PART 1 GENERAL
1.1 REFERENCES
The publications listed below form a part of this specification to the extent referenced. The publications are referred to within the text by the basic designation only.

ASTM E2114 (2008) Standard Terminology for
Sustainability Relative to the Performance of Buildings
1.2 DEFINITIONS
Definitions pertaining to sustainable development are as defined in ASTM E2114, as specified.
a. "Environmentally preferable products" have a lesser or reduced effect on the environment in comparison to conventional products and services.
This comparison may consider raw materials acquisition, production, manufacturing, packaging, distribution, reuse, operation, maintenance, or disposal of the product.
b. "Indoor environmental quality" is the physical characteristics of the building interior that impact occupants, including air quality, illumination, acoustics, occupant control, thermal comfort, daylighting, and views.
c. "Operational performance" is the functional behavior of the building as a whole or of the building components.
d. "Sustainability" is the balance of environmental, economic, and societal considerations.
1.3 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for Contractor Quality Control approval. The following shall be submitted in accordance with Section 01 33
00 SUBMITTAL PROCEDURES:

Upon receipt of Government Furnished Equipment, the Contractor shall submit records in accordance with paragraph entitled, "Government Furnished Property," of this section.

1.4 WORK COVERED BY CONTRACT DOCUMENTS
1.4.1 Project Description
The work includes renovating of the FSC (Flight Security Controller) Office, storage room and bathroom at 5 MAF sites. Renovation work includes but is not limited to: flooring, bullet resistant windows, kevlar bullet resistant paneling, bullet resistant doors/frames, painting, ceilings, countertops/base cabinets, electrical, plumbing and HVAC and incidental related work.
1.4.2 Location
The work shall be located at 5 separate MAF sites: F-01, G-01, H-01, I-01, and J-01. The exact locations are as shown on the project drawings.
1.5 CONTRACT DRAWINGS
The following drawings accompany this specification and are a part thereof.
Project No. QJVF 10-6006 Sheets 1 through 46.
Zero(0) sets of full size contract drawings, maps, and specifications will be furnished to the Contractor without charge. Reference publications will not be furnished. Contractor may print all contract documents as required from the provided PDFs.
Contractor shall immediately check furnished drawings and notify the Government of any discrepancies.
1.6 WORK RESCHEDULING
Contractor shall allow for a maximum of 20 calendar days where construction activity is prohibitive. Government will provide 24 hour notification each time the restrictions are invoked.
1.7 PROJECT ENVIRONMENTAL GOALS
Contractor shall distribute copies of the Environmental Goals to each subcontractor and the Contracting Officer. The overall goal for design, construction, and operation is to produce a building that meets the functional program needs and incorporates the principles of sustainability.
Specifically:
a. Use environmentally preferable products and decrease toxicity level of materials used.
b. Manage construction site and storage of materials to ensure no negative impact on the indoor environmental quality of the building.

c. Reduce construction waste through recycling and supplier take-back.
1.8 OCCUPANCY OF PREMISES
Building(s) will be occupied during performance of work under this Contract.
Before work is started, the Contractor shall arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches and corridors. The contractor shall provide a phasing plan for the building construction. The contractor will be granted access to only one building at a time. The next building can't be started until substantial completion is obtained for the prior one. See additional information on sheet G0.01.
1.9 EXISTING WORK
In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.
1.10 ON-SITE PERMITS
1.10.1 Utility Outage Requests and Utility Connection Requests
Work shall be scheduled to hold outages to a minimum.
Utility outages and connections required during the performance of work that affect existing systems shall be arranged for at the convenience of the Government and shall be scheduled outside the regular working hours or on weekends.
Contracting Officer may permit utility outages at his discretion.
Contractor shall not be entitled to additional payment for utility outages and connections required to be performed outside the regular work hours.
Requests for utility outages and connections shall be made in writing to the Contracting Officer at least 7 calendar days in advance of the time required. Each request shall state the system involved, area involved, approximate duration of outage, and the nature of work involved.
1.11 SALVAGE MATERIAL AND EQUIPMENT
Items designated by the Contracting Officer to be salvaged shall remain the property of the Government.
The salvaged property shall be segregated, itemized and placed in the garage at each MAF site.

1.12 TEMPORARY FSC OFFICE
The contractor will be required to provide a temporary FSC Office to allow the MAF operations to continue. See the requirements on drawing sheet G0.01.

