PERFORMANCE WORK STATEMENT

FOR BARKSDALE AFB

20 CAMERA INSTALLATIONS

1. Scope of Work

1.1 This performance work statement (PWS) defines general requirements for 2 BW Barksdale AFB, LA (BAFB), requested replacement, integration, and installation of 20 Cameras. This scope of work requires activities to include, but are not limited to; installation, integration, and replacement of 20 cameras.

1.2 Complete list of location and type of cameras is included in Attachment 1 of this document.

1.3 Contractor shall liaise with 2d Communications Squadron (2 CS); specifically the 2 CS planning and development team to ensure continuous authority to operate on any/all BAFB network systems. Panel/component connectivity is the responsibility of the contractor while port/switch configuration is responsibility of 2 CS. The contractor shall assign a POC with sufficient technical knowledge to serve as the focal point for all activities concerning liaising with this agency.

2. Service Delivery Summary

2.1 The contractor shall conduct site surveys and develop designs routed to 2 SFS/S5P for approval. The contractor shall provide a design for COTR review and revisions no later than 10 days after award. The contractor must provide a 100% design NLT 10 days after completion of work. The contractor shall provide a proposed timeline for each camera being installed. The contractor is responsible for completing all forms, attachments, certificates, etc. to ensure a fully functional CCTV system is delivered to the government.

2.2 A 100% design shall be provided electronically in AutoCAD 2012, with five sets of bound hard-line drawings; assuming 100% design becomes mandatory "as built" drawings without change.

2.3 The performance period will be 6 months from the date of contract award.

2.4 Place of performance is Barksdale AFB, LA.

3. General Requirements

3.1 Contract personnel must meet established unescorted installation entry requirements (e.g., background checks) before base identification will be issued. Personnel not meeting the minimal standards will not be issued an installation pass and will not be allowed access to the installation. Contractors must submit requests for installation identification to 2d Contracting Squadron (2 CONS) following contract award IAW established 2 CONS requirements. Base access will be awarded for duration of contract.

3.2 Contractors and sub-contractors must be U.S. Citizens and meet all prerequisites established by law in order to access base computer/LAN/alarm systems.

3.3 Contractor personnel must be familiar with and have knowledge of fiber optic networks, multicasting and CISCO switches or related equipment supporting current VICADS and VINDICATOR hardware and software systems.

3.4 Contractor personnel must hold a current VICADS and VINDICATOR certification.

3.5 Contractor personnel must hold a current security SECRET clearance.

3.6 Contractor personnel may have access to information up to SECRET level. Contractor must protect information IAW National Industrial Security Program Operating Manual (NISPOM) and DODM 5200.01, Volume 3.

3.6 All details of workmanship shall be in accordance with the highest standards and best practices for low voltage electronic maintenance in accordance with manufacturer’s specifications.

3.7 Any infrastructure installed as part of this contract shall conform to the latest issue of the National Electrical Code in effect at the time of contract award. Poor workmanship or unacceptable performance shall be grounds for withholding payment until the problem is equitably resolved.
