307th BW HQ Renovation Questions and Answers
Question 1. Period of Performance per Section A1 is 365 in 4 phases. Will the Bidder be able to clarify the area of phases as this is a VRF system?
Answer 1. Yes
Question 2. Is the separation of phasing at the corridor: for the first floor runs approx. East / West area 100D to 100C and Sec Floor approx. East / West 200F ?
Answer 2. Correct
Question 3. Drg Sheet M1.1 plumbing general note 23 references fire / smoke walls. Is there a drawing indicating the fire / smoke wall locations?

Question 4. Drg Sheet FP1.0 fire general note 9 reference firestop all penetrations through rated walls ceiling and floors. Is there a drawing indicating the fire and / or smoke rated wall and ceiling locations. Also see Drg E1.0 general note 21 that references architectural drg for location of fire rated walls for conduits sealing.

Question 6. Are there any critical areas, such as computer server rooms or other areas that will require conditioned air at all times during phasing, and the execution of the work?
Answer 6. 124B and 234C are server rooms that will have to be kept cool, building is set up with inner cooling and outer cooling AHUs, the project calls for VRV system
Question 7. Chilled Water / Heating hydronic system requirements are referenced in the specifications. Example insulation, testing etc. Does this apply to this project?
Answer 7. If there is no CW/HW piping, then no
Question 8. Who will remove and replace the existing antenna, brackets, and cable clips from the brick exterior prior to cleaning and waterproofing?
Answer 8. Contractor will be responsible for removing brackets and cable clips, along with re-installation.
Question 9. Solicitation does not include the removal, storage, or providing new furniture. It is our interpretation of the contract documents that the work area will be clear of all furniture prior to issuing notice-to-proceed? Please confirm and/or clarify.

Question 10. It is our interpretation of the contract documents that the existing landscaping surrounding the building may be removed for cleaning and waterproofing of brick. Please confirm and/or clarify.
Answer 10. Follow plans and specifications
Shrubs may be “trimmed” to gain access unless otherwise “explicitly” indicated on plans and Specifications that they be removed
Question 11. The Solicitation specifically addresses that four (4) notices-to-proceed will be issued for all work to the interior of the building with acceptance of the work prior to issuance of the next notice-to-proceed. It is our interpretation that all exterior work will be included in the first notice-to-proceed and accepted before the second notice-to-proceed is issued. Please confirm and/or clarify.
Answer 11. This can be completed during any phase and will be determined by the Contractor.
Question 12. The Solicitation limits areas for construction activities. What area will be made available for construction lay-down and storage, trailers, and parking?
Answer 12. Laydown areas will have to be approved by Base Civil Engineer and User once bid is accepted/funded. Reasonable space will be allocated for each, but some (parking/trailers) that do not require immediate access may be deep in the parking lot south of the facility.
Question 13. Existing SIPRNet access is available throughout the building. Confirm the Solicitation does not include removal, installation, or modification of the existing SIPRNet wiring or system. If this work is to be a part of the contract then provide proper drawings and/or specifications.

