1. Question: Is there an incumbent contract/contractor currently fulfilling these services?

Answer: There is no incumbent.

2. Question: Will any of these services be allowed via tele-platforms?

Answer: Currently there no requirement for tele-platforms or distance learning.

3. Question: The SF 1449 indicates that this solicitation is set aside 100% for small businesses. Per the SBA’s current size standards, NAICS code 611710 has a size standard of $16,500,000 (and not $15,000,000). Kindly update the SF 1449.

4. Question: Attachment 1 (PWS), p. 13 states that the contractor is to provision commercial Internet services, and that the building is hard-wired to support commercial Internet capability.

Can the government identify the commercial Internet service providers who are authorized to provide services in Building 16135 at Vandenberg AFB.

5. Question: Instructions for Volume II: Past Performance requires evidence of successful past performance including point of contact information (e.g. customer surveys, past performance questionnaire (Atch 4) replies, Contractor Performance Reporting System (CPARS) printouts, etc.). Can the government confirm that CPARS printouts can be provided in lieu of past performance questionnaires (Atch 4).

Answer: Past Performance questionnaires are required.

6. Question: Will the government provide janitorial services and supplies for the government-furnished facility (building 16135), or will it be the contractor’s responsibility.

Answer: Bldg. 16135 is covered under the base custodial service contract, and will be the government’s responsibility.

7. Question: Attachment 1 (PWS), section 5.5 states as follows: “5.5. Government-Furnished Items. The Government will furnish to the Contractor the items listed in Appendix D. When an item is no longer serviceable the Contractor is responsible for replacing the item.” Given the fact that several of the government-furnished items (e.g., 3-D printer, laptops/computers/iPads, interactive whiteboard, etc.) are high-cost items, and not knowing whether warranties for such items will cover the 5-year period of performance of the subject contract, this requirement places a cost burden on the contractor that cannot be reasonably estimated in advance. As such, we request that this requirement be appropriately addressed in the PWS.

Answer: A Not to Exceed (NTE) CLIN will be added to the base year and each option year for replacement parts and updated the PWS.

8. Question: Please provide the Organizational Conflict of Interest Form required to be submitted with Volume I (Administrative).

Answer: The Organizational Conflict of Interest Form has been removed from the solicitation.

9. Question: Volume IV (Price) states that “Price should be broken down per month per CLIN, including option CLIN pricing, also include annual pricing for the base year, four follow-on option year CLINs, and an overall total contract price.” Please confirm whether only the unit price (per month) and total amount for the base and option years is required, or if the government requires a price buildup.

Answer: The government does not require a price buildup. The government requires the unit price (per month) and total amount for the base and option years.
