SECTION 01010

SUMMARY OF WORK

1.0 GENERAL

A. Related Documents:

The requirements of Division 1, General Requirements, apply to the work of all sections.

B. Project Description:

This work consists of furnishing and installing all specified materials and equipment for replacement of steel gas distribution piping with fusion welded HDPE pipe. Work in improved areas involves repair of concrete and asphalt pavements and directional boring.

1.01 WORK BY GOVERNMENT

A. The Government shall accomplish or provide the following:

1. Notice to Proceed

2. Pre-construction meeting

3. An on-base staging area will be made available. Direction and instruction will be through the Contracting Officer.

4. Contract Specifications, statement of work, and appropriate drawings

5. Signed and dated returned submittals

6. Site and area access security

1.02 GOVERNMENT SUPPLIED PRODUCTS

A. The Government shall supply no products under this contract.

1.03 CONSTRUCTION METHODS AND MEANS

A. The Contractor is solely responsible for construction means, methods, techniques, procedures, fabrication processes, sequences, scheduling, coordination, safety precautions, safety programs and other necessary precautions during construction. The Government will not assume responsibility for any of these.

1.04 CONTRACTOR USE OF SITE

A. Limit use of site to allow:

1. Use of site vicinity by persons authorized entry to the F.E. Warren Air Force

Base.

2. Confine operations to areas where construction shall occur. If necessary to use portions of site beyond these limits, obtain permission in writing from Base Civil Engineer. Be responsible for all damages and restore site.

B. Utility Outages and Shutdown:

1. Government will continue operations of existing facilities at site during progress of the work. Limit utility outages to the shortest time period possible. Maintain continuous service of utilities and telephone. Do not work in occupied areas without prior written permission from Base Civil Engineer.

2. Advise Base Civil Engineering Operations and utility company at least 48 hours in advance of projected outage or shutdown if it becomes necessary to temporarily disrupt operations or have access to occupied areas.

1.05 WORKING HOURS

A. Normal working hours for the Contractor are from 0730 to 1630, excluding

Saturdays, Sundays and Federal holidays. All weekend, holiday, or otherwise irregular work hours must be approved in writing by the Contracting Officer prior to scheduling such work.

1.06 WORK SEQUENCE

A. Submit a PROGRESS SCHEDULE on AF Form 3064 provided by the Government.

The progress schedule shall be submitted no later than five (5) calendar days after the Notice to Proceed (NTP) is issued.

1.07 WINTERTIME SUSPENSION PERIOD

A. In the case of the winter season, the contractor will notify the Government their intent to stop operations due to weather or frozen ground limiting compaction.

90 CES will validate that the weather no longer allows work to be performed within the specifications. The project will be placed into suspension and the remaining number of POP days will be documented. When the suspension is lifted, a new completion date will be established based on the remaining PoP days.

1.08 SAFETY STANDARDS

A. Comply with requirement of the CHIEF OF SAFETY for the protection of Air Force

Personnel and Property.

B. Comply with the rules, regulations, standards and requirements of the DEPT. OF

DEFENSE (DOD), WYOMING DEPT. OF ENVIRONMENTAL QUALITY (DEQ), EPA

AND OSHA regarding disturbing, removing and disposing of HAZARDOUS

MATERIALS (LEAD-BASED PAINTS, PIGEON DROPPINGS and OTHER HAZARDOUS

MATERIALS.)

C. Comply with CORPS OF ENGINEERS SAFETY & HEALTH REQUIREMENTS MANUAL

EM 385-l-l, OSHA STANDARDS, and other applicable rules, regulations, standards and requirements regarding WORKER SAFETY.

D. Comply with WYOMING OCCUPATIONAL HEALTH AND SAFETY RULES AND

REGULATIONS FOR CONSTRUCTION.

E. Comply with the EPA, DEQ, and Federal, State, and Local Requirements.

1.09 PROJECT SAFETY

A. The Contractor is solely responsible for all safety on the project including, but not limited to, traffic control, trench, confined space entry, equipment and materials storage and compliance by all employees with Base Regulations.

