STATEMENT OF WORK
PROTESTANT RELIGIOUS EDUCATION (RE) COORDINATOR
FAIRCHILD AIR FORCE BASE CHAPEL
7 September 2010
1. Environment: The Fairchild Chaplain Corps provides for the religious and spiritual needs of Air Force members and their families ensuring an opportunity to freely exercise religious beliefs under the First Amendment to the U.S. Constitution and the direction of the USAF Chaplain Corps.
2. Description of Services
2.1. The contractor serves as resource person, advisor and coordinator of Protestant community programs at Fairchild Air Force Base Chapel. The contractor shall develop, implement, coordinate, and evaluate the Protestant Religious Education Program to include religious education programs for pre-school, youth, adolescents and adults as set forth by the Air Force Chaplain Corps guidelines and provide administrative support. The coordinator consults and coordinates with the Senior Protestant Chaplain.
2.2. The contractor shall provide administrative support to the Senior Protestant Chaplain in the area of program planning and execution.
3. Qualifications
3.1. Education
3.1.1. Associates degree.
3.2. Experience
3.2.1. Three years of experience including but not limited to religious education, youth, men, women, singles and/or family ministries.
3.3. Interview/Resume: Vendor must attend a qualifying interview and furnish a resume with academic and work related references.
3.4. Demonstrate competence with computer use and Microsoft ™ software, including but not limited to Word, Excel, Publisher, PowerPoint and Outlook. The coordinator is required to prepare documents dealing with database information, financial data as well.
3.5. Must be able to pass security background investigation in accordance with Public Law 101-647, Section 231 (Crime Control Act of 1990 and DODI 1402.5, Criminal History Background Checks on Individuals in Child Care Services Positions) and/or provide documentation of current background investigation
4. General Information
4.1. Must be able to clearly communicate in English and conduct administrative requirements in verbal and written clarity as necessary.
4.2. Maintain professional conduct and present self in a neat, clean and well-groomed manner.
4.3. Able to work in a religiously pluralistic environment and possess willingness to work with people of diverse faith expressions.
4.4. Maintain healthy, functional interpersonal relationships with staff and parishioners in a pluralistic environment.
4.5. All equipment needs to fulfill this statement of work will be provided by the Fairchild chapel staff to include computer, printer, office equipment, and administration support necessary to fulfill responsibilities.
4.6. Standard office supplies, when necessary, will be provided.
5. Policy Responsibilities
5.1. Be familiar and current on all Air Force Instructions, AMC supplements and local guidance pertaining to the Fairchild Chaplain Corps.
5.2. Comply with all applicable Federal, State, and Local Laws and requirements and Air Force Instructions.
5.3. Indemnify, save harmless and defend the Fund from, and against any or all claims, demands, actions, debts, liabilities, judgments, costs or attorney fees arising out of the services rendered by the contractor or claimed on account of, or in any manner caused or contributed to by the contractor, their agents, servants or employees while in, upon, or about the military installation where this contract is performed.
5.5. Assist the chapel staff to ensure all volunteers working with youth below 18 years of age receive a background check as outlined in DoDI 1402.5. and 92 Air Refueling Wing Chapel Operating Instruction 31- 1.
5.7. Contingent upon availability of funds and the approval of the Wing Chaplain, conference fees and/or travel expenses may be funded by the Chapel Tithes and Offerings Fund.
6. Staff Responsibilities
6.1. Attend the Protestant Leadership meeting on Tuesdays at 1300 or when scheduled.
6.2. Attend the Staff Leadership meeting on Wednesdays at 1045 or when scheduled.
6.3. Schedule, organize and attend the Parish Advisory Council (PAC).
6.3.1. E-mail PAC meeting reminder to PAC members for PAC meeting held the 2nd Sunday of each month.
6.3.2. E-mail agenda, minutes, financial statement, and parish calendar to PAC members on the 1st Sunday of the month.
6.3.3. Arrange lunch for attendees.
6.3.4. Submit PAC minutes to the Senior Protestant Chaplain within 24 hours after the PAC meeting.
6.4. Maintain all electronic files on local HC shared drive and comply with all Air Force Information Assurance and applicable ancillary training requirements.
7. Specific Responsibilities
7.1. Programs:
7.1.1. Coordinate/plan all Protestant programs with the Senior Protestant Chaplain or his/her designee.
7.1.1.1. Coordinate and organize Christmas and Easter programs.
7.1.2. By 15 June submit an annual calendar of events. Chapel Tithe and Offering Fund (CTOF) budget, and appropriated fund budget.
7.1.3. Coordinate all religious education support requirements.
7.1.4. Develop and submit religious education curriculum orders, which will be approved by the Senior Protestant Chaplain.
7.1.5. Be actively involved in the Protestant Programs
7.1.5.1. Attend the Protestant Worship Service and Wednesday evening Religious Education every week.
7.1.5.2. Attend each of the Protestant programs at a minimum of once a month.
7.1.6. Recruit and train volunteers for all programs.
7.1.7. Organize parish seminars, retreats, and socials as scheduled.
7.1.8. Process facility, wedding, and fund requests within 24 hours of being received.
7.1.9. Weekly review the facility calendar to ensure correctness no later than (NLT) Tuesdays.
7.1.10. Register program participants through e-mail, sign-up sheets, and telephone calls NLT Tuesdays.
7.1.11. Coordinate all religious education activities and train all teachers.
7.1.11.1. Monitor attendance for Religious Education classes.
7.1.11.2. Ensure absentees are contacted within 72 hours of the missed class.
7.2. Publicity Requirements:
7.2.1. Advertise all activities in the chapel bulletin, base paper, chapel and base marquees, and through social medial sites (e.g. Facebook).
