General Information

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

2. This solicitation is being issued as a(n) Request For Quotation (RFQ).

3. This solicitation document and incorporated provisions and clauses are those in effect through:

4. This acquisition is set-aside for 100% Small Business Concerns

Requirement Information Description:

Provide for all management, tools, supplies, equipment and labor necessary to perform all work to maintain 86 existing boilers/water heaters, located in 67 facilities across Minot AFB, ND. The Contractor will also take over the maintenance of any new boilers/water heaters added to MAFB over the length of the contract, not to exceed a total of 100 boilers/water heaters, per the Performance Work Statement (PWS).

FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:

1. Questions may be submitted to the POCs and Contracting Officer listed above no later than 08 AUG 2019. Questions submitted after this date may not be answered.

2. Quotes in response to this solicitation must be submitted via email to the POCs and Contracting Officer listed above no later than the established deadline.

3. Quotes must be valid through 20 Nov 2019.

4. All price quotations must be submitted on Attachment II - Quote Sheet and must be filled in entirely; all technical submissions must be submitted on a separate document

Evaluation Criteria

FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

TECHNICAL CAPABILITY - An offeror’s quotation will be considered technically acceptable if it meets the specifications in the Performance Work Statement (PWS). Offerors must submit a proposed schedule as proof of understanding of the complexity, timeliness, and scope required to accomplish the work described in the PWS. Quotations that do not meet these requirements will be considered unacceptable and therefore under the evaluation process will not be considered for award.

PRICE - Offerors will be ranked by price and then starting with the lowest priced offer the quote will be evaluated for technical acceptability. If the lowest priced offer is found technically acceptable, all evaluations will stop and an award will be made to that offeror. However, if the lowest priced offeror is found technically unacceptable, then the evaluation will move on to the next lowest offeror. This process will continue until an award is made. If no offers are found technically acceptable, then discussions will be held to address technical and/or price factors and then the process will start again with the lowest priced offer after discussions have ceased. The Government shall rank offers by Total Evaluated Price (TEP). TEP is the total price of the contract to include the base year plus all option periods. The TEP will also include an option to extend services in accordance with FAR 52.217-8. This additional option will be calculated by adding 1/2 of the total amount of the final option year.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
