1.0 SCOPE
This Performance Work Statement defines the requirements for the Contractor to upgrade Land Mobile Radio VHF and UHF antennas, antenna cables and install antenna surge protection at building 4200 for F. E. Warren Air Force Base Wyoming.
2.0 REQUIREMENTS
2.1 GENERAL REQUIREMENTS
2.1.1 Safety Requirements
The Contractor shall remain in compliance with all Federal, State, Local, and base security safety laws, regulations, policies, and requirements.
2.1.1.1 Accident/Incident Reporting and Investigation
The Contractor shall record and report all available facts relating to each instance of injury to either the Contracting Officer (CO) or Government personnel to the 153 Command and Control Squadron Project Manager and the Base Safety Officer unless otherwise stated in the PWS. The Contractor shall secure the scene of any accident and wreckage until released by the accident investigative authority through the base point of contact (POC). If the Government elects to conduct an investigation of the incident, the Contractor shall fully cooperate and assist the Government personnel until the investigation is completed.
2.1.1.2 Work Area(s)
At day’s end, the Contractor shall remove all debris and surplus materials from the work place.
Equipment and materials required to complete the work effort may remain on site as long as they are organized/stored in a manner that does not cause a safety hazard.
2.1.2 Security Requirements
The Contractor shall process and provide a Site Visit Request Letter to 153 CACS Project Manager within 5 calendar days after receipt of contract award along with a spreadsheet identifying the personnel who will be performing work under this PWS. More specifically, this spreadsheet shall contain their names (as shown on the driver’s license), their driver’s license numbers and state of issue, and their birth dates. In addition, this spreadsheet will provide the company name, address, phone number, contract number, and start/end date, all vehicles license plate numbers that will be used. This information is required to grant the Contractor’s personnel access to the base.
If required by the base, the Contractor shall provide identification badges for their employees. All Contractor personnel shall wear these badges while on duty on the Government site. The badges shall identify the individual, company name, and be clearly/distinctly marked as “Contractor” in accordance with base regulations.
2.1.2.1 Security Clearances
The stated work and associated products shall be performed at the UNCLASSIFIED level. However, work will take place in secure areas where Contractor employees must be escorted at all times. The Contractor must coordinate access to secure areas with 153 CACS Project Manager at least fifteen
(15) calendar days ahead of time. It is the Government’s responsibility to provide escorts.
2.1.3 Environmental Compliance
The Contractor shall comply with the most stringent Federal, State, and Local environmental laws and regulations along with Air Force policies, instructions, and plans. The Federal Government is not exempt from compliance with environmental regulations. The Contractor is responsible for knowing and following all applicable Federal, State, Local, and Air Force regulations for environmental protection including waste disposal, sewer discharge, air emissions, and storm water requirements.
The Contractor shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies for activities on F. E. Warren AFB. The Prime Contractor shall ensure that their subcontractors (if any) comply with these regulations.
2.1.4 Permits
The Contractor shall be responsible to coordinate, complete, and process all permits required to complete the installation.
2.1.5 Quality Assurance
The Contractor shall provide Quality Assurance Support for the entire life of the project. The Contractor’s quality assurance evaluator shall assist the Government representative in performing random spot checks and system acceptance tests.
2.1.6 Contractor Personnel
2.1.6.1 Site Point of Contact (POC)
The Contractor shall designate the Contractor's on-site team leader and alternate(s) as the site POC for individual projects in their Site Visit Request Letter. The site POC or alternate(s) shall be on-site during duty hours for the duration of the project until final acceptance by the Government Project Manager (PM) and shall oversee all facets of the installation tasks. The site POC shall be the interface for all work site communications with the Government, including quality, safety, and discrepancy matters.
2.1.6.2 Personnel Requirements
The Project Manager, site POC, and respective alternate(s) shall be able to read, write, speak, and understand English and shall be on-site to coordinate permits, clearances, and receive shipments/material related to the task order.
2.1.7 Warranty
The Contractor shall provide a one-year warranty or manufacturer’s standard commercial warranty (whichever is longer). This warranty shall include a one-year workmanship warranty. The warranty period shall begin on the date of the system and/or project’s acceptance. The Contractor shall provide written procedures and required information for warranty services at or prior to site acceptance.
