Subject: Questions and Answers #2
Standalone Questions:
1. Question: Will the Government post a list of all attendees of the site visit?
Answer: The minutes have been attached to this Solicitation Amendment as attachment 3, Site Visit Meeting Minutes 05 March 2015, which includes a list of all the attendees.
2. Question: Do all of the MSW containers listed in Appendix A, Table A2 need to have lids?
Answer: Yes, please see PWS 1.1.8 and 1.1.9.
3. Question: IAW PWS 1.4., please advise what color scheme the Government prefers for dumpsters and containers.
a. Answer: The MSW and cardboard dumpsters shall be a natural-earth tone brown color.
The Contractor must coordinate with the COR for approval.
4. Question: ISWM hours are stated as being 6 am to 6 pm. What are the operational hours of the
Base Recycle Center and how much advanced notice do they need prior to drop off of recyclable materials?
a. Answer: The Base Recycle Center’s operational hours are 0700 – 1700 Monday through
Friday. The Base Recycle Center Contractor will be available to approve the cardboard drop off during the operational hours. There is no need to contact the Base Recycle
Center prior to drop off.
5. Question: Please clarify that a truck used for trash collection will not also be used for pickup of recyclable materials, such that recyclable materials are not subject to odors and liquids.
Answer: A truck used for trash collection shall not be used for pickup of recyclable materials. The recyclable materials shall not be subject to odors and liquids.
6. Question: Reference Appendix A, Table A2, the table states several locations where materials are to be picked up M-F or W-F, but the frequency of “2” indicates pick up is only twice a week. Is the ISWM Contractor to determine which 2 days a week the pick-ups are to occur or is the frequency to be 3 or 5 days per week?
Answer: The ISWM Contractor shall determine the frequencies and the pick-up days.
The collection schedules are encouraged improve efficiencies. The estimated frequencies, listed in Appendix 1, Table 2 is used as a reference and guide of former frequencies.
IAW PWS 1.1.1.1, the Contractor shall establish initial vehicle routes and collection schedules upon contract award. They are to be submitted to the Contracting Officer (CO) five (5) calendar days prior to start of contract performance. The Contractor may propose adjustments to the schedule at any time but as a minimum the CO’s Representative
(COR) and Contractor shall monitor fill capacities during the first 30 days of performance and during one other period to be agreed upon during the same performance period.
7. Question: Appendix A, Table A1 states that there will be approximately 140 tons of e-waste annually, but there is no mention of a container for collection. Is the e-waste currently being placed into one of the refuse containers listed in Appendix A, Table A2 and taken to the landfill?
If not, is the Contractor responsible for providing an e-waste container? Does the Recycling
Center accept the e-waste or will the Contractor need to find an alternative outlet if recycling is desired?
a. Answer: E-Waste has been removed from the PWS and not a required recyclable material.
8. Question: IAW PWS 1.1.8, other than the 16 Government furnished 8-cubic yard cardboard dumpsters; please verify that the ISWM Contractor is to provide all other dumpsters & containers for use under this contract.
Answer: The Contractor is responsible to provide all required equipment other than the equipment listed in Appendix C (the PWS Appendix C has been updated).
9. Question: Can you provide additional reference for the forms DD1423 that explains the purpose of this form and how to complete it? It appears that only Section 18 – Total Estimated Price needs to be completed. It is not clear if this amount is for the proportion of the annual cost of the contract submitted by the Contractor in the Price Schedule that pertains to the PWS paragraphs listed in Section 5 – Contract Reference. Alternatively, does this not have anything to do with the annual cost submitted in the Price Schedule but rather the cost of preparing the Contractor proposal?
Answer: The purpose of the DD1423s is to organize the required forms that must be completed by the ISWM Contractor as stated throughout the PWS. The Contractor is not required to do anything with these forms. Attachment 4 DD1423 CDRL ISWM 1 and
Attachment 5 DD1423 CDRL ISWM 2 have been updated to remove blocks 17 and 18.
