Combined Synopsis- Solicitation for Commercial Items (IAW FAR 12.603) Contracting Office Address:
Department of the Air Force, Air Force Global Strike Command, 2 CONS – Barksdale AFB, LA, 801 Kenney Ave. Suite 2301, Barksdale AFB, 71110, United States.
Description/Purpose:
This proposed acquisition is a combined synopsis/solicitation prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is not to be construed as a commitment by the Government. All information is to be submitted at no cost to the Government.
The Government intends to procure by a Firm-Fixed Contract all actions necessary to upgrade and install existing VINDICATOR® equipment on Air Force Approved Electronic Security Systems (ESS) in several facilities located at Barksdale AFB, LA and the Contractor shall furnish labor, tools, material, facilities, and training necessary to meet and perform all contractual obligations as defined in the Statement of Work (SOW).
VINDICATOR® and VICADS® are the only authorized equipment that meets the criteria listed on the Headquarters Air Force (HAF) Non-Nuclear Equipment Approval List dated 2-Nov-15. The VINDICATOR® Security System is software based and capable of handling an unlimited amount of field distribution panels. The contractor programing the VINDICATOR ® and VICADS® systems must be certified to work on VINDICATOR® and VICADS® Security System equipment and possess a current VINDICATOR ® and VICADS® Factory Certifications. The integrated system operates on the base unclassified fiber optic network.
The solicitation will be issued as a Request for Quotes (RFQ) using FAR part 13 procedures under the solicitation number FA4608-17-Q-9036. This solicitation is issued as a “Brand Name” Only acquisition as authorized by FAR 6.302-1(c).
Due Date and Time:
Quotes are due no later than 4:00 p.m., Monday, July 3, 2017 – Central Standard Time.
This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-95 as of 20170119, Defense Federal Acquisition Regulation Supplement Publication Notice (DPN) 20161222 and Air Force Acquisition Circular (AFAC) 2017-0127.
Site Visit: A site visit will be held on Friday, June 16, 2017 from 9:00 AM to 12:00 PM CST. All commercial vehicles are required to enter Barksdale AFB through the East Gate, just off I-20 and Industrial Drive. This includes construction, food, supply, FedEX, and UPS deliveries, as well as contractors entering with company trucks. Contractors entering in their privately owned vehicles with an approved pass will be allowed entry at any gate. Hours of operation for the East Gate are 5:45am – 5:45pm, 7 days a week.
For either the site visit or submission of proposals, all personnel requesting access to Barksdale Air Force Base must possess a valid State or Government picture identification card. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access. Additional documentation include a valid U.S. or foreign government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal state or local government agencies that include a photo and biographic information. Personnel requesting vehicle access to Barksdale Air Force Base must provide a valid driver's license, current vehicle registration, and valid vehicle insurance."
Vendors will then walk/drive to the actual sites of contract performance. Vendors are encouraged to inspect the site in order to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance to the extent that information is reasonably obtaintainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Those wishing to participate in the site visit must submit names of attendees. Respondents shall respond no later than Friday, June 9, 2017 at 12:00 P.M. CST. The POC for this solicitation is listed below, all responses, questions, submissions, and correspondence shall be sent to the Contracting Specialist Mrs. Jennifer Souza at jennifer.souza.3@us.af.mil, 318.456-9725. IF YOU DO NOT SUBMIT NAMES YOU WILL NOT BE ALLOWED ON BASE.
Questions and Answers: All questions are due to this office no later than Friday, June 23, 2017 at 12:00 P.M CST. Questions and Answers shall be published on Monday, June 26, 2017 at 4:00 P.M. CST.
*Important Notes:
1. To be eligible for contract award, vendor must be registered in the System for Award Management (SAM) and must also complete Representations and Certifications at http:www.sam.gov, per FAR 52.204-7.
2. All payments by the Government under any associated contract shall be made by electronic funds transfer (EFT), per FAR 52.232-33,
3. See applicable FAR, DFAS, and AFFARS Clauses and Provisions that apply.
4. Do not transmit classified information over unsecured telecommunications systems. Official DoD telecommunications systems are subject to monitoring. Using DoD telecommunications systems constitutes consent to monitoring.
5. Complete the necessary fill-ins and certifications in provisions. The provisions FAR 52.212-3 shall be returned along with the quote if they have not been completed in System for Award Management (SAM).The following 6 attachments are applicable to this solicitation and will be provided with the RFQ:

