MEMORANDUM FOR RECORD

SUBJECT: FA4625-14-Q-0035; Tree Removal, Site Visit Minutes
1. The purpose of this meeting was to allow interested attendees to walk the site, take measurements and photographs, as well as ask questions. The following individuals were in attendance:

2. The site visit began shortly after 1300. The group started by walking the Priority 1 site which consisted of the 9 trees North of Spirit Blvd. All nine of the trees are marked roughly six feet high with a yellow ribbon. All of the trees are free of overhead utilities and are also not in proximity to any structures. The following tree species were identified in the Priority 1 site:
Chinese Elm – QTY: 2 Soft Maple – QTY: 5 Locust – QTY: 1 American Elm – QTY: 1
Two of the trees located on both extreme opposite sides of the Priority 1 site had specific issues that were addressed. The first of the trees, a Chinese Elm located to the Far West of the site is situated along a running track. The Contractor will be responsible for safely bringing down all of the trees during the course of this requirement, but this specific tree will require orange fencing or some safety barrier to cordon off while felling this tree. The second tree, an American Elm located in the
To Deter and Assure median of Travis Lane, will require the Contractor to coordinate with the Contracting Officer and other Base personnel to temporarily close the road while felling this tree.
3. The group then transitioned to the Priority 2 site, first the five trees to the West of the Child Development Center (CDC), Bldg. 3021, indicated by the red arrow of Attachment #4, Tree Removal Map. It was also discovered that the map indicated the trees were located in an East to West orientation, but in fact they were actually running in a North to South orientation across the street from the CDC. The five trees were identified as follows:
Chinese Elm – QTY: 1 Soft Maple – QTY: 3 Locust – QTY: 1
The group then moved to the purple grouping of trees to the North of the CDC. The three trees were identified as follows:
Soft Maple – QTY: 1 Chinese Elm – QTY: 1 Cottonwood – QTY: 1
The next Priority 2 grouping walked was the orange grouping to the North East of the Force Support Building (FSS), Bldg. 3036. The three trees were identified as follows:
Soft Maple – QTY: 2 Chinese Elm – QTY: 1
The group then continued to the yellow grouping which forms an “L” shape along the parking lot to the West and Ellsworth Lane to the North. The ten trees were identified as follows:
Oak – QTY; 4 Soft Maple – QTY: 1
Hedge – QTY: 1 *identified as 4-12 inch trees on Attachment #4, Tree Removal Map
The last Priority 2 grouping was the blue grouping, which contained two trees located on the South side of the CDC along Ellsworth Lane. The trees were identified as follows:
Soft Maple – QTY: 2
4. The final Priority grouping visited on the site visit was the Priority 3 site. This site is just South of the Library, Bldg. 515. The four trees were identified as follows:
Soft Maple – QTY: 3 Oak – QTY: 1
5. Most of the trees in this requirement are free from overhead utilities/obstructions and not in close proximity to facilities or structures. The two trees that will require additional safety measures and possible coordination for closure of walkways or roadways are the Elms located in the Priority 1 site discussed in the second paragraph of Section 2.
6. The site visit concluded with a question and answer session. The following is what was covered:
Question 1) How far down will the stumps need to be ground below grade?
6 inches below grade to allow a mower to cross freely over the site without damage to the lawn tractor
Question 2) Is Contractor equipment permitted to drive and park in the grass or will they be restricted to the roadway?
For the most part this is permitted; however, it is at the Contractor’s discretion. See clause 52.237-2, Protection of Buildings, Equipment, and Vegetation. The Contractor is responsible to replace ruts or any other damage at no additional cost to the Government.
The meeting concluded around 1500.
