Statement of Work

Habitat Modification to Reduce Prey Availability for Raptors

1.0 Scope of Work (SOW): The contractor is expected to provide all personnel and equipment required to:

1) VEGETATION/WEED REMOVAL: The contractor shall remove existing vegetation/weeds via herbicides and ground disturbance in two predetermined plots, See Appendix B, Map, not to exceed 110 acres on and/or adjacent to the Fairchild Air Force Base (FAFB) airfield. To be accomplished in the fall and spring IAW the table one schedule below.

2) TILL: The contractor shall, within 10-14 days after fall herbicide application, till the fall plot, turning over the first 6 – 10 inches of soil to prepare for seeding.

3) TILL: The contractor shall, within 10-14 days after spring herbicide application, till the spring plot, turning over the first 6 – 10 inches of soil to prepare for seeding.

4) SEED: The contractor shall, utilize standard industry practices, drill seed a 70/30 mixture of Smooth Brome grass and Streambank Wheatgrass in designated plots not to exceed 55 acres per plot, and pre-determined by the Installation Habitat Modification Team (IHMT). One plot will be planted in the Fall 2022 and one separate plot will be planted in the Spring 2023. All work will be accomplished in compliance with all local, state, and federal laws and regulations.

1.1 Removal Instructions: Weeds will be controlled by both mechanical means and chemical application in the summer prior to seeding applications in the fall and in the early spring prior to seeding applications in mid-late spring. During late-summer, anticipated by the 20th of September, the contractor shall mow or flail vegetation in the fall study plot to a height of 2-4 inches to ensure adequate spray coverage. Spray an approved non-selective herbicide after mowing to adequately kill existing vegetation. In the spring, the contractor shall mow or flail vegetation in the spring plot in the same manner as the fall plot. If weather conditions do not permit these operations on the planned dates, the Contracting Officer or Contracting Officer Representative will be contacted immediately, and an agreed upon date will be determined.

1.1.1 Herbicide application: Herbicides utilized to accomplish vegetation removal must be on the Armed Forces Pest Management Board (AFPMB) Standard Pesticides List Available to DoD Components and Agencies. Herbicides used must also be reviewed and approved by the FAFB Installation Pest Management Coordinator.

1.2 Tilling Instructions:

1.2.1 Fall Plot Preparation: 10-14 days after fall herbicide application, the contractor shall till all the fall plot, turning over the first 6 – 10 inches of soil. Tilling should be accomplished no later than 20-September for a November seeding schedule.

1.2.2 Spring Plot Preparation: 10-14 days after spring herbicide application, the contractor shall till all accomplished no later than April 10.

1.3 Seeding Instructions: The seedbed must be firm and weed-free prior to seeding to ensure

1159108879C Highlight good seed to soil moisture contact. Some ridging and roughness are important for planting success, completely smooth surfaces are not desirable; however, ruts/soil depressions that could retain standing water are also not desirable. Weed control prior to planting is essential for successful seeding. The two plots prepared for fall seeding will be seeded with a 70/30 mixture of Smooth Brome and Streambank Wheatgrass in the late fall when the soil temperature, at a depth of two (2) inches, drops below 40 degrees Fahrenheit. Following these guidelines fall seeding should be completed no later than 30 November 2022. The plot prepared for spring will be seeded no earlier than March 15, 2023 and no later than May 1, 2023.

Seeding for Streambank Wheatgrass/Smooth Brome mixture should be accomplished using drill seeding methods at a depth of ½ inch or less on medium textured soils. The seeding rate is 10 - 15 pounds Pure Live Seed (PLS) per acre.

1.4 Dust Control Plan:

The Contractor shall submit a dust control plan for approval by 92 CES/CEIE via the Contracting Officer. The impacted area includes the actual project site(s) (not necessarily contiguous) in addition to staging area(s), parking area(s), etc. The plan shall include at a minimum:

i. Truck and material haul routes along with a plan for controlling dirt, debris, and dust on base roadways.

ii. The contractor/subcontractor and equipment designated for cleaning along the haul route and measures to reduce dirt, dust, and debris from roadways.

iii. Identification of all fugitive dust sources.

iv. A description of the dust control method(s) to be used for each source.

v. A schedule, rate of application, calculations, or some other means of identifying how often, how much, or when the control method is to be used.

vi. Provisions for monitoring and record-keeping.

vii. A back-up plan in case the first control plan does not work or is insufficient.

viii. The name and phone number of the person responsible for making sure the plan is implement and who can be contacted in the event of a dust complaint.