Particular care shall be exercised in connection with operation of vehicles and other equipment on the Base. Project safety shall be coordinated with the Government prior to commencing construction. The Contractor shall designate a Safety Officer to the Government. The Safety Officer shall be knowledgeable with Federal, State, Local and Base safety requirements. The Safety Officer shall be on the project site any time the Contractor has personnel on Base performing work on the project. The Safety Officer can be a qualified normal employee.

1.10 PERMITS

A. When necessary coordinate permit requirements with Contracting Officers

Representative.

1.11 DIG PERMITS AND EXCAVATION

A. An approved “Dig Permit” is required prior to excavating, digging and boring regardless of depth. Make application on “Base Civil Engineering Work Clearance Request”, AF Form 103, and submit via the Government Construction Inspector to the Civil Engineering Customer Service Office, (90 CES / CEOC), Bldg. 318, 307-773-3175, at least two (2) weeks before work will begin. Permits must be renewed each month. Provide the following information:

1. A drawing of the area of digging.

2. State the purpose of the digging.

3. Provide name, phone number, and organization of the contractor point of contact.

4. Indicate the required start date.

5. Physically mark the actual digging site with white paint or flags. For trench excavation paint or flags at intervals necessary to clearly identify the trench lines is required. For large areas such as parking lots the perimeter of the area to be excavated should be clearly defined with white paint or flags.

B. Customer Service will hand carry the AF FORM 103 to the appropriate agencies on base for coordination. These agencies include:

Once all required areas are signed, the Contract Inspector will return the permit to Customer Service, Building 318, for approval signature. Once this is accomplished, the permit is valid and excavation may begin. The Contractor will not begin excavation until an approved dig permit is received from the Contract Inspector.

Notify the Contracting Officer prior to digging. If ground water is encountered suspend digging and notify the Contracting Officer.

Exploratory digging by hand or vacuum excavation is required within 5-feet of marked underground utilities. Hand digging or vacuum excavation is required when crossing underground utilities. If digging is required parallel and within 10-feet of an existing utility, exploratory digging must be performed by hand or vacuum excavation until the location of the utility is physically confirmed. After the location is physically confirmed digging may be performed by machine.

C. Use of the “Dig Permit” is subject to the conditions listed thereon. Do NO work until the contacts specifically listed on the permit are made.

D. The Government will field locate and mark all underground utilities.

E. Only hand digging is permitted within 5-feet of communications lines.

1.12 GOVERNMENT OCCUPANCY

A. The contractor shall be responsible for coordinating all phases of his/her

Section 01010 - 5 operations with the appropriate base personnel through the contracting officer.

Advance notice of not less than five (5) working days will be given to the contracting officer or authorized contracting officer representative prior to any operations. The contractor shall cooperate fully with base personnel in these operations.

B. The Government intends to occupy all buildings during construction.

C. Cooperate with the Government to minimize conflict, and to facilitate

Government operations. Schedule the Work to accommodate Government occupancy.

1.13 DEFINITIONS

A. Government: U.S. Government, owner of the project.

B. Contracting Officer (CO): Individual authorized to act on behalf of the

Government in implementing these Contract Documents.

C. Contracting Officer’s Representative (COR): Technical advisor to the Contracting

Officer (CO), primary construction inspector, and Point of Contact (POC) for the Contractor on Base.

D. Contractor: Construction contractor, authorized to undertake work under these

Contract Documents.

1.14 RECYCLED AND HAZARDOUS MATERIAL USE AND REPORTING

See Section 01 01 00 Environmental Protection for more information.

1.15 HISTORIC ARTIFACTS

A. If historic or prehistoric deposits are encountered, stop work at that particular location and notify the COAR immediately. A Notice to Proceed will be issued only after the find has been evaluated by a qualified archaeologist in accordance with Federal Laws. No historic or prehistoric items shall be removed until the evaluation is complete. Items remain the property of the U.S. Government.

Historic or prehistoric deposits include all items made or modified by man such as bottles, bricks, foundations, metal items, arrowheads, stone tools, etc.

Individual items encountered during construction will not require a work stoppage but must be reported to the Contracting Officer.

1.17 PROTECTION AND RESTORATION OF PROPERTY

A. Contractor shall protect the existing facility, all materials and equipment to be incorporated therein, completed work, site improvements, trees, landscaping, utilities, public ways and other facilities.

