FA4600-16-Q-0015 Automatic Gates and Turnstiles Q & A: September 2, 2016
QUESTION 1 of 2
BASED OFF THIS SECTION OF THE PWS:
1.3. Repair Service. The contracting officer (CO) or the COR will notify the contractor of repairs to be made from the inspection reports or customer service call. The Government will not be charged additional service call fee’s when the contractor is returning to make repairs identified in the inspection reports or during a service call. Upon completion of call, the contractor will notify the COR of the status of the gates. The contractor shall report to the work location, survey the repair, and commence repairing the discrepancy. Should the repair involve replacing a part or component priced above $50.00 (see paragraph 1.4), the contractor will provide the CO or COR an estimated cost of repair. The estimate must include parts, labor, overhead and profit and all other incurred cost broke out individually. The contractor shall commence repair work after notification from the CO or COR to proceed. All work shall be completed in accordance with industry standards and meet manufactures specifications. All parts and labor shall have a minimum of 90 day warrantee.
Damage to vehicle gates and steel personnel turnstiles and related equipment caused by government personnel/equipment thru misuse/negligence will be estimated separately and repair work will not be accomplished until notified by the contracting officer or government representative.
1.4. Government Reimbursement for Parts. Any replacement part costing $50.00 or greater shall be government furnished or contractor reimbursable, at the government’s option. The replacement cost of each part will be addressed separately to determine if it is a reimbursable expense.
THIS SECTION AS OF 30 AUGUST 2016 HAS NOT BEEN ALTERED IN THE CURRENT VERSION OF THE PWS.
1. Is the $50 reimbursement threshold based on material plus labor or only material. For example, if a repair requires a $40 part and $100 of labor, will this be nonreimbursable due to the part cost less than $50 or will it be considered for reimbursement because the total cost is $140?
2. Depending on how the former question is answered, if the repair cost is determined to be reimbursable, will the reimbursement amount include both the part cost and the associated labor?
3. If multiple part or components are required for a single repair, will each part or component be considered separately for reimbursement? For example, if a repair includes part A that costs $5, part B that costs $25, part C that costs $75 and 3 hours of labor, will only part C be reimbursed?
4. In this same scenario, will all the labor be reimbursed or only a prorated amount?
Answer 1) This would not be reimbursable as the part is only $40.00 Answer 2) Yes, if the part is over $50.00 then the part and labor would be reimbursable. Since the part is $40.00, only the labor is reimbursable.
Answer 3) The job would require a bid and it would need to be completely broke out by individual parts and the total labor. We would have to find the bid to be fair and reasonable, then we would pay for all parts and labor involved with the bid.
Answer 4) Labor will not be prorated, see answer #3.
Note: The intent of the Government is that if during scheduled maintenance or a service call you find a bad part under $50.00, you should repair or replace it at no extra cost to the Government.

If possible, please provide the current contract number.
Or, is this a new requirement for the government?
Answer: The current contract number for this requirement is FA4600-12-P-0004. This is not a new requirement.
