SUMMARY OF CHANGES
The purpose of this Amendment is to:
1. Provide the sign-in sheet from the site via Attch. 1 Site Visit Sign-In
2. Answer contractor questions as listed below.
The following are questions from prospective offerors and the government response.
General Q1: May we do progress payments?
A1: No, progress payments are only allowable for construction contracts. However, this acquisition is being solicited/awarded as a commodity with install. The contractor is allowed to invoice for each building upon completion and acceptance by the government. Payment terms are NET 30.
Q2: The contractor can’t design an OSHA compliant fall arrest system, which is attached to a bridge crane. How will the trolley anchor system be attached and what it will be attached to?
A2: OSHA 1910.140(c)(16) states: “Personal fall protection systems and their components must be used exclusively for employee fall protection and not for any other purpose, such as hoisting equipment or materials.”
It is our interpretation of “components” that it begins with the component the Self Retracting Lifeline (SRL) attaches to and goes down to the harness. If this weren’t true no structure within a building could be used for fall protection as it was designed and is being use as the structure for the building. This interpretation has been coordinated through our safety office and has been approved with the certification of a qualified engineer.
Q3: What specifically do we have to provide? Are we only providing anchor system? Jackets? Etc.
A3: The contractor will not need to provide the SRL or below. The contractor shall provide the system up through the anchor to which the SRL will attach.
Q4: Are there specific design or submittal standards (specific software) we should be aware of outside of those identified directly in the SOW?
A4: No, everything needed is in the Salient Characteristics/SOW. The only design required for this effort is the “Concept Design” identified in solicitation provision 52.212-1 and 52.212-2. The concept design shall be in sufficient detail for the government to ensure all requirements of the SOW are met. The government requires a concept design for each building as part of your proposal submission.
Q5: Are there specific roles/billets that will be required beyond those identified in the SOW? For example, SSHO, QCM, or Superintendent?
A5: No, there will be no need.
Q6: Description of services, item "C", regarding testing and certifying "a minimum of 3,600 pounds per person with their engineering license." Typically testing is leveraged when engineering is unavailable. We usually see this phrased in such a way that either testing OR engineering are required to certify the systems. The way the SOW is written, it reads like the expectation is for testing AND engineering to certify the systems. If the systems need to be engineered by a Professional Engineer (PE), and the systems are designed to meet your loading requirement, is testing really necessary? We have no problem providing testing to back up our engineering, but it is/will be an additional cost to consider.
A6: The government needs it certified and tested by an engineer for safe use for fall protection.
Q7: Attaching to the existing crane bridge opens us up to additional liability/responsibility; even though the SOW is related to fall protection, being the last person to stamp a drawing that uses the crane bridge as structure, forces us to inherit all of the engineering leading up to that point as well. Our quote will assume the existing crane bridge structure is sufficient to support fall protection loading, but we want to make sure that, if, once we conduct our analysis, we find that to not be the case, we have the option/ability to quote additional structure if necessary.
A7: If after award, it is determined that the crane bridge structure is not sufficient to support fall protection loading, it will be handled as a differing site condition and a bilateral modification will be accomplished. The government anticipates that the crane bridge structure will be sufficient.
Building 2044:
Q1: One of the required characteristics is that “each user must be able to walk the length of the bridge crane unimpeded by the other user”. This is commonly referred to as a by-pass system. If it weren’t for that requirement, this would be a very simple, inexpensive, problem to solve. Would the government be interested in seeing an additional option for a non-by-pass solution?
A1: No, please see A3 under ‘General’.
Q2: Are architectural or structural drawings available for Building 2044?
A2: Yes, they will be made available at time of award.
Q3: Are drawings available for the existing bridge crane in Building 2044?
A3: Yes, they will be made available at time of award.
Q4: In order to correctly calculate the fall clearance required for the system, what is the range of heights of the vehicles that your personnel will be working on?
A4: 8-9ft
Q5: Should the self-retracting lifelines be included (supplied and installed) as part of the fall protection system?
A5: No, see A3 under ‘General’.
Building 2115
Q1: Are architectural or structural drawings available for Building 2115?
A1: Yes, they will be made available at time of award.
Q2: Are drawings available for the existing bridge crane in Building 2115?
A2: Yes, they will be made available at time of award.
Q3: In order to correctly calculate the fall clearance required for the system, what is the range of heights of the vehicles that your personnel will be working on?
A3: 4ft-11ft
Q4: Should the self-retracting lifelines be included (supplied and installed) as part of the fall protection system?
A4: No, see A3 under ‘General’.
Fill out blocks 15a, 15b, and 15c and provide a copy with your proposal.
