PERFORMANCE WORK STATEMENT (PWS)
1.0. INTRODUCTION
1.1. Purpose. The purpose of this effort is to obtain the services and expertise necessary for the operation and management of the DoD STARBASE Program at Vandenberg Air Force Base (VAFB), California. The Contractor shall provide all services for the management and operation of the STARBASE program in accordance with this PWS.
1.2. Background. Title 10, United States Code section 2193b(c) directs the Secretary of Defense to provide for the establishment of the STARBASE program. The goal of the program is to raise the interest and improve the knowledge and skills of at-risk youth in the areas of science technology, engineering and mathematics (STEM) by exposing them to the technological environment and positive role models found on military bases and installations. 2.0. STARBASE ACADEMY PARTICIPANTS
2.1. STARBASE Academy participation offers the majority of its assistance to at-risk-youths in the 5th grade through coordination between the STARBASE Director, local school administrators or other alternative education providers. The STARBASE Academy participants may be selected on the basis of:
a. Racial or ethnic minority status
b. Disability
c. Socio-economic disadvantage
d. Limited English proficiency
e. Historic under-representation in science, math and technology fields
f. Low academic performance
2.2. Final approval of STARBASE Academy participants shall be made by the STARBASE Director based on district application to participate in the STARBASE program, alternative education school providers, or individual or group of home schooling families that have applied for STARBASE classes.
2.3 Summer Open Enrollment classes are based on submission of applications on a first– come/first-served basis but will be afforded to children from military families first. Once the enrollment period for military children closes, enrollment will open up to other students to fill any remaining spots in the class. Students for these summer programs must be either entering or exiting fifth grade. Students for these summer programs do not have to be classified at-risk youths.
3.0. PERFORMANCE OBJECTIVES
The Contractor shall provide all services and supervision necessary for the operation of the STARBASE Academy in accordance with the requirements set forth herein. Services provided shall include: STARBASE program management educational instruction; instructor hiring/dismissal, supervision and evaluations and information management required to ensure successful accomplishment of the STARBASE program. Students’ subject knowledge improvement will be determined by pre- and post-class evaluation. Student performance will be evaluated based upon the objectives and standards set forth in the Services Summary.
3.1. Classroom Size and Instruction Time
3.1.1. The STARBASE Academy shall provide 1,500 hours of classroom contact per STARBASE school year. In order to achieve these contact hour requirements, the STARBASE Academy will conduct two 30-week instructional periods simultaneously, totaling 60 classes of students. Each class will encompass five hours of instruction per day over a five-day period (Monday through Friday) or five hours of instruction one day per week for five weeks; totaling 25 in-classroom contact hours per class. The Contractor shall complete a minimum of 60 classes of instruction per year. Classes may be combined for efficiency purposes with prior coordination and approval by the Contracting Officer Representative (COR).
3.1.2. All STARBASE Academy classroom contact hours shall take place in Building 16135 at Vandenberg AFB (VAFB), California. If tours, demonstrations, or summer program instructional periods are to be conducted outside of the designated classroom, the contractor must notify the
COR.
3.1.3. STARBASE Academy shall offer additional periods of special instruction, summer sessions, one-day workshops, community outreach and instructor training periods. These programs do not count toward the 1,500 hours of classroom contact per year. The Contractor shall offer a minimum of two summer sessions. These sessions follow the same length, location and curriculum requirements as the sessions offered during the school year. Two summer sessions will therefore provide 50 contact hours.
3.1.4. STARBASE Academy class size may range from 20-35 pupils. Exceptions to this policy may be approved on a case-by case basis by the OASD/M&RA.
3.1.5. The start date of the STARBASE Academy is anticipated to be June 2020.
3.2. Topic of Instruction and Curriculum
3.2.1. The Contractor shall provide instruction which includes the following subject areas:
a. Math – which includes number relations, measurement, geometry, and data analysis
b. Sciences - which includes chemistry and physics
c. Technology – which includes innovations, navigating, and mapping
d. Engineering- which includes engineering design process and computer-aided design
e. STEM Careers – STEM careers on military facilities and personal investigations
3.2.2. The Contractor’s STARBASE core curriculum shall include the following and must follow the approved DoD STARBASE Curriculum and Lesson Plans per Department of Defense Instruction (DoDI) 1025.7.