Questions Regarding Schedule B, Bid Schedule:
10. Question: IAW Addendum 52.212-1, Instruction to Offerors, please confirm that although CLINs
XX10 and XX11 are not to be separately priced, the SUBCLINs associated with these CLINs do require separate pricing, which is a standard process.
Please Note: a statement was made during the site visit that these items do not require pricing, because the Government would require the Contractor to provide a separate proposal when the services are needed, and that the Government would not be required to accept the price from the
Contractor.
Answer: As stated in Addendum 52.212-1 (B)(1)(b), Do not include any pricing information on the following CLINs: 0001, 0005, 0006, 0007, 0008, 0009, 0010, 0011, 0013, 1001, 1005, 1006, 1007, 1008, 1009, 1010, 0011, 1013, 2001, 2005, 2006, 2007, 2008, 2009, 2010, 2011, 2013, 3001, 3005, 3006, 3007, 3008, 3009, 3010, 3011, 3013, 4001, 4005, 4006, 4007, 4008, 4009, 4010, 4011, 4013.
The subCLINS associated with these CLINs do require separate pricing. The CLINS listed above do not require pricing, because these items are either informational only
CLINS or the CLINS are reserved for future use and the Government will require the
Contractor to provide a separate proposal when the services were needed.
11. Question: When bidding on CLINs XX10AA-AD and XX11AA-AB, are we to include the cost of tipping fees (CLIN XX04 only includes tipping fees for the 1000 tons of MSW)?
Answer: No, do not include the cost of tipping fees on CLINs XX10AA-AD and
XX11AA-AB. The 1,000 tons includes the estimated tipping fees for the Unexpected
Pick-Ups and Special Events requirement.
12. Question: Will the Government allow the Contractor a location on base to park and store collection vehicles and equipment?
a. Answer: The Contractor will not have a location on base to park and store collection vehicles and equipment.
13. Question: IAW PWS 1.1.10. and PWS 1.3.1., please confirm that the Contractor will be reimbursed for off-base disposal fee based on the total dollar value charged by the disposal site, such as City of Cheyenne, and/or Wyoming Disposal Systems, without markup by the Contractor.
Answer. The Contractor will be reimbursed for off-base disposal fees based on the total dollar value charged by the disposal site without markup by the Contractor, which will be invoiced on CLINs XX04 after the tipping fee is requested and the invoices are submitted to the CO.
As stated in Addendum 52.212-1 (B)(1)(b), do not include any pricing information on
CLINs XX04. The Contractor shall be responsible for any permit or fees associated with the use of off-base disposal locations and invoice to CLIN XX04 for reimbursement
(PWS 1.3.1).
Questions Regarding Estimates on Appendix A, Table A1
14. Question: The total number of containers listed under CLIN XX10 adds up to 235 instead of 230 as stated in Appendix A. Should we still bid to the number as stated in the pricing schedule?
a. Answer: Yes, the correct number of containers is 235. The estimated frequencies for the small containers have been updated in Appendix A, Table A1.
15. Question: In reference to (CLIN XX10), the total of all subCLINs is 235 each. Appendix A, Table 1, Items 7 and 8 relating to Special Event Placements total 330 each. It appears the
Appendix A totals for these may be high. Please explain.
b. Answer: The estimated frequencies for the small containers have been updated in
Appendix A, Table 1.
16. Question: The quantities listed Appendix A, Table A1 don’t always match the quantities listed on the CLINs. For example, Table A1 states 140 pick-ups of C&D per year, but 0011AA and AB only add to 85 pick-ups. Do we quote on the quantities stated in the CLINs and not worry about
Table A1?
c. Answer: The quantities on CLIN XX11AA and CLIN XX11AB are correct and total to
85 pick-ups. The estimated frequencies for the small containers have been updated in
Appendix A, Table 1
Questions Regarding PWS 1.1.3.1, Unscheduled Pickup and Special Events
17. Question: IAW PWS 1.1.3.1., the Appendix A, Table 2 does not provide information relating to the number of small containers that may need to be serviced on schedule. Will the Contractor be required to collect any small containers on a scheduled basis? If so, can the Government provide a list to reflect their locations, the number of containers, and the frequency of collections?
