Performance Work Statement

For

Executive Vehicle Lease

(AFOSI USSTRATCOM/PSD)

PERFORMANCE WORK STATEMENT

1. SCOPE OF CONTRACT:

1.1. Leasing three vehicles, two (2) class IV Extended large SUV’s and one (1) class II SUV each for a period of a base year plus two (2) one-year options and, if needed, a six (6) month extension of services.

1.2. The vehicles required under this contract shall be authorized in accordance with AFI 24-302, Vehicle Management; DODI 2000.22 Designation and Physical Protection of DoD High-Risk Personnel, 19 Jun 14; AFOSIMAN 71-144 V3 AFOSI Protective Service Operations, 22 Jul 09;

DoDI 4500.36 Acquisition, Management, and Use of DoD Non-Tactical Vehicles, 7 Jul 15;

CDRUSSTRATCOM Personal Security Vulnerability Assessment (PSVA), 23 Apr 14;

USSSTRATCOM Vehicle Specification MFR, 29 Jan 16, and be listed in the Federal Vehicle Standards.

1.2.1. These vehicles must be manufactured in accordance with all District of Columbia, State of Nebraska, and the United States Department of Transportation, Interstate Commerce Commission Regulations and Federal Motor Vehicle Safety Standards.

1.2.2. The Contractor shall deliver one (1) Class IV Extended Large SUV to Joint Base Andrews, MD not later than (NLT) 1 Dec 19. Upon contract termination, the Contractor shall make arrangements to pick-up the leased vehicles from Joint Base Andrews, MD.

1.2.3. The Contractor shall deliver two vehicles, one (1) Class IV Extended Large SUV and one Class II Small SUV to Woodhouse Ford, 2288 Osage Ranch Blvd Plattsmouth, NE 68048 or Jeff Henry Chevrolet, 302 Fulton Avenue, Plattsmouth, NE 68048, NLT 1 Dec 2019. Upon contract termination, the Contractor shall make arrangements to pick-up the leased vehicles from Offutt

AFB, NE.

1.2.4. The Contractor shall notify the Government pertaining to continuation of services as it pertains to this contract NLT seventy (70) work days prior to contract expiration.

2. Vehicle Requirements

2.1. MAKE/MODEL: Two (2) Class IV 4x4 Extended Large SUV equivalent to the 2019-2020 Ford Expedition King Ranch Max meeting all specifications both interior and exterior.

2.1.a. MAKE/MODEL: One (1) Class II 4x4/AWD Small SUV equivalent to the 2019-2020 Chevrolet Equinox meeting all specifications both interior and exterior.

2.2. Specific Requirements

2.2.1. The Contractor shall provide (2) Class IV, Extended Large SUV, Four Wheel Drive (4x4) vehicle equivalent to the 2019-2020 Ford Expedition King Ranch Max, to include the Enhanced

Driver Alert Package (includes forward collision and rear cross-traffic alert, safety alert driver seat, and lane keep assist), 3.5L EcoBoost V6 engine, keyless start push button, heads up display, magnetic ride control (includes automatic air-level control), second row heated bucket seats, power lift gate, all weather floor mats, rear cargo mat, side blind zone alert with lane change alert, rear vision camera, active noise cancellation, and audio system consisting of an 8” diagonal color touch screen w/navigation. Provide ten (10) keys with fobs and 20% tinted front windows, and limo tinted (5%) rear passenger doors and rear glass. Also include routine maintenance (oil changes, tire rotations, etc.), taxes, title and registration for life of the lease. Fewer than 12,000 miles are driven per year. Vehicle should be registered under the Nebraska and DC confidential status. Exterior color: Black. Interior color: Jet Black Leather, Perforated Leather-Appointed Seat Trim. Interior Trim: Aluminum or Black.

2.2.2. The Contractor shall provide for lease one (1) 2019-2020 Chevrolet Equinox LTZ AWD or equivalent, Enhanced Convenience Package including rear power lift gate, protection package including all-weather floor mats, leather interior trim, remote start, 6-speed automatic transmission, StabiliTrak electronic stability control system, tire pressure monitoring system and all other standard features for the LTZ package. Fewer than 12,000 miles are driven per year.

Exterior color: Black. Interior color: Jet Black Leather. Vehicle should be registered under the Nebraska confidential status.

2.2.3. Two (2) Class IV 4x4 Extended Large SUV Special Requirements:

2.2.3.1. Exterior color will be “Black” with 20” aluminum/chrome wheels.

2.2.3.2. Seats (Front): Bucket, leather-appointed seats, heated/cooled. Seats (rear): Second row bucket style seating with power release and third row 60/40 split bench with power folding seatback.

