1. Description Of Work The contractor shall provide drawings and a written description of their finished product based on this statement of work and the conceptual drawings attached. These drawings are submittals and will be evaluated by the government. The contractor shall then provide and install a shoot house complex on a prepared 120 by 120 ft. gravel pad on Fairchild AFB based on the approved drawings. All work must be accomplished in accordance with all applicable laws and regulations, building codes and the applicable portions of the base design standards. The edges of all openings shall be finished with “U” channel or similar material permanently attached to the container so as not to present a hazard to users of the facility. All multiple container structures shall have the door ends of the containers opposite from the adjacent container. The shoot house must be fully functional when all work is completed.

1.1. The contractor shall supply and position on the government supplied gravel pad a total of Nine (9) International Shipping Organization (ISO) containers as follows: Five (5) each 8 Ft. by 8.5 ft. by 40 Ft containers and four (4) each 8 Ft. by 8.5 Ft. by 20 Ft. ISO containers positioned on the gravel pad in accordance with Figure 1. All containers walls shall be finished on the interior with a minimum of ½ inch CDX plywood and painted with a rust resistant exterior paint in a light beige (antique linen or similar) on all interior and exterior surfaces. Containers shall be in good mechanical condition with no rust or other perforations.

2.0. Five Container Structure

Container Positioning: The containers shall be oriented and positioned as follows: Five (5) structurally sound 8 ft. by 8.5 ft. by 40 ft. International Shipping Organization (ISO) containers shall be positioned with three containers on the ground to act as a base for a two (2) story structure. The two (2) remaining containers will be attached to the three container base so that the side of the top container is aligned with one side of the three base containers forming an “L” when viewed from the end of the containers. This will create a simulated two (2) story building with a footprint of approximately 960 sq. ft. See figure 2. All containers shall be firmly attached to one another to prevent shifting.

2.1. The (3) three containers making up the base structure shall have inner partitions and clear spans as shown in Figure 3.

2.1.1. Inner Partitions. Inner partitions shall be made from ¾ inch CDX plywood minimum and finished in the same color as the interior of the container. The inner partitions shall be movable but when re-secured shall be firmly attached to the container so as to act as a realistic barrier.

2.1.2. Clear Spans. Clear spans shall be installed at selected locations on the interior of the 5 container complex. In no case shall the installation of a clear span reduce the structural integrity of the shipping container to the extent it presents a hazard to users. Any clear spans shall be reinforced as necessary to maintain structural integrity. The contractor shall install one clear span 10 ft. in length between the first and second container on the first floor and one clear span 20 ft. in length on the second floor.

2.1.3. Interior stairs. Inner stairs shall extend from the first floor to the second floor along one of the interior walls of the ISO container. Stairs must be OSHA approved and finished with a corrosion resistant finish.

2.1.4. Exterior Stairs. The contractor shall provide and install a metal exterior stair way from the ground floor up to exterior balcony. The stairway shall be securely fastened to the container and meet OSHA requirements to ensure the safety of the teams using the facility. The stairs must be positioned alongside the container and partially obscure one of the window openings. The stairs must have a handrail meeting OSHA requirements on the side of the stairs away from the container. The stairway shall provide access to the exterior balcony via a 30 inch by 30 inch landing. Stairs must be finished in a rust resistant finish.

2.1.5. Window Openings. The completed two (2) story structure shall have a minimum of ten (10) and a maximum of twelve (12) 36 inch by 36 inch window openings. All window openings shall have the ability to be shuttered closed by using sliding metal plates that can be secured from the outside.

2.1.6. Door Openings. The completed two (2) story structure shall be equipped with three (3) 36 inch by 84 inch steel framed reusable exterior breaching doors. The breaching locking mechanism and door with frame shall be able to withstand repeated door breaches and breaching attempts without significant damage. Doors must be able to be secured when the facility is not in use.

2.1.7. Exterior Balcony. The contractor shall install an exterior balcony fabricated with, at a minimum, 1 inch thick plywood. Balcony should reinforced so that it shall be able to support up to 10 fully equipped Security Force members without deforming. Plywood shall be painted with an exterior paint on all sides before installation and a coat of non-skid paint applied to the upper surface on top of the weatherproofing paint. All hardware shall be corrosion resistant or stainless steel. The balcony shall be surrounded by a 42 inch high railing meeting OSHA requirements.

