Statement of Work For Provide Holiday Decorations at Barksdale AFB
GENERAL: In general, the purpose for this contract is to provide, install, maintain (throughout holiday season), remove, transport, and store at an off-site location for a period of 1 year a number of Holiday decoration items in support of Barksdale AFB’s Holiday season (as specified below). Work will, in general, involve providing a tree, lighting for shrubs, trim lighting around multiple structures, installing tree canopy lighting, and providing other non-lighted, non-religious specific decorations such as garland/bows/bells/ornaments at the West Gate entry. Contractor shall provide separate bid cost for each work item as listed in the below sections. Contractor shall be responsible for providing all materials, equipment, supplies, and labor in support of this effort. In addition, contractor shall be responsible for cleanup/restoration of any lawn areas or streets damaged during installation and removal of required items under this contract. Government shall provide the contractor location(s) to run electrical support for holiday decorations. Contractor shall be responsible to provide and install any electrical extension cables to the locations identified by the government. All work performed shall be in compliance with local, state, and federal codes/mandates.
RESTRICTIONS: All items are to be of temporary nature with the exception of the under-canopy tree lighting (Work Task #2 below). Contractor is strictly forbidden from drilling holes or otherwise permanently damaging structures in any way under this contract. All supports or mounting hardware required to mount decorations shall be of a temporary material that is easily removable without damage to the structures in which they are being placed. Contractor shall be responsible for any damage done to any structure caused by their mounting method, including but not limited to repainting as required, to restore the structure to its original condition.
MAINTENANCE: Contractor shall be responsible for all maintenance on provided decorations should they fail or otherwise become damaged or inoperable for any reason. Contractor shall respond to call from the government within 24 hours to repair displays as required during the holiday season.
SITE VISIT: A site visit shall be scheduled at the contractor’s request (if required) to survey the site prior to execution of work. A second inspection shall be scheduled prior to acceptance of the work by the government as complete. At the end of the season, a third site visit shall be scheduled to inspect the structures for compliance with this Statement of Work.
MATERIAL TURNOVER: At any time during the 1 year storage period, the government may demand delivery of purchased items to the base for storage on-base. Contractor shall be responsible for providing access by government officials to their off-base storage site and be on hand during the loading process to properly inventory all items. If turnover is demanded, the government shall provide all materials, labor, and transportation to move materials from contractor’s storage site to the base. Contractor shall then be relieved of all storage and maintenance obligations.
WORK TASK #1: Provide and install a commercial grade panel type Christmas Tree of 30 feet in height. Tree shall have green foliage and be provided with outdoor, weather proof, multi-color LED lights. Tree shall be located at the base main flagpole and power shall be provided by the government to support the LED style lights. Connect lights to existing weatherproof electrical box located under the hedges near the flagpole. Sample picture shows sample of tree type requested under this contract. At the end of the holiday season, disassemble and remove the tree and lights and store them for a period of 1 year. All equipment and labor required for this effort shall be the responsibility of the contractor.
WORK TASK #2: Provide and PERMANENTLY INSTALL for year-round operation, 36 each high-output, weatherproof, Programmable LED fixtures (minimum 1000 color combinations available) onto existing streetlight poles along Barksdale Blvd. Provide in original factory box a total of 4 each identical fixtures to 2 CES electric shop for spares. Fixtures shall be of high quality construction and colored to match or blend in with the existing historic concrete poles (see attached photo for example). Fixtures shall be UL listed for waterproof, outdoor application. Fixtures shall be fully programmable by remote method (tablet, smartphone application, or stand-alone programmer) from a central location whereby each individual fixture may have its own color selected, be programmed in groups to the same color, or all lamps set for the same color. All programming system components as required shall be provided and installed by the contractor such that the system is complete and operational from a single point or source. Contractor shall tie power into existing power circuit at each pole. Lights shall be connected to the unswitched portion of the existing street lamp electric circuit such that each light shall operate on its own internal programming and shall not rely on the existing photocell/timer circuit at each lamppost for operation. Mounting hardware shall also be colored to blend in to the existing poles and shall not require holes to be drilled into the existing pole. Contractor shall provide a full 1-year parts, labor, and installation warranty for this work task covering the entire system and all of its components. Contractor shall also provide to the government all necessary initial training in the operation of the LED programmer and/or programmer software to operate the system.