1.4 Relevant Instructions:

1.4.1 Safety and Occupational Health: Safety Data Sheets (SDS) are required IAW Federal Standard No. 313 (including revisions adopted during the term of the contract), and for any other

Attachment 1 Statement of Work Rev.1 material designated by a government technical representative as potentially hazardous and requiring safety controls. SDS must be available upon request from the government. Personnel applying herbicide on this project must adhere to the EPA’s minimum standards of competency for pesticide applicators.

1.4.2 Spill Response: The contractor shall report and promptly cleanup all spills in a manner consistent with current federal, state, and local environmental regulations. In the event it is necessary to utilize government material, equipment or personnel, to clean up a contractor-caused spill, the contractor shall be required to reimburse all associated costs, to the government.

Discharges to the storm or waste water systems are strictly forbidden without coordination and approval of the 92 CES/CEIE, Environmental.

1.4.3 Herbicide Waste Management: FAFB is designated as a Large Quantity Generator, and all hazardous waste must be managed in accordance with (IAW) federal, state, and local regulations for Large Quantity Generators.

1.4.4 Contractor Hazardous Material Management: IAW AFMAN 32-7002, Environmental Compliance and Pollution Prevention, and Appendix A, a hazardous material includes all items covered under EPCRA tracking requirements, the OSHA HAZCOM standard, and all Class I and II Ozone Depleting Substances. Hazardous materials includes all material hazardous to health, safety, or the environment, such as but not limited to, hazardous chemicals, hazardous substances, toxic chemicals, and extremely hazardous substances. The contractor shall use non-hazardous materials whenever possible. The contractor shall be responsible for the proper storage, management, and disposal of any hazardous material brought on FAFB for contractor use.

2.0 Site Survey and Analysis Report: Reports are required for each separate plot. The reports must provide a summary of actions taken to remove vegetation/weeds, description and amount of product applied (seed, fertilizer, pesticides, herbicides, etc.) including relevant SDSs, any post-seeding activities, weather conditions during seeding, and other pertinent information relevant to the drilling, tilling, or seeding. The government will furnish or make available to the contractor all local forms, operating memoranda, regulations and technical orders as applicable upon request after award. The ultimate outcome of this project is to get the grass to grow using the drill method, and allow the USDA to evaluate various impacts to small mammal population using the 70/30 Smooth Brome and Streambank Wheatgrass approximately planted during various times of the year. The contractor will not be responsible for grass growth, or after seeding grass maintenance.

3.0 Work Hours. Work will be completed during routine duty hours, Monday-Friday 0730-1630 unless otherwise approved. Written government approval from the Contracting Officer (CO) is required to work outside of routine hours of operation. The following federal holidays are observed:

4.0 Flight Line Access

4.1 Restricted area operations: Controlled/Restricted Area Access: The contractor shall submit an AF 2586 for each individual requiring entry to an USAF controlled/restricted area. An EAL signed by the OSS/CC) will be required to access the airfield. All pertinent forms will be provided by the government after the issuance of award.

4.2 -Airfield Drivers Training and Certifications: Airfield drivers training, color vision testing and certification are required for all personnel driving on the airfield. Annual certification and flight line training for flight line vehicle operators must be coordinated through Airfield Management and the 92 MXS Programs Flight. Employees' wages for all training and the expense of color vision testing at an independent testing facility shall be at the contractor's expense.

5.0 Operations Security (OPSEC) Requirements.

5.1 Contract personnel will apply OPSEC to protect critical and/or sensitive information and operational indicators from disclosure. Contractor personnel will:

5.1.1 Become familiar with the types of critical information and indicators which must be protected from disclosure.

5.1.2 Not photograph or video Fairchild AFB main base or remote locations without written approval from the 92d Air Refueling Wing Public Affairs office.

5.1.3 Avoid publishing critical information, operational indicators or other sensitive information via social media and other Internet-based capabilities.

