QUESTIONS & ANSWERS

Revision 1

10 Apr 2019 Q1. Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?

A1. This is not a new requirement. There is no current contract. The previous contract was FA4610-12-P-0046, which expired 27 Oct 2017. The contractor was Dorian Hodge.

Q2. The Qualifications section of the SOW contains this statement: "In addition to a baccalaureate degree, personnel performing the assigned duties must have either (a) a minimum of two (2) years of experience as an academic advisor in adult/military education as evidenced by documented resume references from an accredited college / university or from a military education center OR (b) experience gained as a CCAF graduate as evidenced by a CCAF Associates degree."

How should one interpret "advisor in adult/military education"? Does it mean "adult education or military education"? That is, would an advisor who has at least 2 years of experience in adult education be acceptable, or does the advisor definitely need 2 years of experience in military education? If the former, does advising college/university students count as "adult education"?

A2. This statement in the SOW means that personnel performing services must have either minimum of two (2) years of experience as an academic advisor in adult or military education. Yes, advising college / university students counts as “adult education.”

Q3. Number 8 in the SOW on Security Requirements refers to Vandenberg AFB. I assume that was meant to be Maxwell AFB, correct? The synopsis page also states that the Place of Performance is Vandenberg.

A3. The place of performance is Vandenberg AFB.

Q4. Is this a new requirement for one education advisor?

A4. This is not a new requirement. The contractor is responsible for determining the number of personnel required to perform the work reflected in the SOW. The SOW, Paragraph 3, states the number of work hours to be performed by the contractor in support of this requirement.

Q5. If this is not a new requirement, how long has the current incumbent supported this task?

A5. There is not a current contract; the prior contract (FA4610-12-P-0046) expired 27 Oct 2017.

Q6. If this is not a new requirement, what is the previous contract number and price?

A6. The previous contract number was FA4610-12-P-0046; the total contract price was $149,640.00 for the period of performance of 28 Apr 2012 through 27 Oct 2017.

Q7. Is there an SCA requirement associated with this task?

A7. As stated in the Combined Synopsis Solicitation notice posted to fbo.gov, as a result of a query to the Department of Labor, no Wage Determination was issued for this contract. Therefore, in accordance with Title 29 C.F.R. Part 4, Section 4.6(d), the contractor is required to pay no less than the Federal minimum wage.

Q8. Is there an incumbent for this effort or a new requirement? If so, could you please provide the name of the incumbent?

A8. There is not a current incumbent and this is not a new requirement. The name of the previous contractor was Dorian Hodge.

Q9. Is the Education Advisor responsible for all test administration on CLEPS and DANTE exams?

A9. The Education Advisor is not responsible for test administration on CLEPS and DANTE exams.

Q10. Can years of experience substitute a Bachelor’s Degree?

A10. Years of experience do not substitute a Bachelor’s degree. As stated in the SOW, Paragraph 2, Qualifications, “The personnel who will be performing the assigned duties are required to have a Baccalaureate degree in any discipline from an accredited college or university and must pass a background check”.