Answer: No, the Contractor is not required to collect any small containers on a regular scheduled basis. The unscheduled pickup and special events for the small containers is considered an over and above requirement. The collection and location for any small containers is based on notification from the CO/COR. The PWS paragraph 1.1.3.1 has been updated to reflect the correct Appendix A reference. The estimated frequencies for the small containers have been added to Appendix A, Table 1.
18. Question: IAW PWS 1.1.3.1., can the Government provide the maximum number of small 60-gallon containers the Contractor may be required to have available to meet the contract requirement? Also, please provide the anticipated maximum number that may be required for a single event.
Answer: The estimated maximum number of small 60-gallon trash containers is 200 for each year. The estimated frequencies for the small containers have been added to
Appendix A, Table 1. The routine annual events are listed below with the estimated requirement for 60 gallon containers:
Thunderbird Show (Annual): 40-60
FT DA Russell Days (Annual): 15-25
Frontericade (Annual): 10-15
Commanders Summer Reception (Annual): 15-25
Change of Command Ceremonies (Periodic Throughout the Year): (5 for each ceremony and 10-15 for the year)
19. Question: IAW PWS 1.1.3.1, are the small 60-gallon containers required to have hinged lids and wheels? Please provide general specifications.
Answer: Yes, the general specifications for the 60 gallon trash cans shall include: wheels and hinged lids to protect the items within the container from weather. PWS 1.1.3.1 was updated to reflect these specifications.
20. Question: IAW PWS 1.1.3.1, can the Government please define an Unscheduled Pick-up/Special
Event? Is the delivery and placement, service (empty container), and removal of the container including placement back to Contractor inventory all considered one each service?
Answer: The Unscheduled Pick-ups are additional MSW collections that are outside the normal MSW collection schedule. The Special Events are for unforeseen events hosted by the Base, which could be located on Base or off Base. The routine annual events are;
Thunderbird Show, FT DA Russell Days, Frontericade and Commanders Summer
Reception. Another Special event that is periodic and occurs throughout the year are
Change of Command Ceremonies. These Unscheduled Pick-Ups and Special Events
MSW collection frequencies have already been considered and calculated in the estimated frequencies table, TA1. The estimated frequencies have been updated PWS
Appendix A, Table 1.
Yes, the Contractor is responsible delivery, placement, service the containers and remove the containers for the Unscheduled Pick-Up and Special Event requirement.
21. Question: IAW PWS 1.1.3.1., how many 60 gallon containers, 8-cubic yard, 15-cubic yard roll off containers and 30-cubic yard roll off containers does the Government anticipate the
Contractor will need to have available to meet the contract requirement?
Answer: The estimated frequencies for these containers have been added to Appendix A, Table 1.The Government anticipates the Contractor will need to provide the following containers each year:
60 gallon containers: 200
8-cubic yard dumpsters: 10
15-cubic yard roll off dumpsters : 20
30-cubic yard dumpsters: 5
Questions Regarding PWS 1.1.3.2. Unscheduled Construction and Demolition Debris (C&D):
22. Question: IAW PWS 1.1.3.2:, how many 15-cubic yard and 30-cubic yard containers will be placed on the Base at any particular time?
Answer: The estimated amount of 15-cubic yard and 30-cubic yard containers will be approximately seven - ten at one time.
23. Question: IAW PWS 1.4. and 1.1.3.2, are the roll off containers required to meet the color scheme of the base?
Answer: The roll off containers are not required to meet the color scheme of the base.
