PROTESTANT RELIGIOUS EDUCATION (RE) COORDINATOR
PERFORMANCE WORK STATEMENT (PWS)
Barksdale Chaplain Corps
1. Contract Position Title. Protestant Religious Education (RE) Coordinator
2. Scope of Responsibilities. Provides Protestant RE expertise, advice and coordination for Barksdale Air Force Base Protestant programs. Consults and coordinates with the Protestant RE program or Designee.
3. Education and Experience Requirements. The Contractor:
3.1. Must have at least 2 years of experience working in education or as a Protestant RE coordinator, Bachelor’s Degree preferred.
3.2. Must have at least one year of experience using Microsoft Word, Outlook, Excel and Publisher.
3.3. Demonstrate an understanding of developmental, age-specific, RE from the Protestant tradition.
3.4. Demonstrate enthusiasm for parish ministry and work with chaplains, contractors, volunteers and laity.
3.5. Demonstrate organizational and managerial understanding in developing a dynamic Protestant RE program.
3.6. Must be able to receive clearance from a background investigation IAW Public Law 101-647, Section 231 (Crime Control Act of 1990 and DODI 1402.5, Criminal History Background Checks on Individuals in Child Care Service Position). An adverse finding from this investigation may result in a termination of services.
3.7. Must furnish a resume and references validating education and experience requirements listed above.
3.8. Participate in a qualifying interview with designated chapel personnel, and be able to demonstrate a strong knowledge of Protestant faith, practice, and traditions.
3.9. Be willing to work in and be fully conversant with the pluralistic environment of the USAF Chaplain Corps.
3.10. Must obtain and maintain access to the government unclassified computer network.
3.11. Work constructively and professionally with the staff members of the Barksdale AFB chapel community and the larger base population.
4. Duties and Responsibilities. The Contractor:
4.1. Must be able to work an average of 20 hours a week to include weekends. Will coordinate office hours with the Chapel staff.
4.1.1 Maintain and publicize regular office hours during the duty week.
4.1.2 Be present and administer RE programs before, during, and after Sunday morning services.
4.2. Must work closely with the Chaplain Corps and provide coordination for the support needs of the Protestant RE program.
4.3. Must establish, plan, coordinate, implement, and monitor programs identified by the Protestant RE Program.
4.4. Must provide the Protestant RE program an RE calendar and RE budget NLT 1 Sept of every Fiscal Year.
4.5. Function as a Project Officer when needed for various Protestant RE events.
4.6. Must ensure facility requests for all Protestant RE programs occurring in Chaplain Corps facilities are filled out and submitted to the Facility Scheduler.
4.7. Must coordinate appropriate publicity of Protestant RE programs.
4.8. Must coordinate and ensure that all funds requests for Protestant RE programs are properly completed and submitted in a timely manner.
4.9. Check all Project Officer return sheets and help as needed to ensure all paperwork to be turned in is completed properly.
4.10. Must receive and coordinate telephone calls, e-mail, and other communications as needed to facilitate chapel RE programs.
4.11. Must participate in regularly scheduled Chapel staff meetings.
4.12. Must participate in all Parish Advisory Council meetings to maintain effective communication between the various Protestant groups and the Council members.
4.13. Must coordinate with the heads of all chapel ministries and the Protestant Parish Coordinator to prepare both monthly and annual calendars of Protestant RE events.
4.14. Must administer and ensure the successful execution of all Protestant RE programs, e.g. Children’s Church, Vacation Bible School (VBS) and all auxiliary organizations (Men’s ministry, Women’s ministry, Youth, etc.). This oversight includes recruiting, coordinating, training, and supporting Protestant volunteers with the planning and implementation of Protestant RE programs.
4.15. Must prepare curriculum approval letters for the Wing Chaplain’s signature, as needed.
4.16 Must ensure that Installation Record Checks (IRC) are accomplished for all adults (military personnel, contractors, vendors, volunteers and other workers) interacting with children under the age of 18, in accordance with the requirements of the DOD Instruction 1402.5, Criminal History Background Checks of Individuals in Child Care Services. Ensure that the same adults are aware of local safety requirements and procedures.
