The purpose of this amendment is to:
a) Provide site visit meeting minutes and sign in sheet.
b) Answers questions in response to the solicitation and site visit held on 23 April 2019 at 1:00PM as stated herein.

SUMMARY OF CHANGES
Q1: Will email quotes be accepted, or are hard copies required?
A1: Email and hard copy quotes will be accepted as long as they are received by the Quote due date and time of 30 April 2019 at 2:00PM (Pacific Time).
Q2: Are standard off the shelf read outs required for the scales, with readouts in English?
A2: The Combined Synopsis/Solicitation states “Two individual weighing sections capable of simultaneously weighing 15,000 pounds within +/- 100 lbs with separate easy to read displays mounted at normal standing height.”
The requirement is for commercial, off the shelf scales. Through the government’s Market Research process, a number of commercial scales with the weight requirement capabilities and compatibility with digital read displays were located. The displays found as commercially available have indicators in English and with the on-screen selectable pound, kilogram, and net displays.
The scale’s weight indicator must be mounted so that it is readable by a user at normal standing height.
Q3: What page number is the scale information located on?
A3: Please reference page 20 of the “FA462019QA103 - Combo RFQ -MG19 Pallet Roller System (12Apr2019)”
Q4: Clarification on whether the requirement will be considered under the Service Contract Act, Davis Bacon Act or neither?
A4: This requirement is being purchased as a commodity with incidental install. Neither the Service Contract Act nor Davis Bacon apply.
Q5: Will an electrical pallet system be acceptable?
A5: The solicitation was for a manual pallet roller system, an electrical system would not be acceptable.
Q6: Some of the Roller System Requirements listed on Page 20 are listed below in blue font, are they represented on the drawing?
Two red circles were placed on the drawing that we assume represent the “Two processing Lines (approximately 40 feet in length…) Please advise if our assumption is correct.
•Two processing/holding lines (approximately 40 feet in length to ensure a minimum of 6 inches of separation between pallets) leading from weighing sections capable of holding four pallets each.
• The two processing/holding lines should be separated by enough space allowing an individual to safely walk between both in order to adjust straps, read placards, etc.
• Processing lines should terminate in area that allow for pallets to be picked up with either a 10K AT or standard forklift.
A6: Yes, that is correct. The processing lines are those represented in the drawing.
