XUMU 09-1120B, Install Fire Suppression, Bldg 13675

Questions and Answers

1. It was indicated at the site visit that the intent is to leave the 2’x2’ ceiling grid in place during the installation. This makes access to the roof structure impractical in the areas not accessible by the attic catwalk. While no fire sprinkler protection will be required in the non-combustible attic space, the piping supplying the pendent sprinklers in the ceiling will be installed approximately 6” below the bottom of the roof structure to allow for adequate seismic restraint of the system.

Please verify that the contractor will be able to remove the ceiling tiles and ceiling grid as required in order to facilitate installation of the piping above.

Answer: Contractor will be able to remove ceiling tiles and grid as required in order to facilitate installation of the piping. It was not indicated otherwise. If any ceiling tiles or the grid are damaged by the Contractor during removal and re-installation, they would need to be replaced by the Contractor.

2. In areas that are not accessible by the catwalk, the contractor will need to work off scaffolding or use man lifts. Please advise as to who is responsible for removing and reinstalling furniture, personal belongings, and IT Equipment.

Answer: Whatever work is required to complete this contract will be performed by the Awardee.

3. The RFP indicates that the building will be occupied during construction. Please advise if the installation can be phased so as multiple areas can be made vacant to the contractor during each phase.

Answer: The Government cannot assure that areas can be made vacant during construction.

However phasing and ability to make areas vacant may be worked out between the Awardee and the building users after award.

4. The RFP indicates that the work will be performed during normal business hours Monday through Friday, 7:30 am to 4:30 pm. Please advise if the contractor will be allowed to work during periods other than the normal business hours such as weekends, etc.

Answer: In limited instances, the contractor may be allowed to work outside of normal working hours. The work would need to be coordinated at least a week in advance. Any work outside of normal working hours would only be authorized if it is able to be supported by the Title II inspector and facility owners and approved by the Contracting Officer and CE Project Manager.

However, the contractor is reminded that the solicitation is lowest-priced technically acceptable, so any decisions to price non-standard working hours should be considered carefully.

5. Please confirm that all sprinkler pipe is to be Schedule 40.

Answer: Yes

6. Are there any as-built drawings (structural) available? If so, can they be forwarded to the contractors?

Answer: Yes the structural drawings have been added to the FBO posting.

7. Is Building Information Modeling (BIM) coordination required? If so, at what level?

Answer: No, BIM coordination is not required.

8. In the armory, is exposed pipe acceptable?

Answer: Yes

9. Are there any locations within the building where workers would need to be escorted or where there would be limited access during normal business hours?

Answer: Yes, the armory

10. FX001 indicates asbestos is present in the facility. Testing is required for any space the contractor thinks the ACM will be disturbed. If positive, abatement will be required. Who is responsible for the testing and abatement? The SOW does not indicate this is needed for the

RFP.

Answer: The awardee is responsible but, the only ACM associated with the facility is some floor tile and the domestic water lateral. It is doubtful that these would be disturbed while installing an overhead fire suppression system.

11. Does the Fire Protection Engineer need to be present for all fire sprinkler inspections? Does the same FPE who stamps the plans have to be present at the inspections, or can it be a different

FPE?

Answer: Yes, and the regulation does not say it has to be the same FPE so that would be acceptable.

12. The riser location shown on the plan contradicts Sec.2.2.7 in the statement of work. That section is calling for the DDCB to be located outside. The riser detail on the plan shows it inside of the building. Please clarify. Doublecheck outside or inside?

Answer: It can be either. Whichever is more convenient for the Awardee and their sub.

13. The drawings (page 2 of 8, FX001) states the following: “Asbestos Containing material is present in this facility as identified in the provided asbestos survey. Testing to identify potential ACM will be necessary in any location where questionable material must be disturbed. If disturbance cannot be avoided, abatement shall be performed.” Does the government intend on providing this survey? The specifications indicate the Contracting Officer maintains these records. Will the government provide this report?

Answer: The awardee is responsible but, the only ACM associated with the facility is some floor tile and the domestic water lateral. It is doubtful that these would be disturbed while installing an overhead fire suppression system.

14. The Statement of Work (2.3.1 On-site field oversight, Attachment 1) states the following, “The contractor shall ensure the Site Superintendent is a separate person from the Quality Control Manager. The Site Safety and Health Officer may be either the Site Superintendent or the Quality Control Manager”. Does the government intend on having two separate individuals on site during construction performing these activities separately? Will the government allow the superintendent to function in all three capacities; site superintendent, quality control manager, and safety manager.

Answer: In accordance with the Statement of Work the Site Superintendent shall be a separate person from the Quality Control Manager. The Site Safety and Health Officer may be either the Site Superintendent or the Quality Control Manager. Both the Site Superintendent and Quality Control Manager should be onsite during construction.

15. What sections or rooms in building 13675 are affected by this 3” Asbestos Cement Potable

Water Piping.

Answer: As can be seen in the drawings, it is a domestic water lateral. If it is not disturbed, which it shouldn’t be for this project, then it is not an issue for this project.

16. Are the 8” and 24” water main upgrades mentioned in Water Supply Notes #1 per Project FA4610-13-0033 completed?

Yes, the upgrades are completed.

17. Who is the responsible party to accomplish the actual flow test mentioned Water Supply Notes #4? Is it the installing contractor that is tasked with Project; FA4610-13-0033?

The contractor performing the fire suppression shall perform the flow test. The contract to install water main upgrades has been completed and has no work remaining.

18. Should this be considered normal working-hour work, or non-normal working hour work?

Answer: In limited instances, the contractor may be allowed to work outside of normal working hours. The work would need to be coordinated at least a week in advance. Any work outside of normal working hours would only be authorized if it is able to be supported by the Title II inspector and facility owners and approved by the Contracting Officer and CE Project Manager.

However, the contractor is reminded that the solicitation is lowest-priced technically acceptable, so any decisions to price non-standard working hours should be considered carefully.

19. Is the design phase included in the 270 calendar-day contract period?

The 270 day period of performance is negotiable. If the contractor believes the total period of performance will be greater than or less than 270 calendar days, they may propose a longer or shorter period of performance.

20. Will the contractor be responsible for obtaining an FPE?

Answer: Per the UFC, an FPE will be required to sign and stamp the shop and as-built drawings.

The contractor will be responsible for securing the services of an FPE.

21. Where will the laydown area be?

Answer: The location of the laydown area will be determined after award when the contractor submits the AF Form 103 for approval. The likely locations are in the parking lot adjacent to the building or across the street, however, due to mission requirements, the exact location cannot be determined until just prior to construction.

22. How far do the walls go above the ceilings?

Answer: A foot or so in most cases

23. Can the back door of the armory be used to transport construction equipment into and out of the armory?

Answer: Yes, periodically as needed, but will need to be coordinated in advance.