B. Contractor shall promptly remedy all damage or loss resulting from activities or operations under this contract. Restore equivalent to original conditions.

C. Contractor shall restore disturbed areas to a condition equivalent to or better than that which existed previously.

Section 01025 - 1

SECTION 01025

GENERAL REQUIREMENTS

1 GENERAL

The work to be performed under this contract consists of furnishing all material, labor, and equipment, and performing all work associated with the replacement of Underground Natural Gas Distribution Piping, F E Warren AFB WY in strict accordance with these specifications and the contract drawings.

1.1 DESCRIPTION OF WORK

The work includes but is not necessarily limited to the following principle features:

Replace designated area of gas lines, valves and regulators as identified on the drawings. This includes approximately 2,880 linear feet of 6” HDPE main lines, 1,830 linear feet of 2” HDPE service lines and 1,310 linear feet of 1 ¼” HDPE service lines.

Install new gas meter on each service line replaced.

Install 9 new main polyethylene shutoff valves as shown on the drawings. All new valves require valve boxes.

Terminate existing service line between buildings 389 and 390.

Install new gas meter and regulator on building 389.

Trench to a minimum depth of 32” below grade and install new HDPE pipe to match the existing sizes.

Install tracer wire and warning tape in accordance with drawing details.

Utilize boring for all main or service lines that run under roadways (a total of 7), and provide any encasement required.

All sidewalks, gravel driveways, landscaping, and any other features that are disturbed by trenching and excavation must be returned to their original state. This includes proper backfill, compaction, reseeding, repaving, and any other related activities. Refer to provided drawing details.

Conduct pressure testing of the system prior to utilization.

Coordinate with facility users prior to gas shutoff.

The new system must be approved by 90 CES prior to performing the changeover to the new line.

The above partial listing of the major components of this work, and shall not limit the contractor from providing the government with a complete job in accordance with the specifications and contract drawings.

1.2 OCCUPANCY AND OPERATION OF PROJECT FACILITY

The existing gas distribution system shall remain operational during the course of this project.

Outages shall be limited as much as possible and shall be utilized only as necessary to allow new piping to be connected to existing portions of the system that will remain in use.

Coordinate work to cause minimal disruption for occupants. Relighting of pilot lights will be required if caused by an outage associated with this project.

Maintain safe access and egress for occupants and users at all times. Do not obstruct or close exit ways without authorization. When work is to be performed adjacent to a building, maintain safe conditions for the users.

1.3 PERFORMANCE PERIOD

The performance period is 210 calendar days.

1.4 DISCREPANCIES ON DRAWINGS

Drawings are based on record drawings, surveys, on-site observations and field measurements made by the Government and others.

Check and compare all Drawings immediately upon their receipt and notify the Contracting Officer of any discrepancies.

Verify all dimensions and quantities shown and adequacy of available spaces prior to construction or ordering materials.

Use dimensions taken from job site or marked on Drawings in lieu of scaled measurements.

1.5 DEFINITIONS

Use of certain phrases or words on the Drawings or Specifications have the following definitions:

(a) The term "replace" means remove and dispose of existing material or item and furnish and install a similar new material or item that matches both the original material and remaining adjacent materials or items.

(b) The term "reinstall" means remove existing material or item and reinstall same material or item properly aligned, plumb and secure to match existing adjacent materials or items.

(c) The terms "provide" or "furnish" mean furnish and install unless otherwise indicated.

1.6 SUBMITTALS

A. Provide submittals called for by the Technical Specifications to the Contracting Office, 90

CONS/LGCA, 7505 Barnes Loop, Bldg. 208, F. E. Warren AFB, Wyoming 82005-2860.

Transmit each Technical Submittal to the Contracting Office using AF Form 3000.

Submittals received from sources other than the Contractor will be returned without action.

Section 01025 - 3

(a) PRODUCT DATA, AND OTHER SUBMITTALS: If submitted electronically, one

(1) copies with digital signature, or a scanned copy of a wet signature, is required. The government will retain (1) electronic copy and send back approved submittals and associated documents to the contractor and CES. If submitted via paper, (1) one copy with a wet signature is required. Copy will be scanned and sent to contractor and CES once approved.

