Statement of Work
Project AWUB 13-0016 Repair Fire Suppression
Bldgs 6214 and 6215
1. In general, the scope of work for this project shall include project design, the furnishing of all materials, labor, supplies, and equipment necessary for the correction of fire suppression deficiencies at Buildings 6214 and 6215. The contractor shall complete all work in accordance with this statement of work and code requirements.
2. Code Compliance:
Where applicable, all work performed under this contract shall meet all federal, state and local codes and standards including but not limited to UFC 3-600-01, UFC 3-600-02, AFI 32-1066, NFPA’s, AFOSH, AFMAN 91-201, UFC 3-410-01FA for Mechanical, UFC 3- 420-01 for Plumbing, UFC 4-211-01 for Fire, International Building Code, Air Force Technical Letters (ETLs), National Electric Code, ASHRAE Standards, SMACNA Standards, International Plumbing Code, etc. Where any ambiguity exists between standards, the most stringent shall apply. This does not apply to fire requirements. UFC 4-211-01 is written as the most appropriate for AF not necessarily the most stringent.
3. Facilities:
a. B6214
1. Current Conditions:
Building 6214 (B-52 Nose Dock maintenance hangar): The facility has a low-level AFFF foam suppression and overhead wet-pipe automatic sprinkler systems. The AFFF system has oscillating foam nozzles. Each nozzle has a shutoff valve that is not locked or electronically monitored. Both the AFFF and wet-pipe sprinkler risers don’t have surge suppression tanks. A small section of AFFF concentrate pipe is not stainless steel pipe. The AFFF system diverting valves are no longer functional to divert foam to the holding tank. AFFF solution currently flows into the sanitary system if the system were discharged. The hangar bay has some ultraviolet/infrared (UV/IR) flame detectors, but they are used for alarm only. They do not trigger AFFF foam discharge. Some foam discharge stations are located too close to the FA manual pull stations. Some exit doors don’t have an exit sign or light. The fire alarm panel is M-2 Monaco panel. There is no smoke detector to protect the panel. There is no MNS in the facility. (See attached prints of Fire Alarm and Fire Suppression System)
2. Work Elements:
- Install surge suppression tanks on both foam and wet-pipe sprinkler system risers IAW UFC 4-211-01.
- Install electronic monitor for all control/shutoff valves at the foam nozzles.
- Replace copper piping section at the AFFF proportioner with stainless steel pipe.
- Replace the AFFF diverting valve and piping to direct AFFF solution to the holding tanks. It would violate Environmental policies if the AFFF solution is discharged into the sanitary system.

- Re-locate FA manual pull station on the opposite side of exit doors in the hangar bay. Where not located at an exit door, locate at least 5 feet away from the foam discharge stations. Any new FA devices will be NEMA 4.
- Install smoke detector above the fire alarm control panel.
- Install exit signs or lights at all exits throughout the hangar bay and ensure that all exit doors are self-closing and properly latched.
- Add identification tags to wet pipe inspectors test valves
- Add signage to identify normal position of wet pipe inspectors test valves
- Reroute pipe entering building to be in a trench or above the slab
- Add signage to identify normal position of wet pipe system shutoff valves and drain valves
- Add test header to AFFF system IAW UFC 4-211-01.
- Replace portion of foam concentrate copper pipe with stainless steel
- Conduct engineering evaluation to verify fixed nozzle replacement would still provide adequate coverage. Perform PAT and FAT IAW UFC 4-211-01.
- Add hydraulic data plate to AFFF riser
- Add signage to identify normal position of AFFF system shutoff valves and drain valves
- Add surge suppressor to wet pipe system riser and AFFF system riser IAW
UFC 4-211-01.
- Replace manual foam discharge stations signs with proper signage IAW UFC 4-211-01.
- Install transient voltage surge suppression to fire alarm control panel
- Install manual foam discharge station signs (7) IAW UFC 4-211-01.
- Replace existing deluge valve inside the mechanical room with an external reset flow control valve and trim IAW UFC 4-211-01.
- Replace UV/IR detectors with X3301 Multispectrum IR Flame Detectors manufactured by Det-Tonics IAW UFC 4-211-01.
- Install an Eagle Quantum Premier fire detection/releasing control unit manufactured by Det-Tronics with TVSS in an existing normally occupied conditioned space with temperature between 60-80F and a relative humidity of 85% at 86F. Do not install in hangar bay IAW UFC 4-211-01.
b. B6215
1. Current Conditions:
Building 6215 (B-52 maintenance hangar): The facility has low-level AFFF foam suppression and overhead wet-pipe automatic sprinkler systems. AFFF system has 5 oscillating foam nozzles. Both AFFF and wet-pipe sprinkler risers don’t have surge suppression tanks. AFFF system diverting valves are no longer functional to divert foam to the holding tank. AFFF solution currently flows into the sanitary system if the system were discharged. AFFF diverting valve is encased in concrete and there is no access for maintenance. Foam test headers are connected before the foam proportioner. Foam concentrate piping does not have control valve. Some exit doors don’t have exit sign or light and are not latched properly. The fire alarm panel is M-2 Monaco panel. It is currently in trouble alarm because the foam releasing panel is in trouble. There is no MNS in the facility. (See attached prints of Fire Alarm and Fire Suppression System).
2. Work Elements:
- Install surge suppression tanks on foam (1) and wet-pipe sprinkler system Risers IAW UFC 4-211-01.