WORK TASK #3: Provide and install LED trim lighting (white in color) to the front face of the 2 BW/HQ facility (building #3435). Lights shall outline the facility edges, roofline, fascia, trim between floors, and windows of the westward facing side of the facility (diagram in attachment). Attach lighting using non-permanent, non-damaging attachment method. Connect lighting to existing power box located on side of the facility. At the end of the holiday season, remove all lighting and mounts and store for a period of 1 year as detailed above.
WORK TASK #4: Provide and install LED trim lighting (white in color) to the front face of the West Gate Guard building structure. Lights shall outline the facility edges, roofline, fascia, trim between floors, and windows of the westward facing side of the facility (diagram in attachment). Attach lighting using non-permanent, non-damaging attachment method. Connect lighting to existing circuit at the facility. At the end of the holiday season, remove all lighting and mounts and store for a period of 1 year as detailed above.
WORK TASK #5: Provide and install LED “net” lights over the hedges located at the main base flagpole (diagram attached). Net light wiring shall be green in color to match existing shrubs during the day and light color shall be white. “Net” lighting shall be installed so as to not blow away or otherwise be dislodged by weather. Connect lights to existing electrical power outlet at the end of the hedge row. Provide extension cables as required to extend power to other hedges. Firmly secure any wiring that crosses walkways with outdoor tape or other method so as to not cause a tripping hazard. At the end of the holiday season, remove all lighting/mounts and store for a period of 1 year as detailed above.
WORK TASK #6: Provide and install LED “net” lights over the hedges located at the traffic circle containing the B-52 model display (diagram attached). Net light wiring shall be green in color to match existing shrubs during the day and light color shall be white. “Net” lighting shall be installed so as to not blow away or otherwise be dislodged by weather. Connect lights to existing electrical power within the circle. Provide extension cables as required to extend power to other hedges. Firmly secure any wiring that crosses walkways with outdoor tape or other method so as to not cause a tripping hazard. At the end of the holiday season, remove all lighting/mounts and store for a period of 1 year as detailed above.
WORK TASK #7: Provide and install LED lighted “snowflake” decorations (or approved similar) to 36 each existing light poles located along Barksdale Blvd. (same poles under Work Task #2 – sample attached). Contractor may, at his option, use the existing brackets located on the pole or may provide new, non-permanent mounting brackets. Connect to existing electrical service at each pole. Contractor may, at his option, use the existing photocell controlled circuit to power the decoration or may provide and install his own photocell system to operate the decoration at night. At the end of the holiday season, remove all lighting/mounts and store for a period of 1 year as detailed above.
WORK TASK #8: Provide and install LED trim lighting (white in color) to the face of both sides of the BARKSDALE AIR FORCE BASE monument sign at the West Gate. Lights shall outline the structure edges, roofline and fascia (see attached diagram). Attach lighting using non-permanent, non-damaging attachment method. Connect lighting to existing power at the base of the monument. Provide and install miscellaneous non-religious specific holiday decorations (non-lighted) such as garland, bows, wreaths, etc. on the fence line on both sides of the entrance at the West Gate (photo attached). Attach decorations using non-permanent, non-damaging attachment method. The intent is to provide a decorated look for all visitors to see upon arrival at the main base entry gate. At the end of the holiday season, remove all decorations/lighting/mounts and store for a period of 1 year as detailed above.
TIMELINE: It is desired that all work be completed and ready to turn on by 1500 on Friday, 2 December 2016, however, if circumstances dictate, the latest date for operation shall be 1500 on Friday, 9 December 2016. Decorations shall remain in place until Friday, 6 January 2017 at which time all electrical circuits will be disconnected by the contractor and work commences to remove items to be stored.
BID SCHEDULE: Contractor shall bid each Work Task listed above as a separate, stand-alone complete line item to include all labor/materials/equipment needed to complete the work listed individually. The government, at its option, may award any one, multiple, or all Work Tasks for completion by the contractor depending on bid outcome and funds available.
SUBMITTAL REQUIREMENT: Contractor, with his/her bid, shall include full specifications and/or cut sheets for the Christmas Tree in Work Task #1 and for the LED canopy lights and controller system specified in Work Task #2 as part of the bid package. Submittal shall be evaluated for suitability, operability, and quality as part of the bid evaluation process.
