PROTESTANT RELIGIOUS EDUCATION (RE) COORDINATOR

Statement of Work (SOW)

1. Scope of Responsibilities. Provides Protestant RE expertise, advice and coordination for Barksdale Air Force Base Protestant programs. Consults and coordinates with the Protestant RE Chaplain or Designee.

2. General Requirements. The Protestant RE Coordinator will:

2.1. Be able to efficiently organize and manage diverse programs. Be competent working with the latest Microsoft Windows and Microsoft Office environment.

2.2. At least 2 years experience working in education or as a Protestant RE coordinator, Bachelor’s Degree preferred.

2.3 Demonstrate an understanding of developmental, age-specific, RE from the Protestant tradition.

2.4. Demonstrate organizational and managerial understanding in developing a dynamic Protestant RE program.

2.5. Demonstrate enthusiasm for parish ministry and work with chaplains, contractors, volunteers and laity.

2.6. Participate in an interview with designated chapel personnel, and be able to demonstrate a strong knowledge of Protestant faith, practice and traditions.

2.7. Provide two letters of recommendation from past supervisors or administrators from the institution in which this experience occurred. Strong preference shall be given to experience as a military Protestant RE coordinator.

2.8. Be willing to work in and be fully conversant with the pluralistic environment of the USAF Chaplain Corps.

2.9. Recognize that the Protestant RE Chaplain will make the final decision as to the appropriateness and inclusion of all elements of parish programs.

2.10. Have a current, or be willing to undergo, a detailed federal and state background check in accordance with DOD 1402.05 as directed by the Wing Chaplain for Vendors working with children under 18, including a fingerprint check by OSI or other federal agency. Vendor must remain in good standing.

2.11. Be able to obtain and maintain access to the government unclassified computer network.

2.12. Work constructively and professionally with the staff members of the Barksdale AFB chapel community and the larger base population.

2.13. Be able to lift items up to fifty (50) pounds.

3. Responsibilities. The Protestant RE Coordinator will:

3.1. Be responsible to the Protestant RE Chaplain and Contract Officer for accomplishing the terms of this Statement of Work.

3.2. Establish, plan, coordinate, implement and monitor programs identified by the Protestant RE Chaplain.

3.3. Manage, plan, execute and evaluate processes (i.e., information and organizational processes) of the Protestant program as directed by the Protestant RE Chaplain.

3.4. Assist in the annual Protestant budgeting process.

3.5. Assist chaplains and program volunteers in selecting and ordering Protestant RE goods and services in support of Protestant programs. Function as a Project Officer when needed for various Protestant RE events.

3.6. Work at the location and times specified by the Designated Chaplain. Unless otherwise specified, this location will be Chapel 1 or Chapel 2.

3.7. Receive and coordinate telephone calls, e-mail and other communications as needed to facilitate chapel programs.

3.8. Prepare, submit, maintain and track facility and chapel fund requests in accordance with Chapel Operating Instructions (HCOIs) and other guidance.

3.9. Oversee and ensure the successful execution of all Protestant RE programs, including but not limited to Children’s Church, Vacation Bible School (VBS) and all auxiliary organizations (Men’s ministry, Women’s ministry, Youth, etc.). This oversight includes recruiting, coordinating, training and supporting Protestant volunteers with the planning and implementation of Protestant RE programs.

3.10. Review all Protestant RE curriculum and materials for compliance with chapel and other regulatory guidance.

3.11. Prepare curriculum approval letters for the Wing Chaplain’s signature, as needed.

3.12. Ensure that Installation Record Checks (IRC) are accomplished for all adults (military personnel, contractors, vendors, volunteers and other workers) interacting with children under the age of 18,in accordance with the requirements of the DOD Instruction 1402.5, Criminal History Background Checks of Individuals in Child Care Services. Ensure that the same adults are aware of local safety requirements and procedures.

3.13. Coordinate with the heads of all chapel ministries and the Protestant Parish Coordinator to prepare both monthly and annual calendars of Protestant RE events.

3.14. Coordinate and participate in events and meetings as directed by the Protestant RE Chaplain.

3.15. Maintain records and archives as directed by the Protestant RE Chaplain.

3.16. Work an average of twenty (20) hours per week, not to exceed 1,000 hours per year.

3.16.1. Maintain and publicize regular office hours during the duty week, as agreed upon by the RE Chaplain.

3.16.2. Be present and supervise RE programs before, during, and after Sunday morning services.

3.16.3. Flextime is authorized throughout the year, as needed to meet mission requirements. Hours and days will be negotiated with the Protestant RE Chaplain.