5.2 OPSEC Measures DoD Contractors must ensure their employees’ professional and personal conduct do not compromise the organization’s sensitive missions and related information. Contract personnel will comply with provisions listed in Fairchild AFB Contractor OPSEC Measures

APPENDIX A – HAZARDOUS MATERIALS MANAGEMENT

1.1. Hazardous Material Storage. For any single hazardous material stored on-site in a quantity equal to or exceeding 55-gallons at any time, the contractor shall provide secondary containment for the entire quantity of that hazardous material. Hazardous material shall be stored within a locked secure area not accessible to the base populace after hours. All containers of hazardous material shall be clearly and properly labeled; closed when not in use; and stored in an upright, secure position.

1.2. Hazardous Material Authorization. Hazardous materials must be approved by the HMMP Team prior to being brought onto the installation. The contractor shall submit a list of all hazardous materials intended for use, along with corresponding Safety Data Sheets (SDS), to the HMMP Team, through the Contracting Officer (CO), at least fourteen (14) days prior to beginning work or bringing hazardous materials onto the installation. The listing shall include product name, chemical type, and quantity to be brought onto the installation, process for which it will be used, and disposal method for empty containers and any resulting hazardous or nonhazardous waste. The contractor shall report how and when approved hazardous materials are used, including any amount spilled, evaporated as an air emission, or properly disposed of as solid or hazardous waste.

1.3. Hazardous Material Usage. Within seven calendar days of completion of the contract, the contractor shall submit to HMMP POC, the quantities of each hazardous material actually used on the base during the course of the contract, utilizing and annotating the government-provided chemical authorization list, contractor’s HAZMAT Material Worksheet or other approved document. The authorization list can be obtained from 92 CES/CEIE via the

POC.

1.4. Hazardous Material Empty Containers. Hazardous material containers cannot be disposed of in base dumpsters. WAC 173-303-160 defines what is considered an empty container. Any hazardous materials wasted, must be managed as hazardous waste as described in other sections of this SOW.

1.5. Hazardous Material Removal. The contractor is responsible of disposal of their hazardous materials. No hazardous material shall be left on-site at the end of a contract

2. Hazardous Waste Management:

2.1. Hazardous Waste Designation: All potentially hazardous waste shall be captured, containerized, and characterized for proper disposal without leaving the installation. This includes any associated PPE, tarps, filters, etc., that may be contaminated with the potentially hazardous waste. Contractor shall have knowledgeable personnel sample/analyze all waste streams and provide recommendation relative to hazardous waste designation including RCRA 8 metals via TCLP and applicable regulations.

2.2. Hazardous Waste Accumulation: The contractor shall be responsible for the proper collection, containment, characterization, management, and storage of any waste accumulated or generated at the job site. This includes but is not limited to: collecting hazardous waste in proper containers with secondary containment; not allowing containers to be placed on dirt, sand, gravel, or grass surfaces; properly labeling the container; posting appropriate signs; and securing and protecting the container from direct sunlight and/or precipitation; and ensuring the container is closed at all times except when waste is being added.

2.3. Hazardous Waste Disposal: The contractor shall be responsible for the proper disposal of hazardous waste accumulated or generated at the job site. Proper disposal shall include the preparation of a hazardous waste manifest and LDR form as required for disposal of the waste at a RCRA approved facility. The EPA Identification # for FAFB will be used on the hazardous waste manifest. All hazardous waste manifests must be signed by an authorized person in 92 CES/CEIE prior to hazardous waste being removed from the base. Manifests shall be coordinated through 92 CES/CEIE via the CO at least 3-days prior to scheduled shipment to provide the government, at their discretion, an opportunity to inspect the packaging and labeling in addition to ensuring an authorized government representative will be available to sign the manifest on day of shipment. Hazardous waste must be shipped off base within 90 days of being generated. No hazardous waste, including universal waste, shall remain at the jobsite after project completion. If final disposal/shipping arrangements are still pending at project completion, contractor shall contact 92 CES/CEIE via the CO for assistance.

3. Non-hazardous Solid Waste.

3.1. Non-hazardous Solid Waste Disposal: Non-hazardous solid waste must be managed and disposed in accordance with federal, state, and local regulations at facilities permitted IAW the WA State Solid Waste Handling Standards.

