Questions and Answers (1)
Q. In Attachment 1, are all radios encrypted? If only some are encrypted can you specify how many are encrypted per radio type? For example, on page 31, please specify how many of the 77 XTL5000 mobiles are encrypted.
A. All radios on WAFB are encrypted
Q. For equipment requiring factory repair, such as units under warranty, can daily on-base delivery and pick-ups be scheduled with couriers such as Federal Express?
A. Yes
Q. The PWS states that contractor is responsible for all equipment shown in Technical Exhibit 6.
Please clarify what equipment is covered under this agreement.
A. Trunked Backbone: Equipment in the Central Site Quantar Repeaters/SmartNet Trunk
System; Hardlined consoles: Astro Digital XTL 5000 Consollete and CentraComm Gold Series Consoles, WG/GP Portables/Mobiles: XTS5000/XTL5000/URC200; Consoles Base Stations not Listed in Attch. 1: XTL 5000, CentraComm Gold Series, Astro Digital XTL 5000 Consollete; Squadron Commanders Portables/Mobiles: APX7000/XTS 5000/XTL 5000/URC200; all other Portables/Mobiles: APX7000/XTS5000/XTL5000; All other non-recurring maintenance: all items mentioned above.
Q. 5.9.4 states “programming of channel information” must be included at no cost for any new equipment. Other than new radio programming, is all other programming considered “Non-recurring.” If not, please clarify.
A. Yes
Q. Please confirm that “the contractor shall ensure than an individual with a Bachelor’s Degree in Electronic Engineering performs engineering assistance,” per 5.9.2.
A. An individual with a Bachelor’s Degree in Electronic Engineering must be available to provide engineering assistance.
Q. On the pricing section of the Solicitation, for “Non-recurring maintenance,” such as ITEM NO 0002, are you looking for a contracted hourly tech rate that would cover all these type services?
If not, please clarify what is being requested.
A. Yes
Q. For Non-recurring maintenance services, please confirm that the contractor will get reimbursed for all labor and parts as quoted by contractor and pre-approved by the Government.
A. Yes, contractors will be reimbursed for labor and parts annotated in the proposal/quote.
Q. What historical information can be provided to help bidders not experienced with the Whiteman contract to quote the “Reimbursement of Parts” pricing sections in the solicitation?
A. The following historical data has been made available. This data captures the non-recurring maintenance labor hours in a one year period.
FY 12 (Oct 11-Sep 12) = 385 hrs.
FY11 (Oct 10-Sep 11) = 416.4 hrs.
Q. Please clarify what you are looking for under the “Reimbursement of Parts” pricing sections.
A. All parts are reimbursable by the 509 CS if not covered by contract (i.e. non-fair wear and tear)
Q. Can 3-5 year historical contract information be provided on portable, mobile and consolette radio failure rate (the number of annual maintenance events as a percent of total radios under contract)?
A. 4 Year Average: 164 Mobile failures per year; 3 mobile failures per year; 11 console failures per year.
Q. Please confirm that all mobile removal/installation work is considered Non-Recurring
Maintenance.
A. Yes
Q. Regarding 5.10.3, who determines if a case represents non-fair wear and tear?
A. The contractor.
