I. Contracting Activity.

US Air Force 2d Contracting Squadron 801 Kenney Ave, Suite 2301 Barksdale AFB, LA 71110-2079

II. Nature and/or description of the action being processed.

This action will be awarded as a new contract and the contract type will be a firm-fixed-price (FFP). Barksdale AFB, LA, requests replacement, integration, and installation of 20 Bosch Cameras. This scope of work requires activities to include, but are not limited to; purchase, installation, and integration into current VICADS CCTV by adding 20 new Bosch cameras from the HQ Air Force (HAF) approved Authorized Equipment List. The cameras must have all associated parts to make the camera “turn-key” functional to include but not limited to: power supply, lenses, housing, mounts, recording and software license. This acquisition falls under FAR 13.500, Simplified Procedures for Certain Commercial Items.

III. Description of supplies/services required to meet agency needs.

The contractor shall conduct a site survey upon contract award, and develop designs routed to 2 SFS/S5P for approval. The contractor shall provide a design for Commercial Off-The Shelf equipment review and revisions no later than 10 days after award. The contractor must provide a 100% design NLT 10 days after completion of work. Contractor shall provide a proposed timeline for each camera being installed. The contractor is responsible for completing all forms, attachments, certificates, etc. to ensure a fully functional VICADS CCTV system is delivered to the government. This project requires installation of 20 Bosch cameras. All cameras must be fully functional, integrated in the current VICADS CCTV infrastructure, and provide 24/7 capability for Base Defense Operations Center (BDOC) operators to visually monitor from VICADS head-in unit located at BDOC, building 6000.

IV. Statutory authority permitting Other than Full and Open Competition.

Acquisition by other than full and open competition is provided under the authority of 10 USC 3204(c)(1), as implemented by FAR 6.302-1(c), application for brand-name descriptions, in accordance with FAR 6.303 and 6.304.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

FAR 6.302-1(c)(1), application for brand name descriptions, is applicable for acquisitions that require the purchase description to specify a particular brand-name, product, or feature of a product, peculiar to one manufacturer. The Bosch camera equipment is the only equipment that can satisfy the CCTV requirement at Barksdale AFB and ensure complete integrity of the system and operations. This equipment matches the existing systems already in use at Barksdale, and thus is the only equipment that is not obsolete and is fully compatible. This upgrade will facilitate a single, turn-key system at Barksdale AFB that is fully integrated and standardized, versus the piece-meal, dual-system infrastructure that is currently in place. The components specified in this document will ensure that all equipment is interoperable, thus ensuring system integrity and preventing potential harm to the Government with regard to system failures/degradation. For these reasons, it is necessary to be extremely specific in which brand and model equipment is purchased.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

A SBA Search results under NAICS code 561621 (Security alarm systems sales combined with installation, repair, or monitoring services) showed 59 vendors which are able to perform this requirement. Market research has found that multiple small businesses employ technicians who are certified to install VICADS equipment. The preference is to acquire a CCTV system that can effectively communicate with existing infrastructure and properly operate field devices. BOSCH cameras meet this criteria best and BOSCH cameras are listed on the Headquarters Air Force (HAF) Non-nuclear Equipment Approval List.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Adequate price competition will assist in a determination of fair and reasonable price. Market research of the equipment prices will also be used to determine fair and reasonable pricing.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research was conducted in accordance with FAR Part 10. Based on recent electronic security system equipment purchases (inclusive of Bosch cameras) shows a consistent equipment pricing on previous contracts for the same or similar requirements (FA4608-15-P-0015). Also, the SBA search results which showed 59 vendors who are able to provide this service.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

AFI 31-101 mandates all Electronic Security System equipment purchases must be equipment listed on the Headquarters Air Force Non-nuclear Equipment Authorization List. The requested components have to fully integrate into existing infrastructure. Due to this requirement it is not cost effective to either install a separate infrastructure or to revamp the current infrastructure to allow multiple systems to be integrated together.

X. List of sources, if any, that expressed interest in the acquisition.

Vendors that have supported similar requirements in the past are anticipated to submit a quote for this requirement.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

Currently, there is no cost effective method to remove or overcome barriers to competition on this purchase and service at this time due to the reasons previously stated. As evidence of effort to eliminate the requirement for name brand CCTV camera equipment purchases in the future, 2 SFS is in coordination with 2 CS to upgrade the base CCTV infrastructure to ensure compliance and compatibility with all CCTV camera equipment on the HAF Nonnuclear Equipment Approval List.

XII. Certification by the Contracting Officer.