- Install electronic monitor for AFFF system bladder tank isolation valve and concentrate valve.
- Modify piping so that AFFF foam test header piping shall be connected after the foam proportioner.
- Provide control valve on the foam concentrate pipe (between foam tank and proportioner).
- Replace the AFFF diverting valve and piping to direct AFFF solution to the holding tanks. It would violate Environmental policies if the AFFF solution is discharged into the sanitary system.
- Re-locate FA manual pull station on the opposite side of exit doors in the hangar bay. Where not located at an exit door, locate at least 5 feet away from the foam discharge stations.
- Install smoke detector above the fire alarm control panel.
- Install exit signs or lights at all exits throughout the hangar bay and ensure that all exit doors are self-closing and properly latched.
- Reroute pipe entering building to be in a trench or above the slab
- Add signage to identify normal position, wet pipe system inspectors test valves.
- Install hydraulic data plate, wet pipe system.
- Relocate wet pipe flow switch, IAW NFPA 13 and manufacturer’s instructions.
- Add signage to identify normal position of wet pipe systems system shutoff valves and drain valves.
- Conduct engineering evaluation to verify fixed nozzle installation would still provide adequate coverage. Perform PAT and FAT IAW UFC 4-211-01.
- Add hydraulic data plate to riser, foam system.
- Add signage to identify normal position of AFFF system shutoff valves and drain valves.
- Install Foam activation blue beacons IAW UFC 4-211-01.
- Install transient voltage surge suppression to fire alarm control panel.
- Install temperature monitoring in fire protection room and foam proportioning room IAW UFC 4-211-01.
- Replace UV/IR detectors with X3301 Multispectrum IR Flame Detectors manufactured by Det-Tronics IAW UFC 4-211-01.
- Install an Eagle Quantum Premier fire detection/releasing control unit manufactured by Det-Tronics with TVSS in an existing normally occupied conditioned space with temperature between 60-80F and a relative humidity of 85% at 86F. Do not install in hangar bay IAW UFC 4-211-01.
4. Perform preliminary and final acceptance testing for B6214 and B6215 IAW attached Hangar
Acceptance Test Procedures, AFCEC.
5. Electrical:
a. All electrical work shall adhere to NEC and NFPA70.
b. Install a ground wire with all circuits throughout and bond all panels, junction boxes and fixtures.
c. CONDUCTORS: All conductors will be copper. Secondary will be THHN insulation.
d. The proper LB, LL, or LR shall be installed such that the cover is facing out to allow for maximum working space (minimum of 30" clearance) for pulling cable.
e. Do Not put two circuits under one breaker. Single phase circuits shall NOT share a neutral.

f. Secondary: Use deep Four square boxes only.
g. All conduit will be EMT with Compression type connecters only.
h. Re-type panel directory as necessary,
i. Remove all electrical conduit and wire no longer in use seal building penetrations as necessary and touch up paint as necessary.
6. Unified Facilities Criteria UFC 4-211-01, UFC 3-600-01 and UFC 3-600-02: The Unified
Facilities Criteria (UFC) system provides planning, design, construction, operations and maintenance criteria, which apply to all service commands having military construction responsibilities. UFC shall be used for all projects and work for other customers where appropriate.
7. As-Built drawings (pdf format on CD) shall be provided prior to final acceptance of project.
8. Submittals:
a. Alarms
b. Fire sprinkler system
c. Piping
d. Tanks
9. Scheduling:
The contractor is responsible for scheduling the project with the occupant. The occupant shall have a minimum of 30 day notice for construction.
10. Contract Closeout: The following items are required at contract closeout. Final payment on contract shall not be made without the submittal of all of the required closeout documents.
a. Operations, Maintenance Manuals, Manufacturer specifications, Catalogs – Required on all contractor furnished equipment. Manuals shall include information and model numbers for ordering replacement parts.
b. Equipment Warranties – Warranties shall be submitted for all contractor provided equipment.
11. The period of performance shall be 150 days including 30 days to start.
12. Lay-down Area Temporary Fencing
The Contractor shall furnish all labor, materials, and equipment necessary to provide secure and visually aesthetic temporary fencing for surrounding project equipment and material in lay-down areas.
Work shall include:
a. Clearing area of all encumbrances to safe erection of fencing.
b. Provide fence that is: metal tube frame; metal woven wire mesh (minimum 11 gauge);
minimum 6 feet in height.
c. Provide integral to fence visual blocking material, either slat weave or sheet goods.