Questions Regarding PWS 1.1.3.3, Public/Common Use MSW receptacles:
24. Question: IAW PWS 1.1.3.3., Public/Common Use MSW receptacles, the Government references
Government furnished containers located at locations designated in Appendix A, Table A2. The quantity of CLIN XX12 is 30 each. Table A2 does not provide a list of these small containers which may require plastic liners. Please confirm that the Contractor will not be responsible for the normal scheduled collection of these smaller Government furnished containers.
Answer: The PWS 1.1.3.3 was updated to correct the reference to Appendix A, Table A1.
This requirement is considered an over and above requirement, when requested by the
CO/COR. The Contractor is not be responsible for the normal scheduled collection of these smaller Government furnished containers.
25. Question: What are the containers discussed in 1.1.3.3 of the PWS (CLIN XX12)? The CLIN states that there are 30 per year. Are these furnished by the Contractor? What size are they? The
PWS states that they are listed in Table A2, but those seem to be related to CLIN 0002.
Question: CLIN XX12 lists 30 containers emptied per year. No other frequencies are provided in
Appendix A, Table A2. Is this a routinely scheduled service on an established frequency or is it on-call, special events only, or monitored weekly by Contractor?
Question: CLIN 0012, list 30. It is not clear if the 30 represents containers or events. For example, you could have 100 common use receptacles that you want emptied 30-times per year or
3,000 receptacles emptied annually. This is significantly different than emptying 30 single containers over the course of a year. Please define the number of Public/Common Use
Receptacles for both MSW, the size of the receptacles (in gallons), are all receptacles emptied during the service, is the service is on a schedule, on call, or only for special events, and can the receptacles be emptied on the same day the Base residential area is serviced?
Answer:
The Contractor is not responsible for the normal scheduled collection of these smaller
Government furnished containers, this is considered an ‘on-call’ requirement for the
Unexpected Pick-Ups and Special Events. This requirement is listed as an Over and
Above requirement and the collection is based on notification from the CO/COR.
The size of the receptacles are smaller containers (est 15- 30 gallon) used for common receptacle use for the Unexpected Pick-Ups and Special Events. These small receptacles are already located around the Base and not removable.
This requirement is utilized when the capacity for the Unexpected Pick-Ups and Special
Events are exceeded and the Government needs more Public/ Common Use MSW
Receptacles during these events. The Contractor shall service the receptacles by providing liners, replacing the liners during the Special Event and removal of the liners after the Special Event. For example, the annual Special Event, Frontericade, is located on the Base Parade Field, which contains several of the non-removable smaller trashcans around the parade field. The Contractor is responsible to service these small trash cans by providing liners, replacing the liners and removing the liners after the event.
The unit of measure on CLINs XX12 represents containers: 30 Public/Common Use
MSW Receptacles furnished by the Government. The estimated frequency of collection for the Public/Common Use MSW Receptacles are 30 each year, which the Government expects to exercise this requirement approximately 30 containers per year.
Appendix C was updated to add the smaller Government furnished containers to the
Government furnished equipment list. The Contractor is responsible to provide all required equipment other than the equipment listed in Appendix C.
The reference “Estimated frequencies are identified in Appendix A, Table A2” has been removed from PWS 1.1.3.3.
26. Question: PWS 1.1.3.3. and 1.1.3.4. in the PWS discuss the replacement of liners. Are
Contractors responsible for providing liners? If so, how many of the containers require them?
Answer: The Contractor is responsible to provide liners and the estimated amount of containers are listed in Appendix A, Table 1.
Questions Regarding PWS 1.1.3.4, Public/Common Use Recycling Receptacles:
27. Question: During the site visit, the Government stated that the recycling effort for this requirement is currently limited to the collection of cardboard from Government provides 8-cubic yard front end loader style containers, including the delivery of this collected cardboard to the
Base Recycle Center. It was also noted that the Contractor will not be responsible for collection of any other recyclable materials. Please confirm this is correct.