PART 1 GENERAL
1.1 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

1.2 SPECIAL SCHEDULING REQUIREMENTS
The work under this contract requires special attention to the scheduling and connection with existing operations. Identify on the construction schedule each factor which constitutes a potential interruption to operations.
1.3 CONTRACTOR ACCESS AND USE OF PREMISES
1.3.1 Activity Regulations
Ensure that Contractor personnel employed on the Activity become familiar with and obey Activity regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. Wear hard hats in designated areas. Do not enter any restricted areas unless required to do so and until cleared for such entry.
Mark Contractor equipment for identification.
1.3.1.1 Subcontractors and Personnel Contacts
Provide a list of contact personnel of the Contractor and subcontractors including addresses and telephone numbers for use in the event of an emergency. As changes occur and additional information becomes available, correct and change the information contained in previous lists.
1.3.1.1.1 Entry and Site Regulations
Entry: In order to gain entry onto a facility, contractor personnel and mission essential contractor owned/leased vehicles must be listed on an Entry Authority List (EAL), identified by government inspector/escort
Section 01 14 00 Page 2 personnel, and physically escorted on site by authorized government inspector/personnel.
Thirty (30) working days prior to the initial commencement of work, the contractor must submit to the Contracting Officer a summarized list of employees and vehicle information along with a legible photocopy of each employee's REAL ID Act approved picture identification (ID). These summarized lists and the legible photocopies of the Contractor’s employee's REAL ID Act approved picture IDs will be used to prepare the Contractor’s EAL referenced above. Foremen, supervisors, and superintendents must be identified as such on this Contractor's summarized list of employee information.
Each employee must have their identity proofed and their access vetted through the National Crime Information Center database and the Security Forces Information Management System using their name, DOB, and SSAN. The employees DOBs and SSANs will only be used for this proofing and vetting process and are not used on the EAL used in the field for access.
The contractor’s summarized list of employee information must show each employee’s:
1) Full name exactly as it appears on the REAL ID Act approved picture identification (ID) submitted for used in conjunction with the contractor's EAL.
2) Date of birth (DOB).
3) Full Social Security Account Number (SSAN).
4) The employee’s name and control number (exactly as it appears on the REAL ID Act approved picture ID) submitted for use in conjunction with the contractor's EAL.
5) Provide a legible copy of the individual's REAL ID Act approved picture ID. The following is guidance on the REAL ID Act approved picture IDs authorized for use:
Individuals, who do not possess a driver’s license or identification card compliant with the REAL ID Act and do not possess an acceptable alternate identification credential, must be escorted or denied access. For the current status on state and territories driver’s licenses and IDs that are approved, visit the Department of Homeland Security (DHS) website at the following location: < https://www.dhs.gov/current-status-states-territories
One form of the following documents below will be accepted as proof of identity. The document must be a picture ID and all documents must be unexpired and valid. The goal is to minimize, within acceptable risk, the potential of improper screening and access credential issuance. NOTE: The information in section 3.7.6.1. – 3.7.6.15. is from Handbook for Employers, Instructions for Completing Form I-9 (Employment Eligibility Verification Form), U.S. Department of Homeland Security, U.S. Citizenship and Immigration Services and REAL ID Act of 2005 Implementation: An Interagency Security Committee Guide:
- US Passport
- Permanent Resident Card/Alien Registration Receipt Card (Form I-551)
- Foreign passport with a temporary (I-551) stamp or temporary (I-551) printed notation on a machine readable immigrant visa
- Employment authorization document that contains a photograph (Form I- 766)

