Questions and Answers Posted to FBO 30 March 2016 Amendment 02
Question 1: Is the solicitation ends on Option Year 3 : 1 Oct 2019 - 30 Sep 2020 on page 67 of 103. My understanding is the solicitation is to include Option 4 per the Attachment 1, PWS Page 3 of 14 which is for 1 Oct 2020 - 30 Sep 2021. Please advise if we need to include Option year 4? If so, how would you like us to report it?
Answer 1: Period of Performance is 1 Oct 2016 - 30 Sep 2020. Page 3 of the PWS is a mistake and will be amended and placed on FBO.gov showing the tracked changes. It is not a 5 year requirement at this time, therefore, all pricing shall be annotated within the SF 1449 as described in 52.212-1 and 52.212-2. Pleas do not include pricing for option year 4 and 6-month option.
Question 2: I did receive the CD of the drawings [as requested]. I have printed all of the drawings and we are missing a few. On the disc there seemed to be duplicate scans so maybe the missing ones were just left off.
Here is the list of drawings we are still in need of:
25-66904 25-73669 29-49001
On dwg. #25-23716 the drawing is named something different than the listed part name on the rfq. I want to make sure that the drawing received is correct.
And on dwg. 25-66903, we received two different drawings both numbered the same but it appears that there are two different parts. One of the drawings we can put together and is leglible but the other two sections are not legible at all but it is obvious that it is a different part with different dimensions. If you could give me some guidance on this part number in particular I would appreciate it.
Answer 2:
Drwg 25-23716 is Lock, Launcher Closure Actuating and Locking Mechanism. In the PWS it is Door Lock, Lock Pin Assembly. This drawing number was included in original disc.
Drwg 25-66903 was redone and disc is being sent via mail.
Drwg 25-66904 was redone and disc is being sent via mail.
Drwg 25-73669 is a typo and should be 25-66905 and was included on original disc.
Drwg 29-49001 is a typo and should be 29-49007 and was included on original disc.
Drwg 25-66903 has two different cylinders but are covered under the same part number. The only difference is the outside diameter of the cylinder. The plating requirements are the same between the two as referenced in the processing guide portion of the Tech Order. NOTE: Those that requested the drawings will receive a second DVD which will be placed in mail NLT 1 Apr 2016.
Question 3: Is the reference for sub-factor 1a for other vendors we provide hard chrome plating services?
Answer 3: The most useful experience is that which is propvided to your Government customers, but the important factor is the experience as it relates to this requirements, whether with the Government or with other vendors.
Question 4: Is the contract type particularly just pertaining to government? Or can this be a purchase order for blanket purchase orders with other vendors? Please advise if this should be for Vandenberg contracts only.
Answer 4: The prime contractor is the contractor providing the proposal (your company), and the subcontractor is anyone that the prime hires to help in performing the job.
NOTE TO CONTRACTORS: Please send an email to Vanessa Lechon at vanessa.lechon@us.af.mil and Daniel Brock daniel.brock.5@us.af.mil to acknowledge Amendment 01 - Extension of proposal date and Amendment 02 – question and answers and PWS revision dtd 30 March 2016 (PWS has minor change to period of performance and is mark in “tracked changes”—nothing else was update in PWS).
