Section B: Description of the Supplies/Services Required
The SERE School facilities require a service contract to maintain the current Pelco Endura Closed Circuit Television and Network Video Recording (CCTV/NVR) suite. Services will provide software and firmware updates as needed to maintain system currency, troubleshooting, replacement of broken hardware, and perform basic system maintenance to ensure the system is running at its optimal levels.
Section C: Justification for Soliciting from a Single Source or Brand Name
This is a brand name requirement. The current CCTV/NVR suite is a Pelco Endura system. Due to the proprietary data, a Pelco Endura certification is required to provide services on the system. The maintenance services will provide software and firmware updates to the system. These system updates can only be accessed and provided by Pelco Endura certified professionals. The solicitation will require the contractor to be Pelco Endura certified.
Section D: Efforts to Obtain Competition
The Pelco Endura website was reviewed to determine the certification requirements to work on the current SERE system. It was verified that only Pelco Endura certified professionals can access and provide software and firmware updates to the existing system. Contractors can become certified by contacting Pelco and completing the certification requirements. Two local small businesses have confirmed that they are certified and interested in providing services under this contract.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Without Pelco removing the certification requirement, the only way to preclude future brand name awards for this requirement would be to replace the current CCTV/NVR system with one that would allow for more general maintenance services. SERE is currently researching the possibility of modernizing and replacing their current system; however, it is unknown when or if this will be done as it is estimated to cost $1.5M for a total system replacement. It is unknown if a total system replacement would preclude future brand name requirements as that system may have its own certification requirements. The Pelco certification requirements will be verified to determine if it is still required for any future maintenance services for the current CCTV/ NVR system.