(b) SAMPLES: One (1) set, minimum. The Government will retain this set.

B. Review of Technical Submittals by the Government will not be construed as a complete check, but indicates only that the submittals are in general conformance with the design concept and with the information given in the Contract Documents. This approval shall not relieve the Contractor from responsibility for errors and omissions. The Contractor is responsible for field measurements, dimensions, design of adequate connections, details, fabrication processes, and the means, methods, techniques, and procedures for satisfactory installation.

C. Confirm that the Product Data is in compliance with requirements of the Contract Documents before submitting.

D. No submittals for colors or finishes will be approved until all samples have been received.

All samples will become the property of the Government.

E. Allow sufficient time for submittal review - four (4) weeks for colors and finishes and two

(2) weeks minimum, for other submittals. Advise Contracting Officer when processing time is critical to the progress of the work. The Government reserves the right to withhold action on a submittal requiring coordination with other submittals until related submittals are received.

F. Do NOT proceed with purchase, fabrication or installation until an approved submittal has been received.

G. After submittals have been approved, no resubmittals for the substitution of products will be considered without an acceptable explanation from the Contractor.

H. Submit a PROGRESS SCHEDULE on AF Form 3064 provided by the Government. The progress schedule shall be submitted no later than five (5) calendar days after the Notice to Proceed (NTP) is issued.

I. Submit a PROGRESS REPORT on AF Form 3065 provided by the Government. The progress schedule shall be submitted on the first working day of each month.

J. An AF Form 66 shall be provided for submittal tracking purposes.

K. No materials shall be purchased until the appropriate submittal is approved and NTP has been issued.

L. Submit a warranty certificate for tracking purposes to the contracting officer on an AF Form 3000, a Material Submittal form, for each building. Warranty paperwork is required for the final payment of each line item, and shall be provided no later than the closeout date of the contract performance period.

1.7 NEW MATERIALS, RECYCLED MATERIALS AND HAZARDOUS MATERIALS

See Section 01 57 19 Environmental Protection for more information.

1.8 INDUSTRY STANDARDS

A. General Applicability of Standards: Applicable standards of the construction industry have the same force and effect (and are made a part of the contract documents when referenced) as if copied directly into contract documents, or as if published copies were bound herewith.

B. Standards apply only to the technical aspects of manufacture, design and construction.

No provision of any referenced standard, manual, or code shall change or increase the duties and responsibilities of the Government or the Contractor.

C. Reference standards (referenced directly in contract documents or by governing regulations) have precedence over non-referenced standards that are recognized in industry for applicability to work.

D. Non-referenced standards recognized in the construction industry are hereby defined, except as otherwise limited in contract documents, to have direct applicability to the work and will be so enforced for performance of the work.

E. Publication Dates: Comply with standard in effect as of date of contract documents.

(a) Copies of Standards: Provide where needed for proper performance of the work;

obtain directly from publication sources.

1.9 BUILDING CODES, LAWS, AND REGULATIONS

A. Comply with the latest editions of the INTERNATIONAL BUILDING CODE.

B. Comply with all other FEDERAL, STATE, and LOCAL LAWS and REGULATIONS that apply to this project.

1.10 SAFETY STANDARDS

A. Comply with requirement of the CHIEF OF SAFETY for the protection of Air Force

Personnel and Property.

B. Comply with the rules, regulations, standards and requirements of the DEPT. OF

DEFENSE (DOD), WYOMING DEPT. OF ENVIRONMENTAL QUALITY (DEQ), EPA AND OSHA

1.11 WORK SITE ACCESS

A. Coordinate access to the Base and Project Facility for personnel and equipment with the

Contracting Officer.

B. Badges, vehicle passes, and deliveries all must be coordinated with the Contracting

Officer.

1.12 STORAGE, STAGING AND PARKING

A. Space is available at the project site, for the Contractor's parking, where parking is available.

B. No sodded or landscaped areas or exit ways shall be used for storage, staging, or parking, except as coordinated with the Government Inspector.