2.2.3.3. Power train will consist of six (6) speed transmission O/D, 3.5L EcoBoost V6 engine, if available.

2.2.3.4. Provide ten (10) keys with fobs. Navigation system/OnStar disconnected. Day time running lights, power lift gate, skid plate, 20% tinted front windows, and limo tinted (5%) rear passenger doors and rear glass. Executive interior package: Air bags, dual-stage frontal and side-impact, passenger and head curtain side-impacts and LED rear interior reading lights and a power rear sunshade, keyless entry system, heads up display, heated steering wheel and heated and cooled seats.

2.2.3.5. Theft Protection Package – Includes theft deterrent system, self-powered horn, interior movement and vehicle inclination sensors, door and lift-gate lock shields, glass break sensors in rear quarter glass and lift-gate window.

2.2.3.6. Convenience Package - Includes inside auto-dimming rearview mirror, power-adjustable pedals, power lift-gate and Universal Home Remote.

2.2.4. Class II 4X4/AWD Small SUV Special Requirements:

2.2.4.1. Enhanced Convenience Package including rear power lift gate, protection package including all-weather floor mats, leather interior trim, remote start, 6-speed automatic transmission, StabiliTrak electronic stability control system, tire pressure monitoring system and all other standard features for the LTZ package.

2.3. Deliveries

2.3.1. Deliver one (1) Class IV Extended Large SUV to 11th Logistics Readiness Squadron (LRS)/FM&A Attn: Alfreda Britt, 3320 Pennsylvania Ave, Joint Base Andrews, MD 20762, Phone (301) 981-5358.

2.3.2. Deliver one (1) Class IV Extended Large SUV to Woodhouse Ford, 2288 Osage Ranch Blvd Plattsmouth, NE 68048.

2.3.3. Deliver one (1) Class II Small SUV to Jeff Henry Chevrolet, 302 Fulton Ave, Plattsmouth, NE 68048, Phone (402) 296-3210.

2.4. INSTALLATION OF SPECIAL EQUIPMENT OR MARKINGS

2.4.1. The Government may install special equipment (e.g., siren, light bar, radio, etc.) required by the using activity. The Government will use portable or non-fixed radios/lights when feasible.

2.4.2. The Government may place non-permanent markings or decals, identifying the using activity, on each side, and or on the front and rear bumpers, of any motor vehicle leased under this contact. The Government will use markings or decals that are removable without damage to the vehicle.

2.4.3. The Contractor may use placards for temporary identification of vehicles except that the placards may not contain any reference to the Contract that may be construed as advertising or endorsement by the Government of the Contractor.

2.4.4. Installation and removal of special equipment and/or markings/decals shall be at the Government’s expense.

3. TAGS AND TITLE

3.1. One (1) Class IV Extended Large SUV leased under this contract will operate on District of Columbia confidential license plates. The Contractor shall complete all actions to acquire and pay for the tags/registration for the duration of the contract as well as provide the Government documentation (certificate of registration) necessary to validate acquisition of such tags. The vehicle registration and plates should be registered under confidential status.

3.2. One (1) Class IV Extended Large SUV leased under this contract will operate on Nebraska license plates. The Contractor shall complete all actions to acquire and pay for the tags/registration for the duration of the contract as well as provide the Government documentation (certificate of registration) necessary to validate acquisition of such tags.

3.3. One (1) Class II Small SUV leased under this contract will operate on Nebraska license plates. The Contractor shall complete all actions to acquire and pay for the tags/registration for the duration of the contract as well as provide the Government documentation (certificate of registration) necessary to validate acquisition of such tags.

4. INSURANCE COVERAGE

4.1. The Air Force is self-insured-in accordance with all federal, state and, local laws.

5. MAINTENANCE

5.1. The Contractor shall provide all maintenance on all vehicles leased under this contract. The cost for all maintenance shall be included in the unit prices in solicitation.

5.1.1. The Contractor shall repair any defects, and replace consumed oils and fluids (excluding fuel), parts, and components identified in the periodic inspection. This includes, but is not limited to, tires and batteries.

5.2. The Contractor shall repair any defects on the leased vehicle caused by vehicle malfunction(s) at no additional cost to the Government, within five (5) working days of notification.

5.3. UNSCHEDULED MAINTENANCE

5.3.1. The Government is responsible for all incidental (non-accident) damage while the vehicles are within its possession.

5.3.2. The Contractor shall accomplish all unscheduled maintenance for vehicles leased under this contract for maintenance items covered/not covered by the manufacturer’s warranty at a facility of the contractor’s choice not further than 20 miles from the vehicles operating locations.