Answer: Currently, the Contractor is only responsible to provide recycling for cardboard material. The PWS has been updated to add a subparagraph to PWS 1.2.1 to indicate the only current recyclable material is fiberboard/cardboard/paperboard. The other items, such as paper (office and shredded), e-waste, scrap metal, yard and wood (organic waste), Freon containing appliances, and other materials, is reserved for future use.
28. Question: Are the current Government-furnished recycling containers used by the current
Recycling Center Contractor?
Answer: The current Government-furnished recycling containers are not used by the the
Base Recycle Center Contractor.
29. Question: The PWS states the Contractor shall empty Government furnished recycling containers, but same paragraph states the CO/COR will request specific containers (8 CY dumpsters) as required. There are 16 8 CY dumpsters listed as Government furnished. Does this statement indicate that the Government will request additional 8 CY dumpsters to be provided by the
ISWM Contractor?
Question: What are the containers discussed in 1.1.3.4 of the PWS (CLIN XX14)? The CLIN states that there are 4 per year. Are these furnished by the Contractor? What size are they? The
PWS states that they are listed in Table A2, but those seem to be related to CLIN 0003.
Question: CLIN 0014, list 4. It is not clear if the 4 represents containers or events. Please define the number of Public/Common Use Receptacles for both MSW, the size of the receptacles (in gallons), are all receptacles emptied during the service, is the service is on a schedule, on call, or only for special events, and can the receptacles be emptied on the same day the Base residential area is serviced?
The Contractor is not responsible for the normal scheduled collection of these Contractor furnished recyclable 8-cubic yard containers, this is considered an ‘on-call’ requirement for the Unexpected Pick-Ups and Special Events. This requirement is listed as an Over and Above requirement and the collection is based on notification from the CO/COR.
The size of the receptacles is 8-cubic yard dumpsters used for common recyclable receptacle use for the Unexpected Pick-Ups and Special Events. This requirement is utilized when the capacity for the Unexpected Pick-Ups and Special Events are exceeded and the Government needs more Public/ Common Use Recyclable Receptacles during these events. The Contractor shall provide placement before the event, service the receptacles and removal after the event. The receptacles can be emptied on the same day of the normal Base Recycling collection schedule.
The unit of measure on CLINs XX14 represents containers: 4 Public/Common Use MSW
Receptacles furnished by the Contractor. The estimated frequency of collection for the
Public/Common Use MSW Receptacles are 4 each year, which the Government expects to exercise this requirement approximately 4 containers per year.
Appendix C was updated to add the smaller Government furnished containers to the
Government furnished equipment list. The Contractor is responsible to provide all required equipment other than the equipment listed in Appendix C.
The reference “Estimated frequencies are identified in Appendix A, Table A2” has been removed from PWS 1.1.3.3.
Questions Regarding Recyclable Materials Collection:
30. Question: IAW PWS, Appendix A, Table A1, during the site visit, it was noted that much of the workload data did not apply to the Contractor requirements under this solicitation. Please confirm this statement is correct and the requirement is only responsible for the collection and disposal of refuse and the collection of cardboard from Government furnished containers and the delivery of the cardboard to the Base Recycle Center.
Also, please confirm paper (office and shredded), e-waste, scrap metal, yard and wood (organic waste), Freon containing appliances, and other materials listed in PWS paragraph 1.2.1. is not the responsibility of the Contractor under this solicitation requirement.
The ISWM Contractor is responsible for the collection and disposal of MSW from the
Contractor furnished containers. The ISWM Contractor is also responsible for the collection of cardboard from Government furnished containers and the delivery of the cardboard to the Base Recycle Center.
The PWS has been updated to add a subparagraph to PWS 1.2.1 to indicate the only current recyclable material is fiberboard/cardboard/paperboard. The other items, such as paper (office and shredded), e-waste, scrap metal, yard and wood (organic waste), Freon containing appliances, and other materials, is reserved for future use.