The following provisions are applicable to this solicitation. Please note, this is an RFQ using simplified acquisition procedures in accordance with FAR 13. For the clauses and provisions listed in this solicitation, the terms “offeror” and “bidder” are considered to mean “vendor”; and the terms “offer” and “proposal” are considered to mean “quote”
Quotes shall be submitted in electronic format and emailed to jennifer.souza.3@us.af.mil no later than the solicitation due date and time. Email is the required method; however it is the contractor’s responsibility to follow up with the listed POC to ensure their quote was received on time.
Since award will be based on initial responses, offerors are highly encouraged to quote their most advantageous pricing in their initial response.
NO CORRECTIONS AND/OR CHANGES ARE ALLOWED AFTER DUE DATE AND TIME OF SUBMISSION OF OFFORS.

Award will be made to the offeror whose quote conforms to the solicitation requirements and is able to satisfy the Government’s requirements. Offeror must ensure the provision FAR 52.212-3, Offeror Representation and Certifications- Commercial Items (APR 2016) with its Alternate I (this must be completed on http://www.sam.gov). FAR 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS--COMMERCIAL ITEMS (DEVIATION 2013-O0019) (JAN 2017)
(a) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (a) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(b)
(1) Notwithstanding the requirements of any other clause in this contract, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (b)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—

52.222-36 EQUAL OPPORTUNITY FOR WORKERS WITH DISABILITIES. (JUL 2014)
(a) Equal opportunity clause. The Contractor shall abide by the requirements of the equal opportunity clause at 41 CFR 60-741.5(a), as of March 24, 2014. This clause prohibits discrimination against qualified individuals on the basis of disability, and requires affirmative action by the Contractor to employ and advance in employment qualified individuals with disabilities.
(b) Subcontracts. The Contractor shall include the terms of this clause in every subcontract or purchase order in excess of $15,000 unless exempted by rules, regulations, or orders of the Secretary, so that such provisions will be binding upon each subcontractor or vendor. The Contractor shall act as specified by the Director, Office of Federal Contract Compliance Programs of the U.S. Department of Labor, to enforce the terms, including action for noncompliance. Such necessary changes in language may be made as shall be appropriate to identify properly the parties and their undertakings.

The following AFFARS Mandatory Procedure Applies: 5352.201-9101 OMBUDSMAN (June 2016)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

(d) The ombudsman has no authority to render a decision that binds the agency.
(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.

5352.223-9001 HEALTH AND SAFETY ON GOVERNMENT INSTALLATIONS (NOV 2012)
(a) In performing work under this contract on a Government installation, the contractor shall:
(1) Take all reasonable steps and precautions to prevent accidents and preserve the health and safety of contractor and Government personnel performing or in any way coming in contact with the performance of this contract; and
(2) Take such additional immediate precautions as the contracting officer may reasonably require for health and safety purposes.
(b) The contracting officer may, by written order, direct Air Force Occupational Safety and Health (AFOSH) Standards and/or health/safety standards as may be required in the performance of this contract and any adjustments resulting from such direction will be in accordance with the Changes clause of this contract.
(c) Any violation of these health and safety rules and requirements, unless promptly corrected as directed by the contracting officer, shall be grounds for termination of this contract in accordance with the Default clause of this contract.

5352.242-9000 CONTRACTOR ACCESS TO AIR FORCE INSTALLATIONS (Nov 2012)
a) The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation.
(b) The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The contracting officer will endorse the request and forward it to the issuing base pass and registration office or Security Forces for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver’s license, current vehicle registration, and valid vehicle insurance certificate, to obtain a vehicle pass.
(c) During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.
(d) When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with AFI 31-501 citing the appropriate paragraphs as applicable.
(e) Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office.
(f) Failure to comply with these requirements may result in withholding of final payment. (End of clause)