5.3.3. The Contractor is responsible for all towing and towing cost to/from the maintenance facility if the leased vehicle is inoperable due to mechanical malfunctions/failure. The Contractor shall provide an after-hours contact phone number in case of emergencies.

5.3.4. The Contractor shall provide a replacement vehicle of equal size, style and color for any automobile leased hereunder that requires maintenance or repairs for which the Contractor is responsible when such maintenance or repairs cannot be completed within forty-eight (48) hours.

The replacement vehicle shall be provided at no additional charge to the Government, however, the Contractor shall not be required to provide a replacement for a vehicle out of services less than forty-eight (48) hours. The Government will follow all instructions by the Contractor in the event of a notification of safety, emissions, or other inspection or recall campaign.

5.4. ACCIDENT DAMAGES

5.4.1. In case of an accident where the cost of repair is less than the cost of replacing the vehicle and requires the repair of the leased vehicle, the Government representative shall notify the Contractor and Contracting Officer of the accident.

5.4.2. The Government will obtain repair cost from at least three (3) repair facilities approved by the Contractor. The Contractor agrees to accept repairs made by an authorized repair facility as complete, and agrees to release the Government from any demand or claim regarding repairs made, once the leased vehicle is returned to the Contractor upon expiration of the contract.

5.4.3. The Contractor shall provide to the Government an invoice of all parts, costs and labor hours required to complete repairs on the damaged vehicle.

5.4.4. In case of need for towing service, the Government will contact 24-hour support towing services provided by the Contractor. When the vehicle is located in a controlled area on the base, the Government will tow the vehicle to the nearest accessible area for pickup by the vendor.

5.4.5. In case of an accident where the cost of repair is greater than the cost of replacing the damaged vehicle, the Government may terminate the contract for the convenience of the Government. Compensation for the value of the damaged vehicle will be paid to the Contractor for the purchase price of the vehicle less the depreciated value during the lapsed contract period.

6. GOVERNMENT FURNISHED MATERIALS/TOOLS

6.1. The Government will provide standard operator care, limited operator maintenance (check fluids, lights) and interior/exterior cleaning of the vehicles.

6.2. The Government will furnish fuel for the normal daily operations of the vehicles.

7. QUALITY CONTROL

7.1. The Government will employ quality control program/procedures to identify, prevent and ensure non-recurrence of defective services.

8. GENERAL INFORMATION

8.1. The Government will, at its own expense, provide all gas, washing, parking, storage, and tolls for automobiles leased hereunder. The Contractor shall, at its own expense, provide all maintenance services at any authorized Contractor approved facility.

8.2. If repairs are needed for which the Contractor is responsible, but, due to time, distance, emergency, or other constraints, cannot arrange for such maintenance, the Government reserves the right to have the repairs performed at a facility of its choosing at customary and reasonable rates for which the Contractor is liable. In all such cases, the Contractor shall be responsible for the payment of highway road services and towing fees.

8.3. The Government will pay all fines on the vehicle or on the use of operation thereof (excluding only net income or gross receipts taxes payable on or measured by rentals paid hereunder and registration and license fees), and shall hold the Contractor harmless from any and all such fines, assessments, fees, charges, and all expenses, penalties, and forfeitures incurred in connection therewith.

8.4. The Government will not have or acquire any right, title, or interest in, or to, any automobile included in this lease except the right to use and operate it as provided in this contract.

8.5. State, Local, Personal Property Taxes; Emission, Inspections, State, Safety Inspections and vehicle registration fees (State Tags) are the responsibility of the Contractor.

9. CONTRACTOR REPRESENTATIVE

9.1. The Contractor’s representative is to be contacted for all contract administration matters.

The representative’s name, address, telephone, fax and email shall be provided with the Contractor’s proposal.

9.2. The Contractor’s representative shall be responsible for all contract administration issues and shall act as the central point of contact with the Government for all such issues. The representative shall have full authority to act for the Contractor in all contractual matters. The representative shall be able to fluently read, write, and speak the English language.

10. CONTRACTOR MANPOWER REPORTING

10.1. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Air Force and USSTRATCOM via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/.

10.2. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. 11. METHOD OF COMPUTING PAYMENT

11.1. Payments will be computed at a flat monthly rate.

12. NON-PERFORMANCE OF SERVICES DURING CRISIS

12.1. In the event of peacetime emergency and/or wartime contingency disturbances, etc. render contract compliance impossible, neither the Government nor the Contractor shall take action for non-compliance.