C. Storage and staging area will be coordinated with Government Inspector.

1.13 TEMPORARY FUELING FACILITY

Temporary fueling tanks must be vaulted to contain any leaks OR must have a secondary containment basin below the tank built per 90 CES/CEV requirements. Tank must have an alarm that activates when tank has reached 90% full. Maximum tank size is 1,000 gallons.

Valve must be locked in closed position except during fueling operations. Tank shall have signage indicating type of fuel and that it is "flammable".

Temporary storage of motor oils and hydraulic fluids must have secondary containment.

Contractor shall be responsible for proper clean-up of any spills. Coordinate with and provide appropriate documentation to 90 CES/CEV.

1.14 TEMPORARY UTILITIES

Utilities will be provided at job site for work required. Any special requirements will be provided by Contractor.

1.15 TEMPORARY SANITARY FACILITIES

Contractor shall provide all required portable self-contained sanitary toilets at a location determined by the Construction Inspector.

1.16 TEMPORARY FIRE PROTECTION

Provide and maintain temporary fire extinguishers as determined adequate by the Base Fire Department.

1.17 FIELD OFFICE AND TELEPHONE

No Field Office is required. Provide temporary job phone (cellular unit) and secondary means of communication.

1.19 PROJECT SUPERVISION

Section 01025 - 7

A. Provide a competent superintendent on site at all times for the project. Superintendent shall coordinate and be responsible for the proper and timely layout, scheduling, installation, completion of the work, and must be able to bind the company to the contract.

B. Lay out and install work in a timely manner and in a sequence to avoid delay or interference with other work. Anticipate and resolve conflicts before work begins.

Submit questions to the contracting officer or authorized contracting officer representative for resolution before proceeding with the work in question.

C. All questions must be submitted through the prime contractor to the contracting office.

1.20 COORDINATION AND PROJECT MEETINGS

A. All coordination and meetings will be set up by and through the Contracting Officer.

Any changes to the contract must be through the contracting officer. No other government agent has the authority to produce changes/modifications to the contract.

B. Conduct coordination/ progress meetings at the project site at regular intervals but not less than once per month. Attendees shall include the Government’s Representatives, Subcontractors and others concerned with project progress, coordination or performance, as applicable. These representatives shall be familiar with the Project and authorized to conclude matters relating to coordination & progress.

C. Conduct a pre-construction meeting at Contracting before any construction activity is undertaken. The Installer and representatives of Manufacturers, Fabricators, and other Subcontractors involved in or affected by the installation and Government Representatives shall attend the meeting.

D. At the pre-construction meeting, review the progress of other construction activities, preparations for the particular activity under consideration and other relevant considerations. Consider the following:

4. Shop drawings, product data and quality control samples

5. Possible conflicts

6. Compatibility problems

7. Time schedules

8. Weather limitations

9. Manufacturer's recommendations

1.21 CONSTRUCTION METHODS AND MEANS

The contractor is solely responsible for construction means, methods, techniques, procedures, fabrication processes, sequences, scheduling, coordination, safety precautions, safety programs and other necessary precautions during construction. The government will not assume responsibility for any of these.

1.22 QUALITY CONTROL AND INSPECTION

A. The Contractor shall perform quality control to be inspected by the Contracting Officer or the Contracting Officer’s Representative. An inspector will be on site daily.

B. Warranty Technical Representative: The Contractor will engage a qualified warranty technical representative acceptable to 90 CES for full-time inspections on-site to perform pipe joint tests for leaks and to prepare test reports.

C. Final inspection: Arrange for a Warranty Technical Representative to inspect natural gas piping installation upon completion and submit report to 90 CES.

D. Notify 90 CES forty-eight (48) hours in advance of date and time of inspection.

E. The Contractor shall remove and replace components of the natural gas system where test results or inspections indicate that they do not comply with specified requirements.

F. Additional testing and inspecting, at the contractor’s expense, will be performed to determine compliance of replaced or additional work with specified requirements.

1.23 BARRICADES, FENCING, WARNING SIGNS AND RELATED DEVICES

Erect barricades, safety barriers, barrels, fencing, signs, warning lights, flagging, flag persons and devices as appropriate to control traffic and to warn and protect the workmen, users, occupants and the public. Comply with latest edition of MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES. All exposed trenching that is left unattended shall be enclosed with safety fencing.