3.17. Work with the Protestant Parish Coordinator to plan and implement the annual Vacation Bible School or other Protestant RE programs, recruiting all necessary volunteers, ensuring appropriate materials and facilities and coordinating with the Catholic parish as needed.

3.17.1 Recruit and train volunteers to work in the various Protestant RE programs and maintain a list of all volunteers.

3.18. Ensure that volunteers receive recognition for their work. Prepare letters of recognition, plan an appreciation banquet, and other recognition as determined by the Protestant RE Chaplain.

3.19. Attend all Protestant worship and parish fellowship events which are held in conjunction with RE events.

3.19.1. Arrive a minimum of 30 minutes prior to the event to ensure the venue is open and volunteers are present.

3.19.2. Oversee and ensure the service of all Protestant RE volunteers, assisting as necessary to ensure all tasks specified by the Protestant RE Chaplain are completed.

3.20. The Protestant RE Contractor will: participate (at the Fund's expense) in professional training as the Protestant RE Chaplain may direct, will attend a weekend Protestant worship service at Barksdale AFB chapel each week unless on leave and will participate actively in the Barksdale Protestant base chapel program.

3.21. Submit after-action reports on special events/programs, as required.

3.22. Give a written monthly report to the Protestant Parish Coordinator and Protestant RE Chaplain, which at a minimum will include attendance trends, after-action reports, and program status updates.

3.23. Comply with the mandatory training required for all Vendors, and be responsible for maintaining current training records. Training includes, but is not limited to: computer-based training and chapel off-sites.

3.24. Maintain and use an active e-mail address and telephone with voice mail to facilitate regular communication. Respond to all communication within 48 hours unless otherwise coordinated with the Protestant RE Chaplain.

3.25. Adhere to dress and appearance standards determined by the Protestant RE Chaplain.

3.26. Interact with chapel staff professionally and courteously.

3.27. Furnish all labor and transportation necessary to perform all required responsibilities and ensure tools, parts and materials are ascertained for the ministry.

3.28. Actively promote and advocate, with a positive attitude, the chapel mission and direction set by chapel leadership. Avoid any actions, discussions, or statements that undermine this same mission and direction, or that result in defamation of others. Any grievances shall be resolved discretely and at the lowest possible level, beginning with chapel staff. If resolution cannot be achieved with chapel staff, then grievances will be resolved through the contracting office.

4. Invoices, Payment, and Compliance: The Protestant RE Coordinator will:

4.1. Provide a Monthly Statement of Contract Services with a log after the last day of each month to the Protestant RE Chaplain for approval of services rendered. After the Protestant RE Chaplain signs the log, the Protestant RE Contractor will follow Wide Area Work Flow (WAWF) procedures for electronic invoicing which is annotated in the contract (FAR 252.232.7003). Notify the Contract Monitor and Protestant RE Chaplain that the invoice is in WAWF.

4.2. Personally perform the services described above or coordinate performance by a substitute of equal or higher proficiency, who has been approved in advance by the Protestant RE Chaplain. Submit the names and qualifications of proposed subcontractors in writing to the Protestant RE Chaplain for approval at least 10 days prior to the proposed absence. Subcontractors must meet the requirements for the position as outlined in this Statement of Work (SOW). The Protestant RE Contractor will negotiate terms in writing with any substitute/subcontractor.

4.3. Be accountable for paying individual Social Security payments, Federal or Local Income Taxes, and State Unemployment Insurance premiums. 4.4. Have their performance monitored and inspected by the Protestant RE Chaplain. The Protestant RE Contractor will be notified in writing of all noncompliance work, and given an opportunity to correct nonconforming work. The Protestant RE Contractor will be given an opportunity to respond in writing to any notice of noncompliance. Any questions that cannot be resolved will be handled by the Contract Officer.

4.5. The Protestant RE Chaplain will provide the contractor with a schedule when the above services will be performed, at what frequency the above services will be performed, and the location where the above service will be performed. The Protestant RE Chaplain will also provide timely guidance and direction, as needed, for the purposes of clarifying programs and events. The Contractor and the Protestant RE Chaplain can report any issues that cannot be resolved to the contracting officer.
