STATEMENT OF WORK (SOW)

FOR

Install Laser Cutter/Engraver Kern HSE100 Laser System or Equal

92 MXG/AMXS

FAIRCHILD AFB, WA

12 Sep 2019

1. Description of Work. The contractor shall supply and install a Kern HSE100 Laser System or Equal meeting the salient characteristics listed in Appendix A of this SOW at the designated location in Bldg. 2050. The contractor is responsible for providing all labor, hardware, materials, and equipment to successfully install the laser cutter/engraver and place it in full operation. All work must be accomplished in accordance with all applicable laws and regulations, building codes, and the applicable portions of the base design standards.

1.2. Install Replacement Marque. The contractor shall emplace the replacement marquee centered on the existing mounting ensuring that all mechanical and electrical connections are in good condition and fully operational.

2.0. Acceptance. Government acceptance consists of an electrical and mechanical acceptance by Civil Engineering and a technical acceptance by the AMX personnel.

2.1. Physical Acceptance. Civil engineering will inspect and accept the mechanical, plumbing, and electrical integrity of the laser cutter to ensure compliance with the base design standards and applicable building codes.

2.2. Functional acceptance. Functional acceptance consists of AMXS personnel testing all aspects of operation including tool shadowing, fume extraction, and operation of the unit including full travel in each axis, and accuracy of cut.

2.3. Training. The contractor will provide up to two days of training for 5 people in the operation and field level maintenance required to support this laser cutter.

3. Government-furnished services. Fairchild will provide 911 service at contractor cost if required. In addition, the government will supply utilities.

4. GENERAL INFORMATION.

4.1. QUALITY CONTROL. The Contractor shall utilize their own internal Quality Control (QC) processes to ensure the government receives quality services. If the government inspector annotates recurring unsatisfactory performance, they may request the Contractor’s QC plan to ensure that it is sufficient for the required services.

4.2. QUALITY ASSURANCE. The government will periodically evaluate the Contractor’s performance in accordance with this Statement of Work.

4.3. Hours of Operation. The Contractor shall work during normal operating hours of 7:30 AM

– 4:30 PM, Monday through Friday, excluding Federal holidays. If the Contractor wants to work other than normal operating hours, approval from the Contracting Officer must be obtained via a written request (email is acceptable) submitted at least two days prior to the date the work is to occur. The following Federal Holidays are observed:

January 1 New Year’s Day 3rd Monday in January Martin Luther King, Jr. Day 3rd Monday in February President’s Day Last Monday in May Memorial Day July 4 Independence Day 1st Monday in September Labor Day 2nd Monday in October Columbus Day November 11 Veterans Day 4th Thursday in November Thanksgiving Day December 25 Christmas

4.4. Access. Access through the base entry gates may be delayed due to heavy vehicular traffic, exercises, or real-world emergencies. Contractor shall use the Rambo Rd. gate for access when using large commercial vehicles.

4.5. All contractor personnel shall not park in designated Reserved Parking spaces.

4.6. The Contractor shall comply, and assure any and all subcontractors comply, with all applicable federal, state, and local laws, regulations, ordinances, policies and standards related to environmental matters. Where applicable, the Contractor shall use environmentally safe products in the course of completion of their project. The Contractor shall maintain, on site, Material Safety Data Sheets (MSDS) for all chemicals used. A copy of all MSDS shall be provided to the CO. The MSDS data is subject to random checks by the government. Contractor shall maintain, and provide on demand, an inventory of materials being brought on the government facility. The Contractor shall complete, and provide on demand, monthly inventories of HAZMAT used, including but not limited to: solvents, paints, degreasers, greases, Ozone Depleting Substances, and oils brought on to the government facility. If the Contractor spills or releases any HAZMAT or other substance contained in 40 CFR 302 into the environment, the Contractor shall immediately notify the CO/COR and appropriate emergency responders. The Contractor is responsible for all costs associated with clean-up and restoration, including any applicable fines and/or penalties. The Contractor shall maintain a spill plan as required by federal, state, and local laws and regulations.

4.7 CONTINUATION OF MISSION ESSENTIAL FUNCTIONS. IAW DoDI 1100.22 (Policy and Procedures for Determining Workforce Mix), and any applicable Air Force implementation, unless otherwise directed by an authorized government representative, it is determined that this requirement is determined NOT mission essential during a crisis.

4.8. Period of Performance. The performance period shall not exceed 60 calendar days from the date of contract award.