2.2. Two container structure.

Containers shall be positioned as shown in Figure 1. Containers shall be firmly attached to each other to prevent shifting. Two each 8 ft. by 8.5 ft. by 20 ft. containers shall be positioned alongside of each other so that their long axis is parallel. This will create a structure with a 320 sq. ft. footprint. The interior walls of the container shall be covered in a minimum of ½ inch CDX plywood. See Figure 5.

2.2.1. Clear Spans. The interior of the structure shall have an 15 ft. minimum clear span to allow free access between the two containers as shown in Figure. The clear span shall be reinforced as necessary to maintain structural integrity.

2.2.2. Window Openings. The two container structure shall have two (2) 36 inch by 36 inch window openings. Allw indow openings shall have the ability to be shuttered closed by using sliding metal plates that can be secured from the outside.

2.2.3. Door Openings. The two container structure shall be equipped with two (2) 36 inch by 84 inch steel framed exterior doors. Doors shall be able to be secured from the outside.

2.3. Single container structure

Container shall be positioned as shown in Figure 6A & 6B. This unit consists of one (1) 8 ft. by 8.5 ft. by 20 ft. ISO container. This container shall be secured to the gravel pad with ground anchors to prevent movement during use or during high wind events. See Figure 6A and 6B.

2.3.1. Window Openings. The container structure shall have two (2) 36 inch by 36 inch window openings. Window openings shall have the ability to be shuttered closed by using sliding metal plates that can be secured from the outside.

2.2.3. Door Openings. The one container structure shall be equipped with one (1) each 36 inch by 84 inch steel framed exterior door. Doors shall be able to be secured from the outside.

3. Government-furnished services. Fairchild will provide 911 service at contractor cost if required. In addition the government will supply utilities. Note that there are no restroom facilities at the site. Electrical power is also not available.

4. GENERAL INFORMATION.

4.1. QUALITY CONTROL. The Contractor shall utilize their own internal Quality Control (QC) processes to ensure the government receives quality services. If the COR annotates recurring unsatisfactory performance, they may request the Contractor’s QC plan to ensure that it is sufficient for the required services.

4.2. QUALITY ASSURANCE. The Government will periodically evaluate the Contractor’s performance in accordance with this Statement of Work.

4.3. Hours of Operation. The Contractor shall work during normal operating hours of 7:30 AM – 4:30 PM, Monday through Friday, excluding Federal holidays. If the Contractor wants to work other than normal operating hours, approval from the Contracting Officer must be obtained via a written request (email is acceptable) submitted at least two days prior to the date the work is to occur. 4.4. Access through the base entry gates may be delayed due to heavy vehicular traffic, exercises, or real-world emergencies. Contractor shall use the Rambo Rd. gate for access.

4.5. All contractor personnel shall not park in designated Reserved Parking spaces.

4.6. The Contractor shall comply, and assure any and all subcontractors comply, with all applicable federal, state, and local laws, regulations, ordinances, policies and standards related to environmental matters. Where applicable, the Contractor shall use environmentally safe products in the course of completion of their project. The Contractor shall maintain, on site, Material Safety Data Sheets (MSDS) for all chemicals used. A copy of all MSDS shall be provided to the CO. The MSDS data is subject to random checks by the government. Contractor shall maintain, and provide on demand, an inventory of materials being brought on the Government facility. The Contractor shall complete, and provide on demand, monthly inventories of HAZMAT used, including but not limited to: solvents, paints, degreasers, greases, Ozone Depleting Substances, and oils brought on to the Government facility. If the Contractor spills or releases any HAZMAT or other substance contained in 40 CFR 302 into the environment, the Contractor shall immediately notify the CO/COR and appropriate emergency responders. The Contractor is responsible for all costs associated with clean-up and restoration, including any applicable fines and/or penalties. The Contractor shall maintain a spill plan as required by federal, state, and local laws and regulations.

4.7 CONTINUATION OF MISSION ESSENTIAL FUNCTIONS. IAW DoDI 1100.22 (Policy and Procedures for Determining Workforce Mix), and any applicable Air Force implementation, unless otherwise directed by an authorized Government representative, it is determined that this requirement is determined NOT mission essential during a crisis.

4.8. Period of Performance. The performance period shall not exceed 90 calendar days from the date of contract award.