2.1.8 Manuals and Practices
The Contractor shall provide the latest version of operation, installation, and maintenance manuals (i.e.
practices, user’s guide, etc.) for each system installed as provided by the original manufacturer with all new equipment.
2.2 SPECIFIC REQUIREMENTS
The Contractor shall design, procure and install antennas, antenna cable, polyphasers and control station combiner in accordance with Motorola R56 Standard Testing of Coax and Antenna systems.
Installation shall be coordinated with 153 CACS Central Security Control so that the impact on the building users is properly coordinated. The sequence of installation is at the Contractor’s discretion.
For reference of locations, see attached drawings. The Contractor is free to make any recommendations pertaining to the accomplishment of routing the cable in their proposal.
The Contractor shall provide all equipment, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to meet the requirements as stated in this PWS. The Contractor shall comply with the current Motorola R56 Standard Testing of Coax and Antenna systems standard along with base installation standards. All equipment, supplies, and materials provided shall be new and not refurbished.
2.2.1 Site Survey
The contractor shall perform site surveys at required locations. The findings of the site survey and any actions required in preparation for system installation shall be documented.
The contractor shall, (as required by each task order), install and configure all the components for inside plant (e.g., power, groundings, equipment, internal cabling, comm. closet, etc). The contractor shall install and test all cable and components IAW accepted industry standards, unless superseded by a Government approved IS indicated within the task order. Electrical and communications cable, conduits, and circuits shall be installed IAW the National Electric Code (NEC).
The contractor shall clearly label each end of every individual cable in accordance with Technical Order 31-10-13. The contractor shall provide attached labels that are durable and legible. For any deviations to the specific installation specification, the contractor shall submit a proposal to the contracting officer for approval.
The Contractor shall install and test all cables and components in accordance with accepted industry standards, unless superseded by a Government approved IS (indicated within the task order). Electrical and communications cable, conduits, and circuits are to be installed in accordance with the National Electric Code (NEC).
The Contractor shall clearly label each end of every individual cable in accordance Technical Order 31-10-13.
The Contractor shall provide attached labels that are durable and legible.
2.2.2.1 Measurements
Any distances provided in this PWS are approximations and should NOT be used for ordering materials or determining cable lengths.
2.2.2.1 Grounding.
The Contractor will ground Equipment in room Communications Equipment Room (CER). All grounding shall meet ANSI/TIA-607-B Generic Telecommunications Bonding and Grounding (Earthing) for Customer Premises.
2.2.2.2 Building Penetrations
All wall penetrations, including those inside buildings, will be restored to meet the required base fire ratings.
All work areas will be cleaned of debris on a daily basis. Leave facility and work areas in a clean condition ready for use.
The contractor is responsible for verification of all quantities, dimensions, and site conditions prior to ordering materials or starting work activities.
Install all materials in strict accordance with the manufacturer's printed instructions and details:
rigid, secure, plumb, level, aligned, square and straight with suitable fastening devices.
The building will be occupied throughout the duration of the project. Contractor shall physically isolate the construction area from occupied space.
All work shall be left free of blemishes and defects. Construction marks are not acceptable on any exposed finished surface. Pre-drill holes as necessary.
All materials including those concealed or covered shall be new and of the most suitable and highest grade and type for the intended use unless otherwise indicated.
Protect the existing facility, all materials to be incorporated therein. Promptly remedy all damage or loss thereto.
All facility work must comply with the latest edition of the International Building Code (IBC).
The term “provide” means to supply, furnish, and install the specified material.
The term "replace" means remove existing material or items, and furnish and install a similar new material as required to match existing adjacent material or items. This is intended to duplicate or enhance the functionality of the original part or system.
Provide as-built drawings which reflect final configurations.
Some surfaces and materials may contain lead based paint. If materials containing LBP are disturbed or removed, comply with all applicable Respiratory Program Administrator (RPA), Occupational Safety and Health Administration (OSHA), State and Federal laws and regulations.