7.2.2. Distribute at the worship service and through e-mail a monthly calendar of events one week prior to the upcoming month.
7.2.3. E-mail parish event information one day prior to all events.
7.2.4. Organize and supply the Protestant information rack located in the narthex NLT Fridays at 1600.
7.2.5. Maintain the Protestant activity board with sign-up sheets for all events, calendar of events, activity sheets with point of contacts, chapel life photos, organized announcements, and local Christian events.
7.2.6. Maintain the annex activities board with seasonal themes and chapel life photos.
7.2.7. Ensure Protestant parish information is current on the official base website and all chapel publications.
7.2.8. Respond to parish information requests within 48 hours.
7.3. Training:
7.3.1. Conduct volunteer training in January, April, July and October.
7.3.2. Conduct Religious Education Training in January, March, September, and November.
7.3.3. Conduct usher training in October.
7.4. Worship Service:
7.4.1. Maintain welcome packets and record visitor information.
7.4.1.1. Maintain 10 visitor welcome packets at all times in the narthex.
7.4.1.2. NLT Tuesdays at 1300 collect visitor cards, replenish the welcome packets, and enter the visitor’s information into the protestant spreadsheet. Prepare and give to the Senior Protestant Chaplain a list of recent visitors each week.
7.4.1.3. NLT Tuesday at 1600 call and e-mail everyone requesting information.
7.4.2. Create weekly PowerPoint slides and bulletins as required.
7.4.2.1. E-mail the worship PowerPoint slides to the Senior Protestant Chaplain NLT Wednesdays.
7.4.2.2. Load the worship slides onto the sanctuary computer NLT Fridays at 1200.
7.4.3. Create and print weekly bulletins.
7.4.3.1. E-mail the bulletin to the Senior Protestant Chaplain NLT Wednesdays.
7.4.3.2. Print and fold bulletins NLT 1400 on Fridays.
7.5. Data Collection:
7.5.1. Maintain rosters for every program to include participant’s name, address, home/cell phone numbers, and e-mail address.
7.5.2. Submit all program rosters and attendance reports to the Senior Protestant Chaplain on the 1st day of each month.
7.5.3. Maintain attendance data for all organizations.
7.6. Volunteer Appreciation:
7.6.1. Organize a teacher/volunteer appreciation event annually in May.
7.7. Procurement of Resources:
7.7.1. Follow appropriated and CTOF funding procedures outlined in chapel operating instructions.
7.7.2. Maintain expendable supplies and procure supplies as needed.
7.8. Facility:
7.8.1. Maintain the Protestant Program Office, storage cabinets, and Religious Education classrooms in a clean, orderly, and safe manner.
7.8.2. Open and secure the chapel building and other facilities used for Protestant activities as necessary when Chaplain Assistants are not on duty.
7.8.3. Ensure program leaders are trained in facility security.
7.8.4. Ensure volunteers are aware of local safety requirements and procedures.
7.9. Hours Requirement:
7.9.1. Maintain office hours at the Base Chapel.
7.9.1.1. Provide customer service at the Protestant Program Office for 6 hours a day on Tuesdays, Thursdays, and Fridays during the normal duty hours from 0730 to 1630, from 1030- 1930 on Wednesdays, and from 1000-1300 on Sundays.
7.9.1.2. Office hours and days may vary depending on program requirements.
7.9.1.3. A minimum of 30 hours per week is required. Some weeks may require more than 30 hours a week.
7.9.1.4. Office hours may be adjusted with Senior Protestant Chaplain approval.
7.10. Other Duties:
7.10.1. Perform other duties as assigned by the Senior Protestant Chaplain or his/her designee in direct support of Protestant programs.
8. Quality Assurance
8.1. Contractor will submit pay invoices via the Wide Area Work Flow system.
8.2. The Senior Protestant chaplain or designee (Non-Commissioned Officer-in-Charge, Chapel Operations) will monitor and inspect the contractor’s performance.
8.2.1. The contractor will be notified in writing of any and all noncompliance.
8.2.2. The contractor will be given an opportunity to correct, if possible, nonconforming work and will be given an opportunity to respond in writing to any notice of noncompliance.
8.3. The contractor coordinates all support requirements with the Senior Protestant Chaplain or NCOIC, Chapel Operations.
8.4. The position will be paid on the basis of a maximum of 30 hours (units) per week.
8.4.1. Each hour will constitute one unit of pay. (1,560 Units maximum annually; 52 weeks times 30 hours per week.)
8.4.2. Monthly units shall not exceed 120 units (for those months with five weeks).
8.5. The office hour schedule will be coordinated with the Senior Protestant Chaplain in order to maximize customer service to the Fairchild Protestant community.
8.6. The contractor is required to give the Wing Chaplain a two-week notice of any period of absence.
8.6.1. The contractor will provide a substitute to perform services in the case of absence.
8.6.2. A substitute must be of equal or greater capability than contractor and approved by the Senior Protestant Chaplain or NCOIC, Chapel Operations.
8.6.3. The contractor will provide written documentation of all substitutions indicating name, date of substitution and reimbursement total to the Senior Protestant Chaplain or NCOIC, Chapel Operations.