3.2.2.1. Curriculum Priorities. The DoD STARBASE Program Core Curriculum shall:
a. Be DoD-related
b. Include and support current national STEM Educational standards
c. Include and support STEM subjects
d. Provide engaging, interactive, and motivating activities and experiences for students
3.2.2.2. Mandatory Area of Classroom Contact Instruction. The DoD STARBASE Program Core Curriculum includes 18.5 mandatory hours of approved lessons of instruction as established by OASD/M&RA for a 25-hour program:
a. Physics (3 hours)

g. Assessments. Any additional areas of classroom instruction must be submitted to the OASD/M&RA STARBASE curriculum committee team and approved by
OASD/M&RA.
3.3. STARBASE 2.0
3.3.1. Ability to expand to an after school program focused on Science, Technology, Engineering and Math (STEM) subjects to junior high students (grades 6-8). Expansion ability must be demonstrated from the second year of STARBASE Academy operation throughout the remainder of the contract. This expansion is not required in the first year of operation.
3.3.2. Junior high participants may be selected with the coordination of local school administrators and sites based on the feeder pattern of the school district with elementary participants in STARBASE Academy.
3.3.3. Provide mentors on a 5:1 ratio for the activity chosen. This activity is chosen by the STARBASE Program Instructor and coordinated with the COR.
3.3.4. Each STARBASE 2.0 is an average of 4-8 hours per month; for a minimum of one session per STARBASE school year. It may be expanded to a period of 6–10 weeks; topics of sessions may cover any STEM subject.
4.0. PERSONNEL
The Contractor shall employ personnel for the operation of the STARBASE Academy in the positions listed below. Persons assigned to each position shall meet or exceed the qualification specifications for that position. STARBASE’s core business hours are 8:00 AM – 4:00 PM (Monday through Friday). The Contractor shall ensure professional development/training requirements are met as directed by OASD/M&RA. When students are on-site, at least two STARBASE staff members must be present at all times. If the Contractor receives or discovers information that an employee has been arrested or charged with a criminal offense that could result in license or certification suspension or revocation, or disqualification/denial of a satisfactory background check review under DoDI 1402.5, the Contractor shall immediately notify the Contracting Officer in writing and remove the employee from the base/site. Background checks shall be completed on all personnel within thirty days of being hired and are the responsibility of the Contractor. Before interacting with children, personnel must have a completed background check, unless the individual interacting with the children is within the line of sight of someone with a completed background check.
4.1. Director. The director shall develop, supervise, organize and manage the day-to-day operations of the STARBASE Academy. This individual shall act as the liaison with military, community and business leaders; liaison with schools/school districts and Vandenberg school liaison; community relations; personnel; curriculum design; fiscal planning; providing annual reports to DoD STARBASE, and execution; staff hiring and dismissal; staff development; and all other activities of the STARBASE Academy.
4.1.1. The Director shall meet the following qualification criteria:
a. Master’s Degree in Education or Business Administration with Education specialization combined with at least five (5) years of experience in the field of education
b. Have a state teaching certificate (any state) as the Director may be required to teach on a temporary basis in the event of an emergency.
c. Understanding of and ability to implement STEM instructional methods.
d. Must pass the security and background checks for working on a DoD facility and working with children
e. Experience with developing and implementing new programs and initiatives
f. Experience in creating, developing, and implementing training workshops
g. Experience in organization, administrative problem-solving, conflict resolution and record keeping
4.1.2. The Director shall possess the following knowledge, skills and abilities:
a. Knowledge of internet-based tools as well as Microsoft Office products
b. Knowledge of strategic planning, business plan development, marketing strategies and budgeting
c. Experience in education, supervision, and management of educational programs
d. Knowledge of military policies, procedures, and protocol
e. Knowledge of program evaluation methods and development of outcome measures
f. Ability to work with public officials, military leaders, school district liaisons, VAFB school liaison officer, influential citizens and corporate leaders
g. Ability to travel locally on a regular basis
4.1.3. Responsibilities of the Director shall include:
a. Overall supervision and management of the STARBASE program and designated facilities
b. Formulate and update program goals, objectives and strategies as necessary
c. Implement Standard Operating Procedures for the STARBASE program and
Memorandum of Understanding (MOU) among STARBASE and local school agencies
d. Coordinate, supervise and administer STARBASE program requirements, marketing plan and business plan
e. Hiring and dismissal, management, supervision and annual written evaluations of
STARBASE Academy staff
f. Represent the program at initial training, and annual training conferences as required per OASD/M&RA. Typically one week in length and within the Continental United States.
