XUFY 11-1238B; Install Fire Suppression, Bldg 75
1. Question: The fire protection specifications references HFC-227/FM200/FE227 (heptafluoropropane) as the agent. With the HFC gases on the path for global phase-down it is recommended to the base that alternative agent are used for fire suppression. The cleanest and greenest agent (outside of inert gases) is known as 3M™ Novec™ 1230 Fire Protection Fluid. Chemical name C6-Perfluroketone. The U.S. EPA acknowledges that as Novec 1230 fluid. Novec 1230 is approved for occupied spaces. In order to avoid future phase out (like we saw with Halon) would the base like to use Novec 1230 fluid in lieu of any HFC gas?
Answer: Must meet requirements of UFC 3-600-01, which provides guidance on which gases are acceptable.
2. Question: Specifications make reference to Main/Reserve switch as an option when installed with main and reserve cylinders. Please confirm if there is a requirement for a complete set of reserve cylinders for this project? Note: During the job walk it was noted as long as the NFPA 2001 and UFC did not require reserve cylinders it would not be a requirement of this contract.
Answer: No there is not.
3. Question: Specification section 1.09 B. 3. References “Emergency Power Shutdown Management System” Also known as EPSMS panel. Emergency power off systems can be handled via relays and controlled by the suppression release panel. EPSMS panels are not required by NFPA 2001 and or UFC. Please confirm if an EPSMS panel is required for this installation?
Answer: Must meet NFPA, UFC, and Air Force ETL requirements for electrical/Communications facilities.
4. Question: Section 22 22 00 / 1.09 Quality Assurance 4. The installing contractor shall employ a NICET, Level IV, certified special hazards designer, who will be responsible for this project. Will an FPE be an acceptable substitute for NICET level IV in this instance?
Answer: Yes
5. Question: Section 28 31 00.00 / 1.05 Quality Assurance C. Installer 1. The installing contractor shall provide the following: (NICET Fire Alarm Technicians to perform the installation of the system. A NICET Level IV Fire Alarm Technician shall supervise the installation of the fire alarm system.) Will an FPE provide acceptable supervision in lieu of a NICET Level IV Answer: Yes
6. Question: Will building As Built drawings be provided? To include but not limited to Structural, Electrical, HVAC & Controls, (existing) Fire Suppression?
Answer: Yes, to the offeror awarded contract. Will be available at CE vault after award.
7. Question: Will graphic annunciators be required equipment?
Answer: No
8. Question: What is the weight capacity of the computer decking in room 100?
Answer: Weight capacity is sufficient to carry the loads associated with the clean agent cylinders.
9. Question: Will there be government escorts required for this project?
Answer: Facility personnel will provide escorts. The awardee will be responsible for coordinating with the facility personnel for access after award.