Any change in conditions or modification with this project must be presented to the 153 CACS Project Manager prior to changes. After the change is agreed on a Change Report will be completed by the contractors and processed through the contracting office. It will reflect whether additional costs will be incurred by the Government. It will also have all agreeing party’s signatures.
All regulations pertaining to safety as noted in OSHA Standards, applicable Air Force Office of Safety and health (AFOSH) Standards, and base regulations shall be strictly adhered to by the contractor. Particular care will be exercised in connection with the operation of vehicles and other equipment on the site. Ensure appropriate fall protection for all workers.
Mold Remediation: Some surfaces may contain mold. When surfaces containing mold are present the effective way to clean mold is to use detergent solutions that will physically remove mold. Use a commercially available detergent marketed for mold cleanup that include a United States Environmental Protection Agency (EPA)-approved antifungal agent.
2.2.3 Project Residue
All residues from this project shall be disposed of off base and in accordance with Federal, State, Local, and base environmental laws and regulations.
2.2.4 Service Outages
The Contractor shall be responsible for preventing any unscheduled, Contractor-caused interruptions of communications capabilities that are properly identified (i.e. cutting or disabling any in-service cables or equipment). The Contractor shall coordinate planned outages with the site POC at least 10 calendar days in advance of the outage if the implementation necessitates disruption of service, (e.g., communications, electrical, or other utilities).
2.2.5 Identification/Marking
The Contractor shall clearly mark all Contractor-Furnished Property and Equipment (CFP/CFE) with their company's name. The Contractor shall place a legible, readily visible sign (minimum 8.5" x 11") on large containers, construction equipment, or un-manned rental vehicles while on the Government installation indicating the company name along with both the Contractor and site POC's names and local telephone numbers.
2.2.6 Drawings
2.2.6.1 As-Built Drawings
The Contractor shall submit red line drawings showing the “As-Built” configuration in format specified by 153 CACS Project Manager.
2.2.7 Test and Acceptance/Installation Test Plan
The Contractor shall provide a test plan as to how the system will be tested to demonstrate to the Government that the system is fully operational, meets/exceeds the specified requirements, and is fully ready to be placed into service. The Contractor shall test the system to demonstrate to the Government quality assurance evaluation of the system. These tests shall be accomplished prior to the system being placed into service.
2.2.8 Testing
The Contractor shall conduct on-site testing in accordance with original equipment manufacturer’s (OEM) installation manuals, practices and the appropriate vendor’s test procedures. The Contractor shall furnish all test equipment and personnel required to conduct all required testing. During any testing phase, the Government reserves the right to perform any of the Contractor-performed inspections and tests to assure solutions conform to prescribed requirements. The Contractor shall provide on-site support during the acceptance testing. The Contractor shall participate with the Government in the testing of the complete communications system. When any test of the system, subsystem, or its components fails to meet the requirements of the test, Government acceptance and payment will be withheld until the cause of the failure is corrected and meets the Government’s satisfaction. After appropriate corrective action has been taken, all tests, including those previously completed (i.e. failed test and those related to the corrective action), shall be repeated and successfully completed prior to Government acceptance.
2.2.9 Final Acceptance
The Contractor shall schedule a final project walk-through with the base POC. This should be scheduled fifteen (15) calendar days prior to acceptance.
3.0 GENERAL INFORMATION
3.1 Hours of Operation
The Contractor shall routinely work during normal duty hours of the site. However, mission requirements may necessitate work outside normal hours (nights and/or weekends), especially if existing service must be interrupted. Any site work requested by the Contractor to be performed outside of normal duty hours shall be coordinated with the 153 CACS Project Manager and approved by the CO at least 10 calendar days in advance.
3.2 Holidays/Down Days
The Contractor shall not perform under this contract on Federal holidays or site-unique down-days unless expressly authorized by the CO and coordinated with the 153 CACS Project Manager.
3.3 Base Support
The Contractor shall identify any base support requirements (e.g., laydown and storage areas) necessary to complete this project in their proposal. The Contractor shall return all Government furnished lay-down and storage areas to their original condition upon completion of the project.