1.24 SPECIAL ALTERATION AND RENOVATION REQUIREMENTS

Cut, move, remove, modify or prepare existing items, surfaces and finishes as necessary for completion of alteration and renovation work. Minimize damage to other work.

Make smooth, even and neat transitions between new and existing work.

Patch, repair, restore or replace disturbed or damaged surfaces and finishes to match original conditions in texture and appearance. When adjacent surfaces and finishes cannot be matched, refinish entire surface to nearest intersection.

Reinstall materials, equipment or items that are disturbed or removed temporarily. Comply with workmanship and other applicable provisions of technical specification sections for comparable new work. Use new screws and other fastening devices.

1.25 SPECIAL REQUIREMENTS FOR SITE UTILITIES

Place a color-coded plastic warning tape at least 4" wide within the trench above all buried utility lines. A continuous printed inscription on the tape shall describe the specific utility:

RED Electric YELLOW Gas, oil, dangerous material ORANGE Communications BLUE Water GREEN Sewer

1.26 UTILITY SERVICE INTERRUPTIONS AND ROAD CLOSINGS

Notify the Government in writing at least two (2) weeks prior to the interruption of utility or communication services to or within the project building or to facilities used by others.

Outages shall generally not exceed four (4) hours. The Government will coordinate the time and duration of all outages with the Using Agency and others.

Roads may be closed one lane at a time with vehicular traffic allowed to pass through the construction area. If an entire street is to be closed notify the Government in writing at least two (2) weeks prior to the closing. Comply with separate Article "Barricades, Fencing, Warning Signs and Related Devices.”

1.27 CONFINED SPACE ENTRY

Comply with OSHA (20 CFR 1910.146) and AFOSH STD 91-25 (Nov. 1994) for confined space entry. Manholes, vaults, tunnels and certain pits and other spaces with limited openings for entry/exit or with limited space and not meant for human habitation are considered confined spaces. All are to be considered "permit-required confined spaces" until they have been determined to be "non-permit-required confined spaces".

Prior to entry the Contractor shall notify and coordinate with the Base Safety, Fire Dept. and Bioenvironmental Agencies. Assume all emergency rescue responsibilities.

1.28 DIG PERMITS AND EXCAVATION

A "Dig Permit" is required for all types of excavation, digging and borings regardless of depth.

Make application on "Base Civil Engineering Work Clearance Request", AF Form 103, through CE Customer Service, located in Bldg. 318, at least two (2) weeks before work will begin.

Permits must be renewed each month.

Only hand digging is permitted within five feet of communication lines.

1.29 PERMITS FOR SITEWORK AND UTILITIES

Comply with National Pollutant Discharge Elimination System (NPDES) Regulations. NPDES regulations regulate storm water run-off. The NPDES Permit shall be coordinated throughout 90 CES/CEV, Bldg. 367, and (307) 773-4359. All costs associated with the NPDES Permit shall be at the Contractor’s expense.

No separate payment will be made for work covered under this section. The contractor shall be responsible for payment of fees associated with environmental permits, application, and/or notices obtained by the contractor. All costs associated with this section shall be included in the contract price. The contractor shall be responsible for payment of all fines/fees for violation or noncompliance with Federal, State, regional and local laws and regulations.

Contractors shall be responsible for obtaining and complying with all environmental permits and commitments required by Federal, State, regional, and local environmental laws and regulations.

Demolition Work: Contractors shall notify the WYDEQ, 122 West 25th St, Herschler Building, Cheyenne WY 82002 for all demolition work where load-bearing members are removed in Wyoming.

Contractors are required to provide all required statutory notices.

1.30 WELDING, CUTTING AND BRAZING PERMITS

A permit is required for any welding, torch cutting, sweating, brazing or similar operation using an open flame. Make application on AF Form 592 through the Base Fire Department (90 CES / CEFT), Bldg. 324. Permits must be renewed each month. Fire extinguishers must be on hand during these operations.

1.31 SPILL PREVENTION AND RESPONSE

A. Develop a plan for spill prevention and for spill detection, reporting, containment, cleanup and disposal. A manifest indicating proper disposal is required. All workers shall be familiar with this plan.

