiteman AFB. In the event of a medical emergency, base ambulance service for transporting an injured employee to a local hospital is available on a cost reimbursement basis. Patient will be transported to the Western
Missouri Medical Center Emergency Room, Warrensburg, MO.
3.5. RESERVED.
3.6. SOLID WASTE COLLECTION AND DISPOSAL. The Contractor shall use existing bulk containers to dispose of trash or solid waste generated from accomplishment of services detailed in this PWS. The Contractor shall adhere to all base level recycling programs to include disposal of yard/tree waste in specified dumpster collection stations or at the recycling collection center on base. The CO or COR shall identify these specific dumpsters for yard/tree waste.
4. GENERAL INFORMATION
4.1. MISSION
The overall Civil Engineer mission at Whiteman AFB MO is to plan, maintain, operate, and protect the infrastructure, facilities, and environment for assigned airmen, families, and civilian employees.
4.2. CONTRACTOR INFORMATION.
4.2.1. CONTRACTOR EMPLOYEES. The Contractor shall not employ any person for work on this contract if such employee is identified to the Contractor by the contracting officer as a potential threat to the health, safety, security, general wellbeing or operational mission of the installation and its population. Where reading, understanding, and discussing safety and environmental warnings are an integral part of a contract employee’s duties, that employee shall be able to understand, read, write, and speak the English language.
4.2.1.1. Contractor personnel shall present a neat appearance and be easily recognized as
Contractor employees. The Contractor shall provide each employee with an identification badge that shall include the employee’s name and Contractor’s name. Identification shall be available prior to employment and shall be worn or attached to the outer garment at all times.
4.2.1.2. The Contractor shall ensure employees have a current and valid driver’s license and be flight line qualified IAW local policy, as required, before allowing the employee to operate a
Contractor-owned vehicle on Whiteman AFB. The Contractor shall ensure each employee
(current and future) receives the required Flight Line training at no additional cost to the
Government and is maintain on an annual basis as required. Flight line qualification training shall be scheduled by contacting the Chief of Airfield Management, Base Operations, at (660)687-
3101.
4.2.1.3. The Contractor shall not employ any person who is an employee of the United States
Government if employing that person would create a conflict of interest or the appearance of conflict of interest. Additionally, the Contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and received approval according to the appropriate ethics regulations. The Contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the industrial labor relations policies.
4.2.1.4. The Contractor is cautioned that off duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours, or deployment.
Military Reservists and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the Contractor’s ability to perform;
however, their absence at any time shall not constitute an excuse for nonperformance under this contract.
4.2.1.5. The management and control of Contractor employees in the performance of this contract shall be the responsibility and prerogative of the Contractor; however, the Contractor shall comply with the contract requirements and Whiteman AFB instructions concerning conduct of employees.
4.2.1.6. The Contractor shall follow base instructions concerning entry requirements and procedures for the airfield area. The Contractor shall request, from the Airfield Manager at Base
Operations, Building 35, flight line personal vehicle passes for all vehicles doing work on the flight line. Also, the Contractor shall notify the Airfield Manager at Base Operations, Building
35, prior to beginning daily operations, if in the airfield area. The Airfield Manager will then notify the Air Traffic Control Tower so the tower may maintain visual contact with the Contractor operations on a continual basis.
4.2.1.7. Prior to start of work, the Contractor shall submit a by name list of employees, on company letterhead, through the Base Contracting Office, to 509 OSS/OSA. An updated list shall be provided upon change of employees. The list shall include employee’s name, social security number, date of birth, driver’s license or state issued identification card number with state of issue, country of citizenship, and security clearance level, if applicable. This is formation is required for the EAL to obtain Contractor passes to enter WAFB.
4.2.1.8. Contractor personnel shall not enter facilities/areas designated and posted as Controlled
Areas without specific authorization of the installation commander or designee.
4.2.1.9. In the event that service is to be provided in a controlled areas (Title 50, Section 797, US
Code), and it is determined a free zone shall be established instead of using escorts, the Contractor personnel shall adhere to free zone procedures as identified in a letter signed by the installation commander or designee.
4.2.1.10. Contractor personnel are subject to all instructions dealing with unauthorized installation entry, orders not to reenter barment, and installation entry point checks.
4.2.1.11. Contractor personnel shall comply with both the Installation Traffic Code and the State of Missouri (RSMO) traffic codes. Contractor personnel are also subject to Air Force driving suspensions, revocations, and installation private vehicle registration requirements.
4.2.1.12. In the event of wing exercises or real world commitments Contractors may be required to exit the controlled area without prior notice. All efforts shall be made to notify the Contractor of upcoming events that may interfere with the Contractor’s progress to assist in scheduling, and if possible, a 72-hour notice will be provided, however, there may be times that will not be a possible. Contractors may be restricted from the work area for up to a 30-day cumulative period per year with no claim to the government due to exercise and or real world contingencies.
4.3. DAMAGES TO GOVERNMENT BUILDINGS, EQUIPMENT, OR VEGETATION
Damages to Government buildings, equipment, or vegetation are addressed in clause 52.237-2 –
“Protection of Government Buildings, Equipment, and Vegetation.”
4.4. ENVIRONMENTAL REQUIREMENTS.
In addition to all applicable Federal, State and local environmental codes and regulations, the following specific guidance is provided:
4.4.1. HAZARDOUS MATERIALS. The CO shall approve all hazardous materials brought on-site by the Contractor prior to use. The Contractor shall obtain approval using the application requirements of the AF Form 3952. Once the process is implemented and
Contractor is trained, the Contractor may submit the AF Form 3952 electronically. The CO has the right to prohibit the use of hazardous materials it deems to be especially hazardous to human health and environment. In the event the CO does not approve a hazardous material for use, the
CO may provide the Contractor a list of suitable substitutes; however, the Contractor shall retain responsibility for finding an acceptable substitute. The Contractor shall take appropriate actions to comply with waste minimization and pollution prevention practices and policies.
4.4.1.1. The Contractor shall maintain spill control material on hand at all times sufficient to contain a worse case spill, both volume and hazard level.