All costs including travel to conferences and training will be the responsibility of the Contractor
g. Implement program guidelines, policies and procedures according to the DoDI or
OASD/M&RA
h. Develop and coordinate partnerships with schools, businesses and Government agencies
i. Provide end-of-quarter reports for the STARBASE program to the designated COR for review no later than 10 calendar days following the end of the quarter. These reports shall contain at a minimum:
1. 5-day schedule of STARBASE Activities for the quarter
2. District(s) and schools served
3. Name and number of schools served
4. Number of students served
5. Pre and post class assessment scores to include an average change in scores for the entire class
6. Number and type of classes conducted
7. Update on fundraising opportunities and community collaborations
8. Volunteers for:
a. Tours - site of tour and number of volunteers
b. Graduation - guest speaker, number of adults (family, guardians, grandparents) attending
j. Receive visitors; receive, review, and distribute all incoming correspondence including creating a point-of-contact list
k. Prepare outgoing correspondence
l. Set up and maintain program website and social media
m. Coordinate with schools for attendance, pre-test, graduation schedules, enrollment forms, and any schedule changes
n. Maintain schedule, create agenda, take minutes, and distribute minutes for staff and
Board meetings
o. Maintain quality control of official documents including travel vouchers, purchase orders, contracts, schedules, and other documents designated by the COR
p. Maintain program records, files, and databases consolidating data for end-of-year reports and other reports as needed
r. Coordinate guest speakers, tour guides, and out of class demonstrations
s. Establish and approve curriculum and lesson plan schedules in accordance with DoDI
1025.7
t. Coordinate with Vandenberg AFB Public Affairs to maximize publicity and coverage
4.1.4. Director Clerical Duties:
a. Assist district teachers to complete on-line STARBASE survey
b. Send survey login information to volunteers, speakers and tour guides, to complete on-line STARBASE survey
c. Conduct evaluations, collect data, and prepare statistical summaries of program data
d. Produce and distribute a quarterly STARBASE newsletter to local schools and base populace
4.2. Two Program Instructors. The Program Instructors shall be able to organize and manage classrooms; provide classroom instruction; maintain records and files; and organize, manage and prepare classes in all areas of the STARBASE curriculum for instructors and students. They shall also assist the Director with the operations, management, development and implementation of the STARBASE Academy. Instructors report to the Director.
4.2.1. The Program Instructors shall meet all mandated educational qualification requirements for any state teacher certification. Certification must be transferred to a California state certification within one year, and must be kept current. Instructors must have:
a. Bachelor’s Degree or higher level degree in education, counseling or psychology with five (5) years of experience in classroom teaching/education
b. Must pass the security and background checks for working on a DoD facility and working with children within thirty days of being hired. No interaction with children shall be authorized until a background check is complete.
4.2.2. The Program Instructor shall possess the following knowledge, skills and abilities:
a. Knowledge of internet-based tools as well as PTC Creo Software and Microsoft Office products
b. Ability to recognize and implement effective teaching practices and classroom management skills
c. Ability and willingness to engage in quality communication and effective relationships with military and civilian personnel, district school teachers, students, parents, and volunteers
d. Represent the program at initial training, and annual training conferences as required per OASD/M&RA. Typically one week in length and within the Continental United States.