B. Submit copy of this plan to the Contracting Officer for approval.

C. Contractor is to contain, immediately clean up, and properly dispose of all spills.

1.32 DISPOSAL AND CLEANUP

A. Remove all debris, waste and surplus materials from the immediate work areas each day and from the premises at suitable intervals. Transport permits may be required.

Disposal shall be at an off-base location at an established landfill or other site approved for the type of material being removed. Burning or burial at the project site are not acceptable disposal methods.

B. When the materials are hazardous, dangerous or unsanitary, handle separately from other waste and place in appropriate containers. Provide evidence that all required permits and arrangements for transportation and disposal have been obtained. Provide evidence that the disposal landfill is EPA-approved. Provide copy of letter from landfill operator agreeing to accept the waste and documentation regarding proper disposal including waste manifests and landfill receipts.

C. On completion of the project, leave interior and exterior surfaces including site and streets in a clean, sanitary, odor-free, acceptable condition, ready for operation and occupancy.

D. Remove temporary labels, foreign matter, dirt, dust, fingerprints, marks, stains, streaks, splatters, water spots, films, cleaning residue, paint drippings or overspray, cobwebs, mold and mildew from exposed surfaces and accessible spaces.

E. Use cleaning materials and procedures as recommended by the manufacturer of the surface being cleaned.

1.33 SYSTEM DEMONSTRATION AND TRAINING

Each Installer of equipment and systems shall meet with Government personnel (Project Inspector, Engineer, User and Maintenance Personnel) and provide complete instructions and demonstrations regarding proper operation including start-up and shut-down, safety procedures, adjustments and maintenance. This service shall be provided by Manufacturer's Representatives if Installers lack sufficient information or experience.

1.34 RECORD DRAWINGS

Upon completion, submit to the Contracting Officer a complete set of clean, undamaged record (as-built) drawings. Drawings to be provided in AutoCAD version 2014. Hard copies must also be submitted. Give particular attention to concealed elements that would be difficult to measure and record at a later date. Give dimensions to fixed points. As-Built drawings shall include civil, architectural, structural, mechanical and electrical actual conditions. All valves installed under this project shall be accurately located from fixed features with dimensions shown on the as-built drawings.

SECTION 01300

SUBMITTAL PROCEDURES

1 GENERAL

Definitions of submittals are as follows:

SD-01 Data

Submittals which provide calculations, descriptions, or documentation regarding the work.

SD-04 Drawings

Submittals which graphically show relationship of various components of the work, schematic diagrams of systems, details of fabrication, layouts of particular elements, connections, and other relational aspects of the work.

SD-06 Instructions

Preprinted material describing installation of a product, system or material, including special notices and material safety data sheets, if any, concerning impedances, hazards, and safety precautions. Operation and maintenance manuals are considered deliverables under the contract and not submittals; however, when necessary to review information to be included in the final manuals such information should be called for under this submittal description.

SD-07 Schedules

Tabular lists showing location, features, or other pertinent information regarding products, materials, equipment, or components to be used in the work.

SD-08 Statements

A document, required of the Contractor, or through the Contractor, from a supplier, installer, manufacturer, or other lower tier Contractor, the purpose of which is to confirm the quality or orderly progression of a portion of the work by documenting procedures, acceptability of methods or personnel, qualifications, or other verifications of quality.

SD-09 Reports

Section 01300 - 2

Reports of inspections or tests, including analysis and interpretation of test results. Each report shall be properly identified. Test methods used shall be identified and test results shall be recorded.

SD-13 Certificates

Statement signed by an official authorized to certify on behalf of the manufacturer of a product, system or material, attesting that the product, system or material meets specified requirements. The statement must be dated after the award of the contract, must state the Contractor's name and address, must name the project and location, and must list the specific requirements which are being certified.

SD-14 Samples

Samples, including both fabricated and unfabricated physical examples of materials, products, and units of work as complete units or as portions of units of work.

SD-18 Records

Documentation to record compliance with technical or administrative requirements.

1.1 SUBMITTAL CLASSIFICATION

Submittals are classified as follows:

1.1.1 Government Approved

Governmental approval is required for extensions of design, critical materials, deviations, equipment whose compatibility with the entire system must be checked, and other items as designated by the Contracting Officer. Within the terms of the Contract Clause entitled "Specifications and Drawings for Construction," they are considered to be "shop drawings."