4.6 HOURS OF OPERATION.
Hours of Operation. The Contractor may operate from dawn to dusk and may perform after sunset with coordination through the Civil Engineering COR and the Airfield Manager.
Equipment shall be properly outfitted for night driving operations to include amber warning lights and beacon for dark mowing if required. Safety shall be the paramount consideration.
In some areas, due to the type of operation, or other considerations, airfield mowing shall be accomplished at times other than during normal operating hours at no additional cost to the
Government.
4.7 RECOGNIZED HOLIDAYS. The Contractor is required to provide service on federal holidays, and weekends if Grass is out of compliance. If all areas are in compliance, the
Contractor is not required to provide service on federal holidays, except in emergency situations;
the holidays applicable to the contract are:
Memorial Day - last Monday in May
Independence Day - 4 July
Labor Day - 1st Monday in September
Columbus Day - 2nd Monday in October
4.7. Base Closures. Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening the base.
4.8. SECURITY REQUIREMENTS.
4.8.1. The Contractor and his/her employees shall be subject to all base instructions, including, but not limited to, all vehicle traffic, airfield, and security instructions.
4.8.2. The Contractor shall comply with Whiteman AFB MO SECURITY DIRECTIVE.
4.8.3. The Contractor shall follow base instructions concerning entry requirements and procedures for the airfield areas. The Contractor shall request, from the Airfield Manager at
Base Operations, Building No35, flight line personal vehicle passes for all vehicles doing work on the flight line. Also, the Contractor shall notify the Airfield Manager at Base Operations, Building No.35, prior to beginning daily operations, if in the airfield area. The Airfield Manager will then notify the Air Traffic Control Tower so the tower may maintain visual contact with the
Contractor operations on a continual basis.
4.8.4. Security and base access requirements are contained in clause 5352.242-9000
“Contractor Access to Air Force Installations.” Contractor employees will be required to obtain and display identification badges. Anticipate delays in getting commercial vehicles on base and allow time for commercial vehicles to reach their destination by driving designated routes at posted speed limits through out the base. Procedures for commercial vehicle access to the base are subject to change without prior notice.
4.9. PERFORMANCE OF SERVICE DURING CRISIS OR HEIGHTENED SECURITY.
In the event of crisis or heightened security caused by a national emergency, natural disaster, or other causes, continue performance as necessary in support of the Air Force mission. The contract price and delivery schedule may be adjusted to reflect any change of work that may be directed.
This service is not determined to be essential for performance during crisis according to DODI
3020.37.
4.10. SPECIAL QUALIFICATIONS.
4.10.1. EMPLOYEE TRAINING.
The Contractor shall ensure employees are qualified to safely operate airfield grounds maintenance equipment before assigning employees to tasks that require use of the equipment.
The Contractor shall maintain records of each individual’s training and crtifications. The
Contractor shall provide the name and telephone number of the Contractor’s on-site contract manager and alternate responsible for all requirements in the PWS. Provide telephone numbers of Contractor manager and alternate(s) for after duty hours. The contract manager and alternate(s) must be able to read, write, speak and understand English, or an interpreter must be provided to work alongside the contract manager or alternate(s) at no additional cost to the
Government. Contractor personnel must take and pass Airfield Driver Training course prior to operating on the airfield. This is an annual requirement.
4.11. INTERFACES
Do not unduly interfere with regularly scheduled Government operational activities in the performance of contract requirements. In the event a Government supervisor so requests, temporarily cease work in the area and report the instructions, to include name of the
Government person involved, to the COR or immediately by the most expedient means. Notify the COR or CO verbally of disputes with customers or other base Contractors and follow-up in writing.
4.12. CONTRACTING OFFICER AND CONTRACTING OFFICER
REPRESENTATIVE (COR)
The Contracting Officer will appoint a primary and alternate representative for management of the day to day activities of the contract. The identity, title, and authority of this representative will be provided in writing to the Contractor after contact award.
4.13. RESERVED.
4.14. SAFETY REQUIREMENTS AND REPORTS
The Contractor shall perform work in a safe manner as required by OSHA Safety and Health
Requirements. Provide a verbal report to the CO as soon as possible of each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact. Provide a completed copy of required Accident Investigation
Reports to the CO within five calendar days of each occurrence.

APPENDIX A – GROUNDS DESCRIPTION/WORKLOAD ESTIMATES
Workload is identified by historical growing months but growing may vary. The amount of times a particular area requires moving is dependent on weather conditions thus cannot be predicted with any degree of accuracy.
The Contractor must maintain the GVFWP at all times and at the required height regardless of the amount of times it needs mowed in a given time period.

APPENDIX D – DEFINITIONS
1. GVFWP- For the purpose of this contract, the term grass shall mean, all grasses, weeds and other vegetation that is one inch or less in diameter (at ground level). This includes all vegetation that is allowed to grow unattended or which contains a mixture of weeds and other plant materials.
2. Scalping – areas where the grass is mowed too close to the ground because of uneven ground underneath. When grass is mowed too close to the ground it frequently appears as an unsightly yellow scar. Typically scalping occurs when mowing on hill sides and around obstacles on uneven terrain.
3. Rutting – visible marks left on the grounds from the wheels of mowing and edging equipment.
4. Trimming – Cutting of grass and other vegetation around grounds obstacles that prevent mowing.
