Statement of Work (SOW) Refresh Electronic Security Systems
Air Force Global Strike Command Facilities Barksdale Air Force Base, Louisiana
1. SCOPE:
1.1 This statement of work (SOW) defines general requirements for Headquarters’ Air Force Global Strike Command (AFGSC), Barksdale AFB, LA, requested refresh of existing VINDICATOR ® brand Air Force approved Electronic Security System (ESS). The term ESS covers both Intrusion Detection Systems (IDS) and Access Control Systems (ACS).
Refreshed ESS will cover multiple secured areas governed by various security doctrines.
Security doctrines for this statement of work includes but is not limited to: Intelligence Community Directives (ICD) Technical Specifications 705, Air Force Instruction (AFI) 31-101 and 10-207, Air Force Manual 14-304 and related standards. Copies of all guidance may be provided upon written request. This scope of work requires activities to include, but are not limited to; site surveys, logistics, parts purchasing, programming, and installation timelines.
This project requires refreshed software and/or hardware for multiple low voltage VINDICATOR components and peripherals to ensure entire ESS system meets minimum standards. Project could be viewed in two stages as outlined below:
1.1.1 Site survey to validate needed components to refresh all Intrusion Detection Systems (IDS) and Access Control Systems (ACS) under AFGSC purview to ensure compliance with (1) all publications listed in paragraph 1, (2) current National Electrical Code industrial specifications, (3) current published approved AEL components, and (4) 2d Communication Squadron approved CPUs and peripherals. ESS must remain operational and provide minimum lines of detections (LODs) mandated in published directives during entire project.
Components shall be VINDICATOR® compatible components capable of connecting with pre-existing base alarm network and pre-existing monitoring stations without further contract needs. Contractor plans and timelines should take in to account an “8 hour duty day”; meaning existing IDS remains fully functional during non-duty hours. All required components should be pre staged at BAFB prior to refresh project timelines beginning. Contractor will provide ten percent (10%) bench stock supplies for refreshed ESS components.
1.1.2 Install components needed to refresh and/or upgrade and/or replace dated components of existing VINDICATOR® ESS. Refreshed system will integrate with existing communications infrastructure without further contract needs.
Contractor must fully understand and be able to execute software programming for both IDS and ACS. Although both systems (IDS/ACS) operate on the base unclassified fiber optic network, they are separate systems and will not share electrical hardware; electrical components; functional software or needed peripherals. Contractor shall furnish current DIACAP and or DITSCAP certificates for all IDS/ACS components connected to base local area network (LAN) as required by 2 CS. Vendor shall provide proof that all replacement components meet or exceed current approved electronics listings (AEL) published by Air Staff. All ESS shall continue to function with a single credential using Level II controls without additional contract needs.
1.2 All components shall be from current edition of IDS-AEL as provided by end user. The scope of work covers HQ AFGSC (Building 5541, 5546, 5576), and HQ 8 AF (Building 5341, FA4608-17-Q-9036

5345, 5376), as well as portions of Building 6067, 6226, and 6402. Refresh involves approximately 60 fielded premise control units (PCUs) and more than 600 alarm “points”. All refreshed ESS components shall fully integrate into existing 2d Security Forces Squadrons (2 SFS) Base Defense Operation Center (BDOC) in building 6000 without further contract needs or expenses. All sensors, connectivity, patch panels, hardware component, software components, etc. shall be provided under this contract.
1.3 Contractor shall liaison with 2d Communications Squadron (2 CS); specifically the 2 CS planning and development team to ensure continuous authority to operate on any/all BAFB network systems. Port/switch configuration shall not be modified during this refresh project.
The contractor shall assign a project manager with sufficient technical knowledge to serve as the focal point for all activities concerning liaison with this agency. Additionally, all network connectivity and refreshed communications equipment must be pre-approved by 2 CS/CSX before purchase and utilization.
1.4 The project manager shall coordinate all contract related efforts with the supported organization (HQ AFGSC), Contracting Officer and/or Contracting Officers Technical Representative (COTR). As an integral part of contractor proposal; include a complete time line breakdown with a phased approach plan based on paragraph 1 for government review and approval.
2. PERFORMANCE:
2.1 Contractor shall use customer provided existing panel and point count to conduct site surveys, develop preliminary price estimates, and provide improvement recommendations.
Vendor shall provide detailed cost breakdowns as required by 2 Contracting Squadron.
Contractor is responsible for completing all forms, attachments, certificates, etc. to ensure a fully functional Air Force approved ESS system(s) are delivered to the end user. Existing security subsystems integrated into final solution must be completed without additional contract needs.
2.2 Period of performance will be NTE 3 months after notice to proceed

