The purpose of this amendment is to:
1. Extend the RFQ due date.
2. Change the Period of Performance.
3. Answer Contractor Submitted Questions.

Changes contained herein are effective immediately
1. The RFQ is extended from 23 August 2022 at 1 PM PDT to 31 August 2022 at 1 PM PDT.
2. The No Later Than (NTL) date for removal has been updated by 15 days from 05 September 2022 to 20 September 2022. Additionally the NLT for tilling has been updated by 14 days from 20 September 2022 to 04 October 2022.
3. Answers to Contractor Submitted Questions
Q1. Is there a plan for containing the weeds and grass from the ditch to interfere with the test location or will the ditch also be seeded? A1. The slopes surrounding the wet ditch are not part of the project limits. Weed control within the slopes of the wet ditch will continued to be maintained by Fairchild personnel.
Q2. Is the graveled road part of the area to be seeded and what is the access for viewing wildlife? Will that road remain unaffected and usable during the duration of the project? A2. The graveled service road will not be tilled and will remain operational throughout each phase of the project. The graveled service road however will be treated with herbicide Q3. Is the contract assuring that grass height is being maintained from 7"-14" on the airfield? A3. Grass height will continue to be maintained by Fairchild’s mowing contractor until the Habitat Modification Project contractor mobilizes to the site. The new vegetation must reach maturity (approximately 18”) for two seasons prior to mowing. CEIE will obtain an airfield mowing waiver for the two initial growing seasons.
Q4. FOD prevention on the edge of the runway is crucial. Is there a requirement for sweeper trucks in the contract? A4. Although there is no requiremend for a sweeper truck, Foreign object debris (FOD) mitigation will be addressed within the Contractor’s dust control plan under Truck and material haul routes along with a plan for controlling dirt, debris, and dust on base roadways.
Q5. Is the contractor responsible for dust control? A5. Yes, the contractor shall be responsible for dust control from mobilization through seeding phases.
Q6. Is the groundcover on the slope around the wet ditch part of the project? A6. No, the project limits stop at the top of slope surrounding the ditch.
Q7. When does the dust control plan need to be submitted? A7. The dust control plan may be submitted after award; however, the dust control plan must be approved by 92 CES/CEIE prior to Contractor mobilization.

The Contractor shall submit a dust control plan for approval by 92 CES/CEIE via the Contracting Officer. a. The plan shall include at a minimum:
i. Truck and material haul routes along with a plan for controlling dirt, debris, and dust on base roadways.
ii. The contractor/subcontractor and equipment designated for cleaning along the haul route and measures to reduce dirt, dust, and debris from roadways.
iii. Identification of all fugitive dust sources.
iv. A description of the dust control method(s) to be used for each source.
v.A schedule, rate of application, calculations, or some other means of identifying how often, how much, or when the control method is to be used.
vi. Provisions for monitoring and record-keeping.
vii. A back-up plan in case the first control plan does not work or is insufficient.
viii. The name and phone number of the person responsible for making sure the plan is implement and who can be contacted in the event of a dust complaint.
CEIE will provide the contractor with a sample Dust Control Plan upon request.
Q8. Can you provide Dust Control Plan Guidance A8. In accordance with SRCAA Regulation 1, Section 6.05, for any construction site, reasonable precautions shall be taken to prevent particulate matter (PM) from becoming airborne. Construction site shall be maintained and operated to minimize emissions.
There will be no tracking of particulate matter on to paved roadways without taking every reasonable precaution. Appropriate load control measures shall be implemented.
