Q&A

This is a compiled list of common questions we have received in response to the solicitation.

1. Q: Who is the incumbent contractor? Amount? Year?

A: Sterling Medical Associates, Inc. (CAGE: 1DK07). The current contract (FA4620‐11‐F‐A022) is not yet complete. 30Sep16 is the last bill‐able day. The total amount of the current contract is currently $1,173,880.83.

Although, this figure is subject to change before final billing. The duration of the current contract is 1 Oct 2011 – 30 Sep 2016. This was a base year, with 4 exercised option years.

2. Q: What is the length of employment of the incumbent staff?

A: The incumbent staff have not all been permanent employees for the duration of the previous contract.

Thus, their current employment durations vary greatly. Please inquire with the incumbent directly. (Incumbent information will be provided upon request)

3. Q: What is the historical level‐of‐effort?

A: The previous contract (FA4620‐11‐F‐A022) was firm fixed‐price (FFP), as will be the re‐procurement contract following this solicitation. Proposals will be evaluated by price and past‐performance, as stated in the solicitation. No level‐of‐effort will be considered with the performance of this contract, but the awardee must be able to perform IAW the terms of the contract.

4. Q: In the Solicitation, it states that replacement assistants must be available to fill in. Does this include for when an employee takes scheduled leave?

A: Yes. Please refer the PWS. The contractor must contact the COR to assess whether a replacement is required for each scheduled absence.

5. Q: Is there an SCA occupation code related to these positions?

A: Please see statute 52.222‐42, ‘Statement of Equivalent Rates for Federal Hires’ listed in FAR 52.212‐5 in the solicitation. This is the rate that the positions would be if they were GS positions. The corresponding rate with the SCA Wage rate is determined by the awardee. Ultimately, DOL requirements must be followed in terms of paying employees fair wages.

6. Q: Are replacement personnel going to be required for scheduled and unscheduled absences?

Paragraph 1.2.3.3. and 1.2.3.4. indicate that they may or may not be required but this. Is this a requirement on the current contract?

A: Replacement personnel may or may not be required, depending on the date/time and duration of the absence. The PWS states that the contractor must contact the COR to determine if a replacement will be needed.

This IS a requirement on the current contract.

7. Q: Is the RHIT certification a requirement OR do they need to have this if they don’t have at least one year experience in medical office scheduling, obtained in an office setting?

A: Employees must have one year experience OR certification as an RHIT, with associated experience.

Please refer to the PWS, section 1.3.1.2.3.

8. Q: Are resumes required to be submitted with proposal?

A: No. Please refer to the solicitation for specific employee requirements.

9. Q: Can contractors provide 10,000hrs (5 FTEs) of coverage without using full‐time employees?

A: Yes. The requirement is to have an employee scheduled to work during the duty hours IAW with the

PWS. However many individuals the awardee wishes to hire to meet these requirements is their own discretion.

However, each individual scheduled to work must be qualified and current on training requirements, as outlined in the PWS.