3.1.1. Salvaging, Recycling, and Disposal of Waste

3.1.1.1. The contractor shall make every reasonable effort to reduce the amount of solid waste generated by salvaging and recycling materials to the greatest extent possible. Materials capable of being recycled, shall be recycled at facilities licensed and permitted for such recycling. The Base Recycling Center may be available to accept corrugated cardboard (flattened) for recycling.

3.1.1.2. The contractor shall be responsible for the proper handling and disposal of all solid waste accumulated or generated on FAFB in performance of the contract. All non-hazardous solid waste shall only be disposed of and/or recycled at facilities licensed and permitted for such disposal or recycling. There are no disposal areas on FAFB.

3.1.2. Non-Hazardous Solid Waste Disposal Plan

3.1.2.1. A plan for non-hazardous solid waste disposal shall be submitted to the CO for approval prior to physical work NTP. Such a plan shall provide a project name; project number; contract number; a brief description of the project; summarize the activities that will generate waste; itemize all waste (including waste or material to be salvaged and/or recycled) expected to be encountered during the project; how the materials will be managed on base; and include proposed disposal/recycle locations and corresponding applicable Solid Waste Permit(s) showing the disposal/recycle facility is licensed and permitted. A Non-Hazardous Solid Waste Disposal Plan Template can be found at the end of this section.

3.1.2.2. If, during the course of the project, the specifics of the Non-Hazardous Solid Waste Disposal Plan change (e.g., materials disposed/recycled, disposal/recycling facilities used, etc.), then an updated plan must be submitted to the CO for approval prior to implementing the changes.

3.1.2.3. The contractor shall ensure that all subcontractors, vendors, suppliers follow the approved Non-Hazardous Solid Waste Disposal Plan. It is the contractor’s responsibility to coordinate with subcontractors to ensure awareness and participation.

3.1.2.4. Approval of the Contractor’s Solid Waste Disposal Plan will not relieve the contractor of responsibility for compliance with applicable environmental local, state and federal regulations.

3.1.3. Solid Waste Disposal Tracking.

3.1.3.1. All solid waste including salvaged and recycled materials shall be tracked by the type, quantity, weight, (including totals for each column), and disposition. This information shall be submitted on the Solid Waste Disposal Tracking Sheet (found at the end of this section) to the CO within 7 days of the end of each calendar quarter (i.e. submit in January, April, July, and October) and at project completion.

C.1 DEFINITIONS:

Acceptance. The act of an authorized representative of the government by which the government assumes for itself, or as agent for another, ownership of existing and identified supplies tendered or approves specific service rendered, as partial or complete performance of the contract on the part of the Contractor.

Contract Specialist (CS). The individual within the contracting office who performs the day-to-day administration of the contract. The CS may also be the CO.

Contracting Officer (CO). The duly appointed government agent authorized to award or administer contracts. The CO is the only person authorized to contractually obligate the government.

Defect. Any non-conformance with requirements specified in the contract.

Emergency services are defined as an unforeseen occurrence or sudden and urgent occasion(s) for action.

Facility. A building, structure, utility system, pavement, and underlying land or portion thereof and other improvement or asset that has been provided a unique facility number and is contained in the Real Property Inventory as a separate entry listing. This includes all installed equipment and building components.

Quality Assurance (QA). Those actions taken by the government to assure services meet the requirements of the PWS

Quality Control (QC). Those actions taken by a Contractor to control the performance of services so that they meet the requirements of the PWS.

Services Summary (SS). A summary of the performance objective and performance threshold required by the government in concessionaire performance. Also known as a Performance Requirements Summary or Services Delivery Summary or Performance Requirements Document.

Standard. An exact value, a physical entity, or an abstract concept, established and defined by authority, custom, or common consent to serve as a reference, model, or rule in measuring quantities or qualities, establishing practices or procedures, or evaluating results: a fixed quantity or quality or a defined measure of comparison.

C.3 Publications: The government will make publications, forms, references and report formats listed available at request. Supplements or amendments to listed publication from any organizational level may be issued during the life of the contract. The contractor shall immediately implement those changes in publications, which result in a decrease, or no change in the contract price.