31. Question: Appendix A, Table A2 doesn’t list any containers designated for paper, but Appendix
A, Table A1 states that there will be 25 tons of office paper annually. Does the Contractor need to provide a bulk container to collect paper or are the 16 Government furnished recycling containers described in Appendix C used to collect all recyclables and not just cardboard as described in
Appendix A, Table A2?
Answer: The requirement for recycling paper is clarified in the update PWS in paragraph
1.2.1.1, which states recycling paper is reserved for future use. Currently, the
Government does not have to provide a container to collect paper. The Contractor is responsible to provide all required equipment other than the equipment listed in
Appendix C.
32. Question: Reference PWS 1.2.2: All containers identified for recycling indicate they are for cardboard. Where will other materials be accumulated such as paper, aluminum cans, etc…?
Question: Appendix A, Table A-2 only shows 14 x 8-Yd cardboard containers. Will other recyclables besides cardboard be placed into the 14 x 8-Yd cardboard containers?
Answer: No, other recyclable materials will not be accumulated in the 8-cubic yard cardboard recycling dumpsters.
Answer: Recyclables besides cardboard will not be placed into the 8-cubic yard cardboard dumpsters in the 14 locations. PWS 1.2.1 was updated to clearly the recyclable material.
Will other recyclables besides cardboard be placed into the 14 x 8-Yd cardboard containers?—other recyclables will be collected in smaller containers
33. Question: Appendix A, Table A1 states that there will be approximately 200 tons of scrap metal annually, but there is no mention of a container for collection. Is the Contractor responsible for providing a scrap metal container?
Answer: The requirement for recycling scrap metal is clarified in the updated PWS in paragraph 1.2.1.1, which states recycling scrap metal is reserved for future use. The
Contractor is responsible to provide all required equipment other than the equipment listed in Appendix C (8 Cubic yard dumpsters for cardboard collections at 16 locations).
34. Question: Appendix A, Table A2 states that there will be approximately 150 tons of Freon containing appliances each year. Are these currently accepted at the Recycling Center or are they currently being landfilled?
Answer: The requirement for recycling Freon containing appliances is clarified in the update PWS in paragraph 1.2.1.1, which states recycling Freon containing appliances is reserved for future use.
35. Question: Appendix A, Table A2 doesn’t list any containers designated for paper, but Appendix
A, Table A1 states that there will be 25 tons of office paper annually. Does the Contractor need to provide a bulk container to collect paper or are the 16 Government furnished recycling containers described in Appendix C used to collect all recyclables and not just cardboard as described in
Appendix A, Table A2?

Questions Regarding Base Recycle Center:
36. Question: IAW PWS Paragraph 1.2.3., will the Contractor be required to manually handle any cardboard after the collection vehicle ejects the cardboard from the collection vehicle at the Base
Recycle Center? The current accommodation does not appear to provide enough room to allow for the truck to safely back up close to the compactor.
Question: IAW PWS 1.2: , how will drop-off of recyclable materials be coordinated with the
Recycling Center? Into what bins/bailers/storage areas will recyclable materials be dropped off?
Answer: The ISWM Contractor is required to drop off the cardboard to the Base Recycle
Center designated by the Base Recycle Center Contractor. The process to drop off the cardboard recyclable material is to dump the items on the floor of the Base Recycle
Center diagonally from the driveway in a designated area. This allows enough room to allow the truck to safely back up to the designated area close enough to the compactor.
The ISMW Contractor is responsible to process recyclable material rejected by the Base
Recycle Center Contractor as described in PWS 1.3.2.
37. Question: IAW PWS 1.2.3., will the Contractor be responsible for any windblown recyclables that may be blown around in the recycle center drop-off location during the Contractor's process to eject/empty the collection vehicle? The drop-off area is not completely protected by the wind, rain, or snow.
