STATEMENT OF WORK
Community College of the Air Force (CCAF) Education Advisor
19 March 2019 1.
DESCRIPTION OF SERVICES: Non-personal services in support of U.S. Air Force voluntary off-duty education program to include providing academic advisement, information, and guidance plus preparation of documents associated with the services provided.
2.
QUALIFICATIONS: The personnel who will be performing the assigned duties are required to have a Baccalaureate degree in any discipline from an accredited college or university and must pass a background check. In addition to a baccalaureate degree, personnel performing the assigned duties must have either (a) a minimum of two (2) years of experience as an academic advisor in adult/military education as evidenced by documented resume references from an accredited college / university or from a military education center OR (b) experience gained as a CCAF graduate as evidenced by a CCAF Associates degree. Knowledge of or experience with Air Force terminology, office procedures, and education programs is preferred. Familiarity/facility with Outlook, Microsoft Word, PowerPoint, Excel, and Access is also preferred.

WORK HOURS/DAYS: The Government anticipates the number of work hours each week will be between 24 – 30 hours per week, approximately 1032 hours per year. These hours will not be worked on federal holidays, when the office is closed, or outside the normal work hours of 0730-1730 M-F. The contractor/person providing the work will determine their schedule, and set their own customer appointments. Exact days and times of services may be jointly determined by the contractor and Government in advance and may be modified by mutual agreement according to changing program needs.
4.
GUIDELINES: All tasks shall be accomplished in accordance with Air Force Instruction (AFI) 36-2649: Air Force Voluntary Education Program and all other pertinent Air Force, Air Force Space Command, Defense Activity for Non-Traditional Education Support (DANTES), and local command policies and publications. Contractor shall read AFI 36-2649 and become thoroughly familiar with the Community College of the Air Force (CCAF) Handbook and Counselors Guide, as well as all on base schools and degree programs, preferably prior to, but no later than, the first week of the period of performance. The AFI will be made available upon request through on-line reference material. The handbook, guide and school catalogs are available in the Education Services office.
5.
SPECIAL REQUIREMENTS: The contractor must inform the Education & Training Section Chief (E&TSC) of anticipated absence from a work schedule at least 24 hours prior to scheduled absence except in emergency situations. Non-emergency leave of one (1) week or more must be scheduled with the E&TSC at least two (2) weeks in advance and may not exceed two (2) weeks at a time, with a maximum of four (4) weeks in any one fiscal year (e.g. 1 Oct through 30 Sep). Leave shall not be scheduled two (2) weeks prior to the end of the CCAF bi-annual class closeout (e.g. 1 Oct and 1 Apr).
6.
SPECIFIC TASKS:
a. Advises active duty personnel on all programs available through voluntary off-duty education, such as the Community College of the Air Force (CCAF), DANTES, The Air University (AU), officer accession programs and other educational support programs as required by the E&TSC. Keeps the E&TSC current on all program and catalog changes and advises affected students promptly.
b. Provides advice and guidance to Active Duty Air Force (ADAF) members on CCAF degree opportunities by evaluating military training and course completions, reviewing transcripts and applying credit obtained. Conducts follow-up activities (phone calls, mail-outs, emails) to ensure individual student educational objectives are being met.
c. Assists all ADAF with information regarding Air Force tuition assistance, Veteran Administration education benefits, federal financial assistance programs, local scholarships, and Air Force Aid Society.
d. Refers students to the appropriate academic institution representative for registration and enrollment in courses or programs that pertain to their education goals.
e. Must be thoroughly familiar with the DANTES test program and advises students of DANTES tests that are applicable to their programs of study.
f. Conducts briefings for ADAF and all other requestors (units on base, Commander’s Calls) as needed.
g. Responsible for preparing all necessary correspondence and forms and maintaining related records and logs required to support all aspects of job tasks. The contractor shall also maintain statistical data as required by the E&TSC and assist with reports required by AFI.
h. Advises 30th Space Wing designated graduation committee on semi-annual CCAF graduation ceremonies. The contractor will communicate with CCAF and others regarding graduate certificates, Pitsenbarger Awards, etc. Provides E&TSC with graduation dates. Provides E&TSC weekly committee updates via email up to the day of the ceremony.
i. Maintains a by-date record showing advisement or counseling sessions conducted. The invoice shall be submitted at the end of each month through WAWF for verification and approval.
j. Uses the Air Force Automated Education Management System (AFAEMS) to maintain individual student records.
7.
GOVERNMENT-PROVIDED MATERIALS, EQUIPMENT & SERVICES:
a. Materials & Equipment. The Government will provide all necessary equipment, supplies, and materials to include workstations, computer (with Internet access), telephone, and other materials and equipment mutually agreed upon to fulfill the requirements of this contract.
b. Services. Emergency services may be obtained by calling 911. The Government will provide police and fire protection. In the event of a medical emergency, base ambulance service for transporting an injured employee to a local hospital is available on a cost reimbursement basis.
8.
SECURITY REQUIREMENTS:
a. Entry Policy: All Contractor employees shall comply with all Vandenberg AFB security requirements imposed by the Installation Commander at all times while on Vandenberg AFB premises Contractor shall comply with all VAFB policies regarding entry to the installation, rules of the road, compliance during contingency operations, and photography. The Contractor's employees are authorized entry to the installation only for the purpose of work and are not authorized in other facilities, areas, or buildings without proper prior authorization. Due to safety/security requirements, all Contractor personnel performing work on VAFB are subject to background checks. Due to safety/security requirements, Contractor personnel shall be required to fluently speak, understand, read, and write English.
b. Passes: Contractor shall be responsible for obtaining all necessary cards, passes, badges, buttons, decals, or other items required for access to the areas in which the work will be performed. Contractor shall apply for vehicle and individual identification media at 30 SFS, Pass and ID Section. Upon completion or termination of the contract or an individual's employment on the contract, the contractor shall retrieve all identification and base access media issued and surrender it to 30 SFS, Pass and ID Section.
9.
SAFETY:
a. Safety Requirements. The Contractor shall conform to the specific safety requirements established by this contract; comply with the safety rules of the Government installation that cover related activities not directly addressed in this contract; take all reasonable steps and precautions to prevent accidents and preserve the life and health of Contractor and Government personnel performing or in any way coming in contact with the performance of this contract; and take such additional immediate precautions as the CO may reasonably require for safety and accident prevention purposes.
b. Workplace Safety: Enforcement of workplace safety laws is the responsibility of the agency specified in the law. The burden of compliance with these laws rests with the Contractor, and the Contractor is subject to citations and penalties for violations.
c. Mishap Reporting. The Contractor shall notify the CO or COR of Contractor mishaps that produce injury or illness to Government personnel or damage to Government property. Contractor shall define, investigate, and report such mishaps to the Government within one (1) hour of the time the mishap occurs.