All costs including travel to conferences and training will be the responsibility of the Contractor
e. Maintain current Cardiopulmonary Resuscitation (CPR)/First Aid certification
f. Proficient in Spanish to the degree necessary for teaching lessons in Spanish and providing individual assistance to students
4.2.3. Program Instructor Classroom Duties:
a. Prepare materials, lesson scripts, classrooms, and activities for instruction utilizing computer and classroom smart technology for lessons where appropriate, save backups to external hard drives
b. Provide instruction in all areas of STARBASE curriculum for instructors and students
c. Work as a team with other instructors to prepare lessons, daily class schedules, and instruction in the classrooms
d. Identify participating individual students’ needs, and provide appropriate intervention and accommodation to help ensure success in program completion
e. Assist in developing new curriculum lessons, which are correlated with state and national objectives, to submit to STARBASE (OASD/M&RA) curriculum committee for consideration
f. Conduct and evaluate all pre/post tests
g. Assist visiting instructors who participate in STARBASE
h. Participate in graduation ceremonies
i. Serve as mentor to visiting Instructors
4.2.4. Program Instructor Clerical Duties:
a. Collect pertinent data necessary to evaluate program effectiveness
b. Maintain student workbooks
c. Assist in maintenance of scrapbook of photos, press releases, announcements, and other pertinent materials documenting program progression and success
d. Select and prepare requests for appropriate materials for purchase
e. Assist in verifying material shipments, updating material inventories, and putting away supplies
4.2.5. Other Duties:
a. Classroom, small break room and office maintenance and cleaning
b. Assist in all other duties or activities deemed necessary by the STARBASE Director for mission success
4.3. Two Part-time Teaching Assistants. The Teaching Assistant shall organize and manage classroom as backup to the Program Instructor; organize, manage and prepare classes in all areas of the STARBASE curriculum for instructors and students; and maintain the classroom order and materials. They shall also assist the Director with the classroom inventories, mission logs, name tags, awards and graduation certificates and patches. Teaching Assistant reports to the Director.
4.3.1. The Teaching Assistant, at a minimum, shall meet the following qualification criteria:
a. High School diploma or higher; 3 years of experience as a teaching assistant or teacher in an elementary or secondary classroom with good communication and interpersonal skills.
b. Must pass the security and background checks for working on a DoD facility and working with children within thirty days of being hired. No interaction with children shall be authorized until background check is complete.
4.3.2. The Teaching Assistant shall possess the following knowledge, skills and abilities:
a. Knowledge of internet-based tools as well as Microsoft Office products
b. Ability to recognize and support the Program Instructors in teaching practices and classroom management skills
c. Ability and willingness for quality communication and effective relationships with military and civilian personnel, district school teachers, students, parents, and volunteers
d. Maintain current CPR/First Aid certification
e. Proficiency in the Spanish language
4.3.3. Teaching Assistant Classroom Duties:
a. Prepare materials, classrooms, and activities for daily instruction
b. Read and know scripts for lessons to place materials and equipment needed for instruction
c. Clean and store classroom materials and equipment
d. Restock materials for instruction
e. Ensure that robots, if applicable, and computers are charged
f. Identify participating individual students’ needs, and provide appropriate intervention and accommodation to help ensure success in program completion
g. Assist visiting instructors who participate in STARBASE
h. Support tours, out of class demonstrations, and trips
4.3.4. Teaching Assistant Clerical Duties:
a. Assist district instructors to complete on-line STARBASE survey
b. Assist in sending survey login information to volunteers, speakers and tour guides, to complete on-line STARBASE survey
c. Assist in maintenance of scrapbook of photos, press releases, announcements, and other pertinent materials documenting program progression and success
d. Assist in selecting and preparing requests for appropriate materials for purchase

f. Maintain and rotate content of bulletin boards
g. Maintain classroom inventories and consumables to be ordered and notify Director when supplies need to be replenished
h. Prepare students name tags, awards, and graduation certificates and ensure patches are ready for graduates
i. Help initiate, collect, and maintain class records, permission slips, and other administrative documentation.
4.3.5. Other Duties:
a. Classroom, small break room and office maintenance and cleaning
b. Supervise lunch and help organize for class
c. Assist in all other duties or activities deemed necessary by the STARBASE Director for mission success
4.4. MOBILIZATION AND START UP OF STARBASE VANDENBERG:
The STARBASE Contractor shall mobilize employees, supplies, and services necessary to have the STARBASE Academy ready for classes to begin in April 2020.
4.4.1. Operational Plan: Within 7 calendar days of contract award, the Contractor shall provide the COR with a detailed operational plan to include, but not limited to:
a. Staff recruiting, training and placement
b. Infrastructure set-up
c. Schedule for start-up of operations and classes
d. Quality Assurance/Control protocols and procedures. Gap analysis of infrastructure, supplies and other areas of concern, including recommendations and resolution
4.4.2. Staff Development. The Contractor shall train new staff in accordance with Department of Defense Instruction 1025.7 Department of Defense STARBASE Program.