Question 14. Who is to supply the dishwasher shown on A5.1 for room 101? If Contractor supplied, provide specification or model #?
Answer 14. Contractor not responsible for supplying dishwasher. Government will provide winning bidder with a make and model to reference for cabinet/utility work.
Question 15. Sheet MS1.0 indicated the new fire line enters the building in the northwest corner and FP1.0 indicates the fire line enters the mechanical room in the southwest corner. Confirm FP1.0 is the correct location? Provide any additional requirements for the removal and replacement of concrete and asphalt paving.
Answer 15. MS1.0 states to go to FP1.0 for continuation. FP1.0 shows the fire line entering into the mechanical room. Therefore the fire line will enter the mechanical room as shown in as shown.
Question 16. Provide the Hazardous Materials report referenced in Specification 01732.1.7.E.
Answer 16. There is no Hazardous Materials report available, this was an error in the specification.
Question 17. Utility and mechanical service will be interrupted to occupied areas of the building during scheduled removal of certain mechanical and electrical equipment. Confirm this interruption is acceptable, when scheduled?
Answer 17. The building will be occupied, so services that would interrupt personnel in the facility should be kept to a minimum and/or planned on a weekend. Interruptions will have a minimum of 2 week notification.
Question 18. Please provide the most recent asbestos/lead paint survey for Building 6803?
Answer 18. There are no known existing surveys.
Question 19. If no asbestos/lead paint survey exists for Building 6803, will it be the Contractor’s responsibility to perform these surveys?
Answer 19. There are no known existing surveys. Contractor will be responsible.
Question 20. There is evidence of water damage and water leaks around windows and roof penetrations. Will the contractor be responsible for sealing these existing leaks and/or repairing any water damage?
Answer 20. Follow plans & specifications
Question 21. Will the Contractor be responsible for cleaning/clearing any debris from the roof drains and drain pipes in the walls?
Answer 21.Follow plans & specifications
Question 22. Will the Contractor be responsible for repairing any grass or sidewalks around the perimeter of building damaged during pressure washing and water repellant application?
Answer 22. Yes
Question 23. Will the Contractor be responsible for repainting any chipping/flaking paint and/or repairing any failing/damaged joint sealant on the exterior of the building that is damaged/removed while pressure washing?
Answer 23. Yes
Question 24. Who will the contact be for verifying the salvage or removal of furniture and picture rails?
Answer 24. The building facility manager
Question 25. Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate?
Answer 25. Yes this will be tax exempt. The winning contractor will be provided a tax exempt letter.
Question 26. Will the Government provide comprehensive written badging requirements for the project if badging is required?
Answer 26. Normal base pass is the only requirement for this project.
Question 27. Where will the designated parking area be for workers accessing the construction site?
Answer 27. Once the contract has been awarded the contractor will submit several options for lay-down/parking areas for the Base Civil Engineer to approve.
Question 28. Will the fire sprinkler system and/or the fire alarm system need to be disrupted during construction? If yes, what if any additional security measures will the government require e.g. fire watch, temporary fire alarms, adjustments to sprinkler heads, etc.
Answer 28. Contractor needs to tell us the answer to whether the systems will be disrupted
**Facility does not currently have a fire suppression system
Question 29. Does the Government have a fire alarm servicer that they currently work with?What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions?
Answer 29. Information will be provided during pre-construction briefing with selected Contractor.
Question 30. Has the work area been checked for asbestos?
Answer 30. No known records, contractor should include pricing for a survey
Question 31. What is the Governments’ policy if asbestos products are encountered during construction?
Answer 31. Contract will be modified to abate found materials
Question 32. Does the Government currently have a 3rd party testing service for those items requiring testing or is the contractor free to locate and hire applicable testing firms?
Answer 32. Contractor will be responsible
Question 33. Who is responsible for locating utilities?
Answer 33. Contractor will run a Barksdale AFB dig permit and proper authorities will come out and mark
Question 34. What is the “full height” of the full height adjustable metal supports and shelves (A3.4- C16)
Answer 34. I did not see a C16 on sheet A3.4
Question 35. How much of the soffit is mismatched or damages and requires replacement?
Answer 35. Contractor should have estimated at site visit
Question 36. Are all doors being replaced as implied on A5.2 or just the ones in the schedule on A5.1?
Answer 36. Not sure how the question relates…A5.2 pertains to signage, while A5.1 pertains to doors

Question 37. Can you provide a finish schedule with existing wall heights for each room?
Answer 37. No
Question 38. Please confirm the GC will not be responsible for any FF&E aside from auditorium seating.
Answer 38. Refer to plans and specifications
Question 39. Is there to be any phasing or times when the building is occupied?
Answer 39. 4 phases, building will be occupied except for the area under construction
Question 40. It looks like we are running a new underground line on MS1.0, but there is no spec for repaving etc. What is the owner’s intent?
Answer 40. Any pavement/concrete that has to be taken out must be replaced appropriately
Question 41. Can CPARS be submitted in place of Past Performance Questionnaires?
Answer 41. Yes