1.2 APPROVED SUBMITTALS

The Contracting Officer's approval of submittals shall not be construed as a complete check, but will indicate only that the general method of construction, materials, detailing and other information are satisfactory. Approval will not relieve the Contractor of the responsibility for any error which may exist, as the Contractor is responsible for dimensions, the design of adequate connections and details, and the satisfactory construction of all work. After submittals have been approved by the Contracting Officer, no re-submittal for the purpose of substituting materials or equipment will be considered unless accompanied by an explanation of why a substitution is necessary.

1.3 DISAPPROVED SUBMITTALS

The Contractor shall make all corrections required by the Contracting Officer and promptly furnish a corrected submittal in the form and number of copies specified for the initial submittal.

2 PRODUCTS (NOT APPLICABLE)

3 EXECUTION

3.1 GENERAL

The Contractor shall make submittals as required by the specifications. The Contracting Officer may request submittals in addition to those specified when deemed necessary to adequately describe the work covered in the respective sections. Units of weights and measures used on all submittals shall be the same as those used in the contract drawings.

Each submittal shall be complete and in sufficient detail to allow ready determination of compliance with contract requirements. Prior to submittal, all items shall be checked and approved by the Contractor's Quality Control (CQC) representative and each item shall be stamped, signed, and dated by the CQC representative indicating action taken. Proposed deviations from the contract requirements shall be clearly identified. Submittals shall include items such as: Contractor's, manufacturer's, or fabricator's drawings; descriptive literature including (but not limited to) catalog cuts, diagrams, operating charts or curves; test reports;

test cylinders; samples; O&M manuals (including parts list); certifications; warranties; and other such required submittals. Submittals requiring Government approval shall be scheduled and made prior to the acquisition of the material or equipment covered thereby.

Samples remaining upon completion of the work shall be picked up and disposed of in accordance with manufacturer's Material Safety Data Sheets (MSDS) and in compliance with existing laws and regulations.

3.2 MATERIAL SUBMITTAL LIST (AF FORM 66)

Provided with this contract is a copy of AF Form 66 listing items of equipment and materials for which submittals are required by the specifications; this list may not be all inclusive and additional submittals may be required.

3.3 TRANSMITTAL FORM (AF FORM 3000)

Transmittal form (AF Form 3000) shall be used for submitting Government approved submittals. These forms will be furnished to the Contractor. This form shall be properly completed by filling out all the heading blank spaces and identifying each item submitted, one item per line. Special care shall be exercised to ensure proper listing of the specification paragraph and/or sheet number of the contract drawings pertinent to the data submitted for each item.

3.4 SUBMITTAL PROCEDURE

3.4.1 Procedures

Submittals shall be made as directed by the Contracting Officer, CES Inspector, Air Force Form 66, SOW and associated project documents. If submitted electronically, one (1) copies with digital signature, or a scanned copy of a wet signature, is required. The government will retain (1) electronic copy and send back approved submittals and associated documents to the contractor and CES. If submitted via paper, (1) one copy with a wet signature is required.

Copy will be scanned and sent to contractor and CES once approved.

3.4.2 Deviations

For submittals which include proposed deviations requested by the Contractor, the column "variation" of AF FORM 3000 shall be checked. The Contractor shall set forth in writing the reason for any deviations and annotate such deviations on the submittal. The Government reserves the right to rescind inadvertent approval of submittals containing unnoted deviations.

3.5 CONTROL OF SUBMITTALS

The Contractor shall carefully control his procurement operations to ensure that each individual submittal is made on or before the Contractor scheduled submittal date shown on the approved "Submittal List."

3.6 GOVERNMENT APPROVED SUBMITTALS

Upon completion of review of submittals requiring Government approval, the submittals will be identified as having received approval by being so stamped and dated. A minimum of two copies of the submittal will be retained by the Contracting Officer and one copy of the submittal will be returned to the Contractor. The Government will process a maximum of four copies of each submittal. If contractor requires additional copies for his/her use then contactor shall be responsible for making additional copies form the returned set.