2.4 Copies of documents required:
a. Vendor 100% cost breakdown
b. Vendor developed refresh timeline
c. All Operating and Maintenance manuals describing systems refreshed or modified
3. GENERAL REQUIREMENTS:
3.1 Contract personnel must meet established unescorted installation entry requirements (e.g., background checks) before base identification will be issued. Personnel not meeting the minimal standards will not be issued a base pass and will not be allowed access to the installation. Contractors must submit requests for base identification to 2d Contracting
Squadron (2 CONS) no later than 72 hours following contract award IAW established 2 CONS requirements. Base access will be awarded for duration of contract.
3.2 Contractors and sub-contractors must be US Citizens and meet all prerequisites established by U.S. employment laws in order to access 2 CS computer/LAN/WAN network.
3.3 Contractor personnel must be familiar with and have knowledge of fiber optic networks, multicasting and CISCO switches or related equipment supporting current Vindicator ® hardware and software systems.
3.4 All details of workmanship shall be in accordance with the highest standards and best practices for low voltage electronic maintenance in accordance with manufacturer’s specifications.
3.6 Any infrastructure refreshed as part of this contract shall conform to the latest issue of the NEC in effect at the time of contract award. Poor workmanship or unacceptable performance shall be grounds for withholding payment until the problem is equitably resolved.
4. SPECIFIC REQUIREMENTS:
4.1 The VINDICATOR® Security System is software based and capable of handling an unlimited amount of field distribution panels (aka panels). At least one contractor (aka programmer) must be certified to work on the VINDICATOR ® Security System equipment and possess a current HONEYWELL/VINDICATOR ® Factory Certification in Intrusion Detection System (IDS), Vindicator Command and Control (VCC), and Access Control Systems (ACS). The integrated system operates on the base unclassified fiber optic network and contractor shall ensure DIACAP/DITSCAP Certificates to Operate / Authority to Operate for all components.
4.2 Specialized equipment refreshed in Sensitive Compartmentalized Information Facilities (SCIFs) must meet FIPS 140-2 encryption and must indicate encryption level on all UL 2050 compliant certificates. Resident SSO will review and be final approval on all selected components.
4.3 Contractor shall ensure IDS/ACS remains fully functional during refresh project. Total “down time” (i.e. no alarm coverage) shall not exceed 4 hours for any location. Additional point to point LAN connectivity may be needed as refresh designs progress.
5. SERVICING REQUIREMENTS:
5.1 Approved refresh plans shall be compiled by the contractor in an automated database and be available for review at all times. Hard copies and soft copies are property of the US Government and shall be turned over when requested by the Government or at the conclusion of the contract.
5.2 Contractor shall notify the Government Contracting Officer of any delays or problems impacting task completion including nature of the delay and expected completion date.
5.3 Contractor shall perform additional work only as directed by the Contracting Officer and only after contract modification.
5.4 During period of performance, contractor shall provide technical support for their on-site refresh team when necessary. Additionally, prime contractor will furnish the government with phone numbers for use during routine and emergency situations. During refresh project and follow on certification processes, contractor superintendent will reply to all calls from the Government within 45 minutes.
5.6 The Government requires all correspondence to be in either Microsoft Excel or Microsoft Word. “As Built” drawings will not be required, however, changes in PCU components or replacement of selected components may require replacement of existing information plans an ESS diagrams within the MAJCOM. All Operating and Maintenance manuals needed to describe systems refreshed or modified during this contract will be provided.
6. PRE-PERFORMANCE CONFERENCE
After award of this contract, the Contractor, a contracting officer, a contracting representative, and the government representative will schedule and attend a pre-performance conference meeting to discuss project requirements and performance schedule. As-built drawings of existing ACS/IDS infrastructure exist and may be reviewed by contractors as needed.
7. COORDINATION WITH OTHER CONTRACTORS:
The Government may undertake or award other contracts for additional work, including but not limited to facility maintenance, aesthetic upgrades or upgrades to fiber communication lines that may be aligned with this contract. The Contractor shall cooperate with the other Contractors and Government employees and adapt scheduling and performance of work under this contract to accommodate associated projects, heeding any direction that may be provided by the Contracting Officer. The Contractor shall not commit or permit any act that will interfere with the performance of work by any other Contractor and shall notify AFGSC representative and Contracting Officer if any conflict is anticipated.

9.1 Quality Assurance. The government will evaluate the contractor’s performance by appointment of a knowledgeable representative to monitor performance and ensure services are received.
9.1.1 Contracting Officer Representative (COR). The COR is the authorized government representative who will perform assessments of the contractor’s performance. Subsequent to contract award, the identity of the COR, with a letter defining their duties and authority will be furnished to the contractor.
9.1.2 Any matter concerning a change to the scope, prices, terms or conditions of this contract shall be referred to the Installation Contracting Officer and not to the COR.