Prior to the first class session, the Contractor shall have the staff trained and provide copies of their training records to the COR.
4.4.3. Build the Curriculum and Program of Instruction. As described in 3.2.2.1, the Contractor will develop the STARBASE Vandenberg Curriculum and Program of Instruction established by OASD/M&RA. The Contractor shall have this complete within 30 days of contract award and shall provide a copy to the COR.
4.4.3.1. Develop Courses Within Curriculum and Program of Instruction. In addition to the curriculum, the Contractor shall develop the courses to include, but not limited to books, binders, projects, study aids, supplies, classroom requirements, and graduation.
4.4.4. Liaison to the Community and School Systems and Program Awareness. The Contractor shall provide a liaison, generally the Director of STARBASE, to develop relationships with the local school systems and community leaders. The liaison will also increase STARBASE program awareness within the community through advertising and outreach programs. This will be an ongoing requirement throughout the project. However, the Contractor should have the liaison and outline in place within 30 days of contract award in order to effectively inform the targeted audience. The Contractor shall provide a copy of the developed outline to the COR.
4.4.4.1. Coordinate Student Participation with Local School Systems. The liaison shall work with the local school systems to insure maximum student participation and awareness of the STARBASE program. This includes, but is not limited to, coordinating student attendance at the STARBASE Academy, student transportation to and from the STARBASE Academy, and information distribution to parents. This will be ongoing throughout the project, but shall be initiated within 30 days of contract award.
4.5 Prepare Classrooms. The permanent classrooms will be available for Contractor use at time of contract award. The Contractor shall prepare classroom for student instruction. This shall be completed within 30 days of classroom availability to the Contractor.
5.0. GOVERNMENT-FURNISHED FACILITIES, EQUIPMENT, AND SERVICES:
The government will provide the Contractor the facilities, equipment and items specified below, in a ready for use condition, for use in the performance of this contract.
5.1. Government-Furnished Facilities. (Drawing at Appendix C) The Government will provide Building 16135 located at Vandenberg AFB, CA. Title to the facilities shall remain with the Government. The Government shall maintain the facility and perform repairs in accordance with sound industrial practices. The Government shall maintain the grounds surrounding the building.
The Contractor shall not permit the use of the facility by others. The Contractor shall not construct or install any fixed improvement or structural alteration. The Contractor shall take all reasonable steps to protect the facilities from damage and shall contact the COR who will contact the Contracting Officer immediately if damage is sustained.
5.2. Maintenance of Government-Owned Facilities. The Vandenberg AFB 30th Civil Engineer Squadron (30 CES) will be responsible for outside building maintenance. Outside maintenance will include preventative maintenance for Class II property, such as Heating & Air Conditioning (HVAC) systems and fire protection systems. The Government will provide exterior repair and maintenance to facilities for painting, roofing, roof ventilators, exterior doors and windows, gutters, downspouts and other such requirements that assure weather tightness or basic structural integrity. The Government will maintain the interior of the building.
5.3. Utilities. The Government will furnish electricity, water, and sewage as necessary for accomplishment of work in accordance with this contract at no cost to the Contractor. The Contractor shall not change or modify any utility system or component without prior review and approval by 30 CES.
Also, the Contractor shall not connect any Contractor property, equipment or system without prior review and approval by the 30th Communications Squadron (30 CS). The Contractor shall practice energy conservation in the Government-provided facility Internet and telephone services will be provided to STARBASE offices by a commercial vendor at the Contractor’s expense.
5.4. Security, Fire, and Medical Services. The Government will provide police and fire protection.
5.5. Government-Furnished Items. The Government will furnish to the Contractor the items listed in Appendix D. When an item is no longer serviceable the Contractor is responsible for replacingreplace the item. All functioning items will be returned to the Government at the end of the contract.
6.0. CONTRACTOR RESPONSIBILITIES:
6.1. Permits, Licenses, and Certifications. Unless otherwise specified in this PWS, the Contractor shall obtain necessary permits, licenses, certifications and teaching credentials; give all required notices; and comply with applicable Federal, State, County, and local laws, codes, and regulations in performance of the requirements of this PWS. Maintain records of such requirements and provide the documentation to the COR prior to the individual beginning work on this contract, but no later than 45 days from contract award.
