Statement of Work for

Fall Protection Systems in Building 2044 and Building 2115 Fairchild AFB, WA

3 July 2022

1.0. Description of Services. The contractor shall design, procure, install, and certify fall protection system(s) in two buildings on Fairchild AFB.

1.1.1. Tasks. The contractor shall perform the following tasks and ensure the fall protection system installed into Building 2044 and Building 2115 meet Occupational Safety and Health Administration (OSHA) requirements.

a. Design, install, and certify fall protection system in building 2044 (See Appendix A –

Salient Characteristics). A concept design shall be approved by the government prior to award and will be a part of Technical submission. The concept design shall include all necessary information required for the government to ensure the proposed system meets the government’s requirement.

a. Must allow two simultaneous users

b. Users must be able to cross paths unimpeded by one another

c. Must connect to bridge crane components

d. System must not impede bridge crane operations when fall arrest system is not being used.

e. System must use Self-Retracting Lifelines

b. Design, install, and certify fall protection system in building 2115 (See Appendix A –

Salient Characteristics). Design must be approved by the government before award and will be a part of Technical submission.

a. Must connect to bridge crane components

b. Install two (2) systems, one (1) on each side of the current bridge crane

c. Systems must use Self-Retracting Lifelines

c. Conduct testing and provide OSHA/American National Standards Institute (ANSI) certification once system is completely installed. The contractor must be able to certify a minimum of 3,600 pounds per person with their engineering license. Meet DAFMAN 91- 203 Chapter 13 guidelines for Fall Protection.

d. Systems must meet and comply with all applicable OSHA regulations.

2.0. General Information

2.2. Government Point of Contact. A government POC for this requirement will be provided after award.

2.3. Contractor Qualifications. The contractor shall be licensed as an engineer to design and install fall protection system. They must be able to approve safety requirements IAW ANSI ASSP Z359.6 (Chapter 9).

2.4. Performance Schedule. The delivery period, included in Line Items 0001 and 0002, reflect the time required to complete the entire project After Date of Contract (ADC) award. However, the contractor shall complete the required installation portion within forty-five (45) days once all materials have been received to minimize mission impact.

2.5. Restroom Facilities. Public restrooms in the vicinity of the work site may be used by the contractor’s personnel.

2.6. Security, Fire and Medical Services. The government will provide police and fire protection. In the event of a medical emergency, base ambulance service for transporting an injured employee to a local hospital is available on a cost reimbursement basis.

3.0. General Information

3.1. Hours of Operation. Normal working hours are 0700-1600 Monday through Friday, excluding Federal Holidays.

3.2. Federal Holidays.

If a holiday falls on a scheduled service day, the contractor will be responsible for scheduling services for the first business day after the holiday observance.

3.3. Base Closures. Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening the base.

3.4. Performance during Crisis Declared by the National Command Authority or Overseas Combatant Commander. IAW DODI 1100.22, Policy and Procedures for Determining Workforce Mix, and any applicable USAF implementation (unless otherwise directed by an authorized government representative), services under this SOW have been determined by the Functional Commander/Functional Director as being NON-ESSENTIAL during a crisis.

3.5. Contractor/Employee Base Pass and Identification, Special Clearances and Vehicle Passes. All documentation needed for base passes shall be submitted at the Pre- Performance Conference.

3.6. Compliance with Laws and Regulations. The contractor shall be knowledgeable of and comply with all applicable Federal, State, and local laws, regulations, and requirements regarding environmental protection. In the event environmental laws/regulations/requirements change the term of this contract, the contractor shall comply with such law/regulation as changed. If there is an increase or decrease in cost as a result of the change, the contractor shall immediately inform the CO.

SALIENT CHARACTERISTICS

Requirement

Fairchild Air Force Base Vehicle Maintenance is mandated to implement fall protection measures when there is a potential to fall more than 4 feet off the vehicle. Refueling Maintenance shop (building 2044) and main shop (building 2115) currently do not have adequate fall protection measures to mitigate this risk. It has been determined an overhead trolley anchor system with a self-retracting lifeline (SRL) is the best method to ensure the safety of the building’s employees. Buildings 2044 and 2115 have a bridge crane that would provide a base for this trolley anchor system to be attached to. The anchor point will track with the worker’s movement to ensure the anchor point is relatively straight (close as possible) above the worker’s head while actively using the system.

The overhead trolley fall protection anchor system will have the following Salient Characteristics:

Required Characteristics for Bldg 2044

- System must be attached to bridge crane

- Each system must meet and be certified to OSHA requirements

- System must be able to support two (2) simultaneously attached users

- System must use self-retracting lifelines (SRL)

- Each user must be able to walk the length of the bridge crane unimpeded by the other user and the SRL stays directly above the user’s head to minimize pendulum affect

Required Characteristics for Bldg 2115

- System must be attached to bridge crane

- One system installed on each side of existing manual lifting bridge crane

- Each system must meet and be certified to OSHA requirements

- Each system must be able to support one (1) attached users

- Each system must use self-retracting lifelines (SRL)

- User must be able to walk the length of the bridge crane and the SRL stays directly above the user’s head to minimize pendulum affect
