Performance Work Statement Audio Video Surveillance
System Maintenance Fairchild AFB, Washington
24 June 2020
1.0. DESCRIPTION OF SERVICES
The US Air Force SERE School facilities located at Fairchild AFB (FAFB), WA requires a service contract to maintain the current Pelco Endura Closed Circuit Television and Network Video Recording (CCTV/NVR) suite. The current Pelco Endura system spans across multiple facilities and is both indoor and outdoor. The contractor will provide software and firmware updates as needed to maintain system currency, troubleshooting, replacement of broken hardware, and perform basic system maintenance to ensure the system is running at its optimal levels. The contract will require reoccurring on-site visits every 14 calendar days, on Mondays, to perform routine maintenance to include necessary system upkeep and address any performance, equipment, or durability issues. The visits will last approximately 4 hours and be between the hours of 0800-1600. Emergency on-site response, within four hours, will be required for emergencies seven days a week between the hours of 0700-1800. The total emergency response hours are estimated to not exceed 100 hours per year with an average of 20 calls per year lasting approximately 4 hours. The contract will provide the option for additional emergency response hours at the same labor rate if the first 100 hours are exhausted.

2.0. TASK REQUIREMENTS AND APPLICABLE DOCUMENTS.
2.1 Applicable Standards, Certifications, and Regulations. All work shall be performed in accordance with all applicable laws, standards, codes, and regulations. The following documents are incorporated as part of this contract.

2.2. Initial Parts Replacement. Broken equipment is identified in red in Attachment 3 – RT AV Model Numbers. The repair or replacement of these items will be prioritized and fixed or replaced during the routine on-site visits every 14 days until all have been repaired/replaced and are in working order. Parts replacements will be invoiced in accordance with paragraph 2.3.
2.3. Parts Replacement. Contractor shall be responsible for replacement parts up to, but not exceeding $250 per occurrence. Parts shall be charged at contractor cost with no more than an additional 10% markup authorized. Parts replacements under $2,500 total may be approved by the government POC. Parts replacements totaling greater than $2,500 must be approved by a warranted Contracting Officer. Parts replacements shall be tracked by work orders submitted by the contractor to the government POC and become part of the contract file.
3.0. General
3.1. Hours of Operation. Normal working hours are 0800-1600 seven days a week excluding federal holidays. On call emergency support (four hour response time) is required 7 days a week from 0700 to1800 excluding 19 December 2020-10 January 2021. For billing purposes duration of response shall be measured from time of call by government POC to time repair technician departs site.

3.2. Federal Holidays. If a holiday falls on a scheduled service day, the contractor shall schedule services for the following Monday. The following federal holidays are observed.

If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the Contractor will be responsible for providing missed services the following Monday.
3.3. Base Closures. Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished during regular duty hours on the next available work day after reopening the base.
3.4. Government Facilities and Services. The government shall furnish all site access, restroom facilities, electrical power, and security escorts.
3.5. Dress and Appearance. Contractors must present a neat professional appearance and be readily identifiable by wearing a company uniform or shirt/coat with the company logo displayed in a prominent location on the front of the shirt.
3.6. Continuation of Mission Essential Functions. IAW DoDI 1100.22 (Policy and Procedures for Determining Workforce Mix), and any applicable Air Force implementation, unless otherwise directed by an authorized Government representative, it is determined that services provided under this contract are not mission essential for performance during a crisis.
4.0. SAFETY AND SECURITY
4.1 Non-Disclosure. Due to the sensitive nature of the data and information being worked with on a daily basis, completion of non-disclosure statements shall be required by all on-site contractor personnel prior to performing work on the AV system to help ensure information that is considered sensitive or proprietary is not compromised. During the performance of this contract, contractor personnel may be required to access or come into contact with proprietary government information. Contractor personnel shall not use such information for any purpose other than the performance of this contract. All network topologies in the Air Force are considered both sensitive and proprietary.
4.2 Experience and Expertise of Contractor Personnel. The contractor shall provide a workforce for this project adequately staffed, with sufficient experience, and expertise, that can satisfactorily perform all assigned/necessary tasks in the time allotted time. The contractor shall be certified to work on Pelco Endura systems. In addition, the contractor shall designate an on-site project manager who will serve as a single point of contact for the government.
4.3 All personnel performing work under this contract shall complete a Non-Disclosure Agreement and, at a minimum, be a United States citizen, and shall have a Local Area Check (LAC) conducted by the contractor.