6.2. Safety Requirements. Contractor employees shall perform work in a safe manner as required by AFOSH Safety and Health Requirements (AFI 91-202). The STARBASE Director will provide a verbal report to the COR and Contractor, to report to Contracting Officer as soon as possible each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact. The STARBASE Director will provide a completed copy of required Accident Investigation Reports AF Form 978 to the COR and Contractor, to report to the Contracting Officer within five calendar days of each occurrence.
6.3. Physical Security. The Contractor shall safeguard all Government property provided for Contractor use and will perform Building Manager responsibilities. At the close of each work period, the Contractor shall secure Government facilities, property and materials as required.
6.3.1. Key Security. The COR will provide the Director with six (6) keys to the facility, recorded on AF Form 1297. Replacement of a damaged or lost key must be documented on an AF Form 332 Work Order Request. All keys are the property of the US Government and may be confiscated at any time. The Contractor shall not duplicate keys issued by the Government.
The Contractor shall immediately report to the COR any occurrences of lost, stolen, or duplicated keys. The Contractor shall prohibit the use of Government-issued keys by any persons other than the Contractor employees. The Contractor shall not use keys to open work areas for personnel other than Contractor employees engaged in performance of duties.
6.3.2. Key Replacement: In the event that Government-issued keys (other than master keys) are lost, stolen, or duplicated, the Contractor shall be required, through coordination with the COR and directed by the Contracting Officer, to re-key or replace affected lock or locks at the expense of the Contractor. In the event that a Government-issued master key is lost or duplicated due to the fault or negligence by Contractor employees, the Government will replace all locks and keys for that system at Contractor expense.
6.4. Days of Operation and Recognized Holidays will be based on the STARBASE schedule.
6.5. Contractor must submit monthly reports to the COR that include the number of students served and the number of in-classroom contact hours.
6.6. The STARBASE contractor shall request access to the secure DoD STARBASE website at www.dodstarbase.org.
7.0. QUALITY CONTROL:
7.1. Quality Control Program. The Contractor shall develop and maintain a quality control program to ensure contracted services are performed in accordance with the PWS. Contractor shall develop and implement procedures to identify, prevent and ensure non-recurrence of defective services.
7.1.1. The Contractor shall keep inspection instructions, auditing, and testing current with PWS requirements.
7.1.2. The Contractor shall maintain records of all audits and inspections and provide to the COR. The Quality Control records shall indicate the nature of the number of observations made, the number and type of deficiencies found, and the nature of corrective and preventive action taken as appropriate.
7.2. Customer Complaints: The Contractor shall coordinate all customer complaints/resolutions with the COR. Contractor shall maintain on-site records of all customer complaints and corrective actions.
8.0. CONTRACTOR-PROVIDED EQUIPMENT:
The Contractor shall purchase or maintain through the life of the contract, the following items which shall be available at the STARBASE Academy for Contractor use NLT April 2020. Supplies and equipment purchased by the contractor become US Government property upon contract completion.

9.0. GOVERNMENT FURNISHED EQUIPMENT:
There is a list of government furnished equipment (GFE) in Appendix D. The Contractor is responsible for the maintenance, repair, and replacement of all GFE and shall maintain at least the same inventory levels of the GFE at all times during the operation of the STARBASE program. The contractor is responsible for all technical support related to government and contractor furnished electronic equipment to include executing warranty specific claims. Items listed as curriculum supplies in the GFE table will be required to be maintained IAW DoD STARBASE curriculum requirements found at dodstarbase.org.
10.0. QUALITY ASSURANCE:
The Government will periodically evaluate the Contractor’s performance by appointing a COR to monitor performance to ensure services are received. The COR will evaluate the Contractor’s performance through intermittent on-site inspections, inspections of the Contractor's quality control program and receipt of complaints from Customers. The Government may inspect each task as completed or increase the number of quality control inspections if deemed appropriate because of repeated failures discovered during quality control inspections or because of repeated customer complaints. Likewise, the Government may decrease the number of quality control inspections if merited by performance. The Contractor shall initially validate customer complaints. The COR will make final determination of the validity of customer complaint(s) in cases of disagreement with customer(s).