4.17. Must maintain and keep a current volunteer roster.
4.18. Ensure that volunteers receive recognition for their work. Prepare letters of recognition, plan an appreciation banquet, and other recognition as required by the Protestant RE program.
4.19. Attend all Protestant worship and parish fellowship events which are held in conjunction with RE events.
4.19.1. Arrive a minimum of 30 minutes prior to the event to ensure the venue is open and volunteers are present.
4.20. The Protestant RE Contractor will attend a weekend Protestant worship service at Barksdale AFB chapel each week unless on leave and will participate actively in the Barksdale Protestant base chapel program.
4.21. Shall update the Protestant bulletin board on a regular basis to keep the information current, and change the board's theme every three to four months.
4.22. Subcontracting.
4.22.1. As needed, the contractor shall provide a list of substitute contract personnel. Names of substitutes and credentials shall be provided no later than 30 calendar days prior to the sub-contractor fulfilling the contract. Subcontractors must meet or exceed the education and experience requirements listed in this statement of work as well as comply with all required regulations.
4.22.2. The Chaplain Corps should be notified at least 14 days before any leave of absence that would prevent the contractor from performing the services.
4.22.3. The Chaplain Corps, through the Contracting Officer, reserves the right to refuse the services of such a substitute if he/she is deemed unqualified.
4.23. Safety and Security. The contractor is accountable for security and cleanliness of all facilities utilized in conjunction with their programs.
4.23.1. Contractor will be familiar with and implement fire and safety practices in accordance with AFI 91-301 to prevent accidents and preserve the life and health of him/her and any personnel performing or in any way affected by the performance of this contract.
4.23.2. Contractor will be familiar with and comply with all security procedures to include ensuring all Chaplain Corps facilities are properly secured, doors and windows locked, and lights turned off.
4.23.3. Contractor shall be responsible for keys provided and keys shall not be duplicated.
4.23.4. All keys will be returned on revocation of this contract.
4.23.5. Contractor shall report any duplicated, lost or misplaced keys upon discovery of the occurrence.
4.24. Must comply with the mandatory training required for all Contractors, and be responsible for maintaining current training records. Training includes, but is not limited to: computer-based training and chapel off-sites.
4.25. Must maintain and use an active e-mail address and telephone with voice mail to facilitate regular communication. Respond to all communication within 48 hours unless otherwise coordinated with the Protestant RE Program.
4.26. Adhere to professional dress and appearance standards.
4.27. Interact with chapel staff professionally and courteously.
4.28. Furnish all labor and transportation necessary to perform all required responsibilities and ensure tools, parts, and materials are available for the ministry.
4.29. Background Checks.
4.29.1. Contractor shall submit completed personnel background check applications within twenty (20) working days after award date to the Chaplain Corps background check program manager for processing. It is mandatory that all contractors working with children under the age of eighteen (18) have a background investigation. This is in compliance with Public Law 101-64, Section 231 (Crime Control Act of 1990 and DoDI 1402.5). An adverse finding from this investigation at any time will result in termination of the contract.
4.30. The contractor will coordinate all support requirements with the Chaplain Corps.
4.31. Government owned equipment will not be removed from Chaplain Corps Facilities without written authorization from the ADPE Manager.
4.32. The contractor must arrange for facility use, equipment and supply needs in accord with local policy and procedures, ensures coordination and security for facilities, equipment and/or materials used in the program. These supply needs will not exceed the annual budgeted expense line specifically appropriated for Religious Education.
5. The Chaplain Corps will:
5.1. Review the contract annually to consider exercise of option.
5.2. Ensure that the unit rate of payment for services described in this PWS is submitted in accordance with the line item payment requirements.
5.3. Provide an office space, desk, computer and all necessary equipment required to accomplish the contract.
5.4. Coordinate with the Base Security Office to process all necessary security checks required for the contractor to have access to the base NIPR systems and work with children.
5.5. Monitor and inspect the services, but will NOT supervise the contractor as an employee. The contractor will be notified in writing of any and all noncompliance, and will be given an opportunity to correct, if possible, nonconforming work. The contractor will be given an opportunity to respond in writing to any notice of noncompliance.
