Integrated Tactical Warning/Attack Assessment (ITW/AA) Questions & Answers

Question # 1--The Pricing model contains a “benefits” tab. Cell A22 is labeled “% of salary”. Please clarify the information you are looking for?

· Answer to #1-- This particular cell is in reference to "Fringe Benefits" for employees.

Question # 2--Recommend adding “SECRET/NOFORN” to Attachment 4, DD 254. Rationale: this contract will require processing data/information labeled SECRET/NOFORN.

· Answer to #2--NOFORN is defined as "Not releasable to foreign nationals". Secret information by default is NOFORN unless otherwise stated. NOFORN is an INTEL compartment and is not applicable in this case. Everyone who works with classified information is personally responsible for taking proper precautions to ensure that unauthorized persons do not gain access to classified information. Everyone granted access to classified information is personally responsible for protecting the classified information they know, possess, or control. Classified information shall be protected at all times either by storing it in accordance with DoDM 5200.01-V3, or by having it under the personal observation and control of an authorized individual.

Question # 3--Reference the Pricing Model: It appears the Tab labeled “exe rate calculation” is an artifact from a previous pricing model. The associated spreadsheet references Client and Gov’t sites, which are not part of this proposal. It also references escalation spreadsheets, but provides no instruction on developing those spreadsheets.

· Answer to #3--The Reference to "Client and Gov't Sites" is dependent on your business practices and how you develop your escalation rate. The "Exc Rate Calculation" tab is where you place your calculated escalation rates. The format, to what extent, etc is your decision. The government does not have any specific format that is mandated to be placed in this particular tab. A minor corrections was made to the tab to remove the reference to "Client and Gov't Sites".

Question # 4--Page 32, para 5.1.3: Recommend changing “Terminal Fury” to “Pacific Sentry”, and adding “Austere Challenge”.

· Answer to #4--The reference to "Terminal Fury" was replaced with "Pacific Sentry" and "Austere Challenge" was added

Question # 5--Page 78 of the draft RFP states the Executive Summary will be limited to 2 pages; however, Page 81, para L.3.1 states the Executive Summary shall be no more than 3 pages. Recommend 3 pages.

· Answer to #5--Both references (in Section L) to the "Executive Summary" page limit has been changed to indicate the Executive Summary shall be no more than three (3) pages.

Question # 6--Page 80, para L.2.2.9 states “Each Volume of the proposal shall be separately bound….”. The Executive Summary is limited to 3 (2?) pages. Recommend Volumes I and II be submitted in the same binder.

· Answer to #6-- The specification s indicated in paragraph L2.2.9. will not be edited by the government. Volume I consists of the Executive Summary and Narrative Summary are limited to three (3) pages each. The Table of Contents which is also submitted in Volume I does not have any page limit.

Question # 7--Para L.3.3 provides guidance for the Table of Contents. The TOC is part of the Executive Summary, which is limited to 3 (2?) pages. Recommend the TOC page count not be counted towards the Executive Summary page limitation.

· Answer to #7-- The Narrative Summary and Table of Contents references in Table 2.0 of Section L2.0 are annotated with double asterisks (**). The double asterisks are "defined" at the bottom of Table 2.0 as "Individual page limitation does not count toward the respective volume page limit".

Question # 8--Para L7.1., 5th line: Recommend changing “ORCA” to “System for Award Management (SAM)”

· Answer to #8-- The reference to "ORCA" was corrected and changed to "System for Award Management (SAM)"

Question # 9--Do you require the signature page for the Business Memorandum of Agreement to be included in Volume V?

· Answer to #9-- No-The signature page of the Business Memorandum of Agreement is not required until contract award.