d. Erecting fence in such manner as to prevent loss of fencing or blocking due to inclement weather.
e. At no time shall fence interfere with fire egress paths or fire equipment ingress, to include periods when gates are in operation.
Contractor shall submit cut sheets on all items for installation, prior to procurement, for approval by the C.E. Architect. Complete the design as indicated on drawings in accordance with UFC 1-200-01 General Building Requirements which includes the latest editions of the International Building Code and NFPA Life Safety Code, and Americans with Disabilities Act. All required work shall be accomplished in accordance with the Barksdale AFB Design Compatibility Guidelines (DCG). All colors and materials shall be selected by the Civil Engineer Architect in accordance with the DCG. Construction shall be conducted in a quality workmanlike manner.
Contractor shall take any steps necessary to protect government and occupant property from damage caused by weather or other occurrence while work is in progress.
13. Upon notification of completion by the contractor a determination will be made as to the satisfactory completion and acceptance of the contract specification(s). Any segment of the operation that is not acceptable because of an unsightly or unprofessional appearance will be justification for rejection of the treatment. The contractor will incur all costs, both labor and materials, for reaccomplishment of any unacceptable work identified.
14. The contractor will be responsible for and incur any and all labor and material costs required to repair any damages to government facilities that occurred during and as result of repair work, replacement operations, or new work, under this contract. This damage will be identified as separate from the condition of the facilities as identified during the initial inspection. The damage will be identified, but not limited, to the following items.
a. Government gas, water and electric transmission and distribution systems
b. Occupant personal property
15. Additional Information.
a. The contractor will begin work not earlier than 7:30 am each workday. Work will not be performed later than 6:00 pm.
b. Inspections will be conducted by the Contracting Officer and /or Contracting Officer’s Representative and the Contractor’s Manager.
c. Any discrepancies should be noted and forwarded to the Architect.
16. Background Checks for Contractor Personnel Requiring Entry/Access to Barksdale AFB (Jan
2005)
Security Forces will conduct a National Crime and Information Center (NCIC) background check on all contractor or subcontractor personnel prior to granting access to the installation.
17. CONSTRUCTION AND DEMOLITION DEBRIS REPORTS
The following requirement is listed in Attachment 3, Environmental Requirements for Contractors Working on Barksdale Air Force Base. These reports are required to be submitted on an AF 3000 Material Submittal and should be incorporated into the AF66 Material Submittal Schedule at time of contract award. Final payment will not be released until C&D reports have been submitted and accepted by the Government.
“Construction and Demolition (C&D) debris is generated as a result of construction, renovation, or demolition activities. Although C&D debris is usually considered a single waste stream, the composition actually varies with each activity and the type, size, and location of the structures involved. Disposing of C&D debris in landfills consumes enormous amounts of space and is both economically and environmentally costly. In accordance with AFI 32-7042 and BAFB’s Integrated Solid Waste Management Plan (ISWMP), ALL WEIGHTS OF C&D MATERIALS
RECYCLED AND DISPOSED MUST BE REPORTED TO THE RECYCLE PROGRAM
MANAGER.”
18. CONTRACT COMPLETION INSPECTIONS
The contractor will schedule (preferably with 3 working days notice) a pre-completion inspection to be held approximately 10 calendar days prior to the expiration of the contract. This inspection may result in a "punch list" indicating items to be furnished or work to be completed by the contractor or subcontractors in order to complete the work specified in the contract documents. This list may not be construed to be all inclusive. A copy of the list will be furnished to the contractor within 2 workdays for his use in completing the contractual work. If the pre-completion inspection results in no "punch list" and the work is complete, this inspection may be considered the "final" inspection as determined by the Contracting Officer. If required, the contractor will be responsible for scheduling the contract completion inspection (preferably with 3 working days notice) to be held no later than the final day of contract performance.
Should this inspection result in a "punchlist", the contractor will have 10 calendar days (after receipt of punchlist) to complete all punchlist items and notify the Contracting Officer of this.
NO FINAL INVOICE SHALL BE PAID UNTIL ALL PUNCHLIST ITEMS ARE COMPLETED TO
THE SATISFACTION OF THE CONTRACTING OFFICER. Should a contractor exceed the time allowed for these corrections, it may result in negative past performance which could affect future contract awards.
19. PERFORMANCE INFORMATION
NOTICE TO PROCEED will be issued within 30 calendar days after award of contract. Award date shall be established as the date of mailing or otherwise furnishing a properly executed award document to the successful offeror.
20. WORK SCHEDULE:
Working hours for the contractor will normally be between the hours of 7:30 a.m. and 6 p.m.
excluding Saturdays, Sundays and Federal Holidays (New Year’s Day, Birthday of Martin Luther King, Jr., Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day and Christmas Day). If the contractor desires to work during periods other than above, additional government inspection forces may be required.
The contractor must notify the contracting officer three days in advance of his/her intention to work during other periods to allow assignment of additional inspection forces when the contracting officer determines they are reasonably available. If such force is reasonably available, the contracting officer may authorize the contractor to perform work during periods

other than normal duty hours/days, however, if inspections are required to perform in excess of their normal duty hours/days solely for the benefit of the contractor, the actual cost of inspection at overtime rates will be charged to the contractor. These adjustments to the contract price may be made periodically as directed by the contracting officer.
21. DELIVERY TIME:
The period of performance on this project will be 150 Calendar days from the Notice to Proceed (NTP) date.