9.1. The COR is the authorized representative for the Contracting Officer and will perform assessments of the Contractor’s performance. Subsequent to contract award, the identity of the COR(s) will be furnished to the Contractor.
9.2. The COR will inform the Contracting Officer when discrepancies occur and request corrective action be taken by the Contractor. The COR will make a notation of the discrepancy on the Certificate of Service (COS) report with the date and time the discrepancy was noted.
9.3. Any matter concerning a change to the scope, prices, terms or conditions of this contract shall be referred to the Contracting Officer, and not to the COR.
9.4. The services to be performed by the Contractor during the period of this contract shall at all times and places be subject to review by the Contracting Officer or authorized representative(s).
11.0. CONTRACTOR MANPOWER REPORTING REQUIREMENT:
10.1. The Contractor shall report all Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Department of the Air Force via a secure data collection site. The Contractor is required to completely fill in all required data fields at the data collection site. Use the following web address to get to the Department of the Air Force data collection site: www.ecmra.mil.
10.2. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY). While inputs may be reported any time during the FY, the Contractor shall report all data no later than October 31 of each calendar year. Contractors may direct questions to the ECMRA help desk.
10.3. Uses and Safeguarding of Information. Information from the secure web site is considered to be proprietary in nature when the contract number and Contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the Contractor name and contract number associated with the data.
10.4. Applicability: The reporting requirement applies to all contracted services, provided the organization that is receiving or benefiting from the contracted services is a Department of Defense organization, including reimbursable appropriated funding sources from non-DoD executive agencies where the Defense Component requiring activity is executive agent for the function performed. The reporting requirement does not apply to situations where a Defense Component is merely a contracting agent for another executive agency.
12.0. CONTRACTOR RECORDS:
11.1. All records, files, documentation, working papers, and software provided by the Government or generated in the performance of this contract become and remain Government property and shall be maintained in accordance with AFI 33-322, Air Force Records Management.
13.0. MISSION-ESSENTIAL SERVICE:
All services to be performed under the contract have been determined to be non-mission-essential for performance during crisis.
14.0. SERVICES SUMMARY:
The Services Summary (SS) is a listing of critical performance objectives (services required) with associated performance thresholds (specific standards) that will be periodically verified by Government personnel. Each performance threshold represents the minimum acceptable level of Contractor performance for its corresponding performance objective. The performance objectives and thresholds represent only the critical components of this PWS and do not excuse the Contractor from performance of other responsibilities identified in this PWS.

Appendix B Definitions
AC.1. At-Risk Youth. Students at-risk are those who have characteristics that increase their chances of dropping out or falling behind in school. These characteristics may include: being from a single parent household, having an older sibling who dropped out of high school, changing schools two or more times other than the normal progression (ex. elementary to middle school), having Cs or lower grades, being from a low socio-economic status family, or repeating an earlier grade.
AC.2. Class. Within the context of the DoD STARBASE Program, a class is a grouping of students. This group may not necessarily have been a homogenous entity prior to DoD STARBASE Program instruction; it may be a temporary grouping for the purposes of assembling for the 25 hour period of DoD STARBASE Program instruction. A class consists of a minimum of 20 students.
AC.3. Classroom Contact Hour. A period of 60 minutes, plus or minus five (5) minutes, in which a STARBASE Academy Instructor is actively involved with the students or in which a military member is demonstrating, displaying or teaching students about a military application of math, science, or technology.
AC.4. Disability. Physical, mental or sensory impairments that render major life activities more difficult.
AC.5. Ethnic Groups. Subgroups within a larger cultural or social order that are distinguished from the majority and each other by their national, religious, linguistic, cultural and sometimes racial background. Note: Do not confuse with “Minority Groups”, which has the connotation of being the object of prejudice or discrimination.
AC.6. Historic Under-representation in Science, Math and Technology Fields (Disproportionate Representation). Over or under representation of a group in relation to the overall composition of the entity of which it is a part.

AC.9. STARBASE 2.0. STARBASE 2.0 is an extension of the STARBASE Academy designed to create afterschool STEM clubs to junior high schools using mentors from DoD, industry, and universities. This program keeps students motivated and participating in STEM activities and competitions throughout junior high (grades 6-8). STARBASE 2.0 will be implemented.
