Questions and Answers (1-45) for Repair Fire Suppression B6214 & B6215, FA4608-18-R-0012
1. Will the FACP in both hangers be replaced with MAPP+ FACP’s?
++ follow contract Statement of Work, unless it is a requirement to upgrade due to the new work is not compatible with the existing MAAP+ FACP
2. Will we need to include MNS systems in both hangers?
++ follow contract Statement of Work
3. If an MNS system is required, do notification devices need to be replaced as well with stacked combo units or do we add additional speaker strobes for MNS?
++ follow Statement of Work, but if a new panel is installed, replace devices with stacked combo units
4. Existing FA devices in 6214 are addressable. Will they need to be replaced with new devices?
++ no
5. Existing FA devices in 6215 are conventional. Will they need to be replaces with new or do add monitor modules to monitor existing devices?
++ no, unless an FACP change is required due to new work, then would add monitor devices
6. Will new red conduit and boxes be required for the FA wiring? UFC states all conduit be factory painted in unfinished areas. Are the Hangers considered unfinished?
++ yes for any new conduit that will be required to be run
++ yes the hangar is considered an unfinished space.
7. If new red conduit is not required, can we reuse the existing conduit and paint it red?
++ yes
8. Will the existing FA system need to stay in operation until the new systems are installed?
++ yes, to the largest extent possible. Understand that if a new FACP is added there will be some down time, but that will have to be coordinated with Fire Department
9. For Building 6215, do we need to add isolation valves with electronic monitoring at each of the foam nozzles? We believe this would be a total of 5 monitors.
++ yes
10. Since this is a project inside two buildings on the inside of the flight line fence, will the workers need red-line badges or constant government escorts for this project, or will normal contactor passes be acceptable.
++ a base pass and a separate restricted area badge will be required
11. Will there be two NTPs? One to begin design and submittals, and the other for actual site work?
Our worry is the government review time for design submittals (which is a heavy unknown), and we don’t want all of our project days to be used up waiting for government approval on drawings and submittals. Then, after the submittals and design drawings are finally approved, we will have lead times on materials we have to contend with because we can’t really order anything until the submittals and design drawings are approved.

12. The project will require additions to the existing fire alarm control panels; What level of shop drawings will be required?
++ This will get reviewed by AFCEC FPE, so a full set of shop drawing to show existing and modifications will be required. Drawing will have to be in accordance with all applicable codes (UFC3-600-1, NFPA and ETL).
13. Is existing submittals available for the existing fire alarm control panels?
++ All available government drawings has and any data will be uploaded.
14. For the acceptance testing who will provide the fuel for the pan fire testing?
++ Supplied Hangar Acceptance Test Procedures states: Live propane fire tests (coordinate fire department is present and with triple IR manufacturer to ensure device is on site) Therefore the prime contractor should ensure that the fire pan and the fuel are on site and ready at time of testing
15. Does the 150 days include the design and approval process?
++ Yes
16. What is the area classification of the hangars?
++ If you are talking "security" classification, they are in a "controlled area" ++ All personnel will be required to get base passes, which require some form of "Real ID" or a passport ++ All personnel will be required to bet a "controlled area" line badge
-- These are controlled items and should be turned in at the end of the project.
-- If there are contractors that have had them in the past and did not turn the line badge in, then it is possible they may not be granted a new one
-- Line badges expire when base pass expires, you have to have base pass, fill out a line badge form and take/pass a security test
-- Line badges can take 3-4 weeks to process
17. One of the prospective bidders reworked one the hangars in 2011; Is that calculation data available to all of the prospective bidders?
18. Are any calculations or as built data available for either hangar available to bidders in order to provide the required updated sprinkler calculations?
19. On the Preliminary and Final testing (PAT and FAT) document and the statement of work has some ambiguity; Will it be required to meet all of the requirements in the PAT and FAT document? For example, the testing document mentions testing the fire pump yet there is no scope for the fire pump.
++ I will verify with AFCEC, but I do not believe that contractually we can hold you responsible for fire pump tests
20. Are there any additional drawings or information for the underground piping that needs to be replaced and or relocated? The piping use and type is not clearly identified.
21. During the walkthrough the diverting valves could not be identified due to aging and corrosion; is any data or requirements available for these valves?
22. What is the supervision requirements on the project?
++ A Superintendent employed by the Prime must be onsite at all times during performance of the contract.
23. Please provide drawing to show the design and extent of rework to the 8” and 14” supply lines.
The current supplies are fully encased in concrete. The scope of work states, “reroute pipe entering building to be in a trench or above ground.” Please clarify the intent of this note. Also, the water supplies don’t seem to match the as built drawings that were supplied with the RFP. Further clarification is needed as this is unclear what and how to this item is to be installed.

24. Please clarify whether the diverter valve is to be demo’d and replaced or if the system is to be repaired. If repaired to what extent is it damaged.

25. We are requesting another site visit to further gather information on the site and equipment before the bid. Thanks for this consideration.