Answer: The ISMW Contractor is responsible to drop-off the recyclable material designated by the Base Recycle Center Contractor. The Base Recycle Center Contractor is responsible for any windblown recyclables that may be blown around in the recycle center drop-off location during the Contractor's process to eject/empty the collection vehicle. The ISWM Contractor must coordinate all recyclable materials to the Base
Recycle Center for processing and responsible to process recyclable material rejected by the Base Recycle Center Contractor as described in PWS 1.3.2.
38. Question: IAW PWS 1.2.3 Base Recycle Center, please confirm that the Contractor for this requirement is not required to segregate recyclables.
Answer: The ISWM Contractor is not responsible to segregate recyclables. The ISWM
Contractor is responsible to process recyclable material rejected by the Base Recycle
Center Contractor as described in PWS 1.3.2.
39. Question: IAW PWS 1.2.1, does the Base Recycle Center have an indoor facility to prevent materials such as paper and cardboard from getting wet/soiled? If so, what are the dimensions of the facility and will a truck be able to drive up to and unload materials at the facility?
Answer: No, the Base Recycle Center does not have an indoor facility to prevent materials such as paper and cardboard from getting wet/soiled. The ISWM Contractor is required to drop off the cardboard to the Base Recycle Center designated by the Base
Recycle Center Contractor. The Base Recycle Center Contractor should be present during the drop off of the cardboard material for approval and acceptance.
40. Question: Who is responsible for sorting materials from the waste stream?
Question: Reference PWS 1.2.3, is the ISWM Contractor responsible for segregating recyclable materials? PWS states the “Contractor shall transport segregated recyclables to the Base Recycle
Center for processing”. Is the ISWM Contractor responsible for the processing of recyclable materials or just delivery to the RC?
Answer: The Base Recycle Center Contractor is for sorting materials from the waste stream. The ISMW Contractor is responsible to process recyclable material rejected by the Base Recycle Center Contractor as described in PWS 1.3.2.
The ISWM Contractor is responsible for the delivery to the Recycle Center and responsible to process recyclable material rejected by the Recycle Center Contractor as described in PWS 1.3.2.
41. Question: IAW PWS 1.2.1, is the ISWM Contractor supposed to deliver all recyclable materials to the Base Recycling Center or does the ISWM Contractor coordinate sales of recyclable materials with an offsite processor? Please advise if ALL recyclable materials are delivered to the base RC.
Answer: The ISWM Contractor is required to drop off all recyclable material to the Base
Recycle Center coordinated with Base Recycle Center Contractor. The required recyclable material is updated in the PWS paragraph 1.2.1: fiberboard/ cardboard/ paperboard.
Questions Regarding Weighing of Vehicles:
42. Question: PWS 1.2 states that the Contractor must provide a detailed accounting of recycling commodities by type and weight to the QRP. Is the Contractor required to sort recyclables in order to provide this information or will the breakdown of weights by commodity for each weight ticket be provided to the Contractor by the QRP?
Answer: The ISWM Contractor is not required to sort recyclables in order to provide the weight of the recycling material.
IAW PWS 1.10.1, the ISWM Contractor’s vehicle tare weights shall be established at the beginning of contract performance, every time there is a vehicle change and annually.
IAW PWS 1.2 the ISWM Contractor is responsible to weigh the vehicle before dropping off the recyclable materials to the Base Recycle Center.
The vehicle tare weights will be subtracted from the weight of the vehicle including the recyclable material. The Base weigh station will provide weight tickets that reflect the disposed recyclable material tonnage figures and date of the disposal. The weight scale is located at the Base Recycle Center.
43. Question: Are the scales on base to be used by the ISWM Contractor for weighing materials currently working? If not, is the ISWM Contractor to have materials weighed elsewhere at no cost to the Government?
Answer: Yes, the scale on base to be used by the ISWM Contractor for weighing materials is currently working. Please see PWS 1.1.10 for further guidance on the requirement for weighing vehicles.