- Driver’s License that current and meets REAL ID Act it contains a photograph and biographic information such as name, date of birth, gender, height, weight, eye color, and address;
- Identification card issued by Federal, State, or local government agencies, provided it contains a photograph and biographic information such as name, date of birth, gender, height, eye color, and address.
- U.S. Coast Guard Merchant Mariner Cards/Credentials
- PIV or Federally-Issued PIV-1 Cards (Personal Identification Verification) issued by the Federal Government
- PIV-I card (Personal identification verification-Interoperable Issued by Non-Federal Government entities’
- DHS “Trusted Traveler Cards” (Global entry, NEXUS, SENTRI, FAST).
- Merchant Mariner card issued by DHS/ United States Coast Guard
(USCG).
- Border Crossing Card (Form DSP-150).
- U.S. Certificate of Naturalization or Certificate of Citizenship (Form N-550) and U.S. Permanent Resident Card (Form I-551).
The Contractor's summarized list of vehicle information must include vehicle make; vehicle model; vehicle year; vehicle primary color; vehicle license plate state of issue and number. Vehicles include mission essential company owned/leased/rented vehicles driven out to the MAF and brought onsite for use, i.e. pick-up trucks, cars, vans, lineman's trucks, dump trucks, etc.
All equipment (i.e. skid-steers, Bobcats, forklifts, loaders/backhoes/lifts, trenchers, air compressors, welders, etc.), materials, and hand-carried items (i.e. power tools and hand tools) brought out to the site on a trailer are not required to be listed on the EAL. A piece of equipment driven on-site rather than on a trailer needs to be listed on the EAL. No privately owned vehicles will be permitted on MAFs.
Upon arrival at the MAF, Contractor personnel will contact the Flight Security Controller (FSC) using the gate intercom telephone and inform the FSC of their presence at the security gate. Contractor personnel must remain outside of the security fence and in or near their vehicle until the arrival of the Government inspector/escort.
Upon arrival, the Government inspector/escort will identify and search all Contractor personnel and vehicles. All Contractor personnel will provide the Government inspector/escort with a form of photo identification as listed above, stating the employee's full name. The Contractor's vehicles will be checked and possibly searched prior to site entry. Contractor vehicles shall be clearly marked identifying each contracting firm.
If Contractor personnel are not listed on the EAL, or those who are listed cannot provide proper identification, they will not be permitted on the site. Delays caused by lack of proper EAL data or proper identification shall be at no cost to the Government.
Restricted Area. The work to be performed is in a restricted area.
Therefore, the Contractor shall conform to all requirements of MAFB IDP 31.
Workers will be required to have an escort with them at all times. The Contractor shall allow 60 minutes each day for personnel to process on and off the work site that will not be considered delay time. All site access delays must be reported by the Contractor, in writing, to the Contracting Officer within 24 hours of occurrence. All Government-caused work stoppages must be documented by Government personnel at the time of occurrence and
Section 01 14 00 Page 4 reported by the Contractor, in writing, to the Contracting Officer within 48 hours of occurrence.
The Contractor shall protect all Government property.
The Contractor shall comply with base physical security regulations and procedures.
The Government inspector/escort will be responsible for on-site security.
While work is in progress, the Contractor may be required to remove his personnel due to Alert status, real or exercise.
During all on-site work, the Contractor personnel will be accompanied and continuously monitored by one (1) Government inspector/escort. Failure to remain within the area being monitored is a serious breach of security and safety regulations. The Contractor will take all necessary action to ensure compliance. The Contracting Officer reserves the right to deny entry to/or take action with any Contractor personnel who refuse to conform to security and/or safety regulations. Delays resulting from such entry denial shall not result in any cost to the Government or schedule delay.
1.3.1.2 Identification Badges and Installation Access
Application for and use of badges will be as directed. Obtain access to the installation by obtaining passes from the Base Pass and Identification Office. Furnish a completed EMPLOYMENT ELIGIBILITY VERIFICATION (DHS FORM I-9) form for all personnel requesting badges. This form is available at http://www.uscis.gov/portal/site/uscis by searching or selecting Employment Verification (Form I-9). Immediately report instances of lost or stolen badges to the Contracting Officer.
1.3.1.3 Personnel Entry Approval
Failure to obtain entry approval will not affect the contract price or time of completion.
1.3.1.4 No Smoking Policy
Smoking is prohibited within and outside of all buildings on installation, except in designated smoking areas. This applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines. The Contracting Officer will identify designated smoking areas.
1.3.2 Emergency Response Requirement
The most appropriate protective action for certain emergencies is to take shelter. Personnel must immediately seek shelter while an assessment is made of the threat and determinations are being made regarding subsequent actions such as "all clear" or selected building evacuations. The following procedures have been put in place in the event of an emergent condition.
a. NOTIFICATION: The primary means of alerting personnel must be emergency alert signals. The alerting signal to seek shelter must be three steady http://www.uscis.gov/portal/site/uscis
Section 01 14 00 Page 5 tones that last for thirty seconds separated by ten seconds of silence. The notification for "all clear" must be three short tones repeated three times.
b. SHELTERING: When personnel hear the alert signal, the area of work must be secured in a manner that will leave the site in safe condition.
Personnel must seek shelter in the nearest occupied building in calm and orderly manner. If possible, secure all windows and doors and shut off ventilation. If working aboard ship, proceed into the interior of the ship and wait for further directions from official personnel. If in a vehicle, park the vehicle so that it does not block the normally traveled portion of the road and proceed into the nearest occupied building.
c. EVACUATION: In the event of an evacuation, personnel must receive directions from team members of the Crowd Control Center (CCC) or the building custodian acting on the directions from the CCC. Contract personnel must comply with instructions given at all times.
1.3.3 Working Hours
Regular working hours are between 0730 and 1800 Monday through Thursday and no work on Friday, Saturday, Sunday or Government holidays.
1.3.4 Work Outside Regular Hours
Work outside regular working hours requires Contracting Officer approval.
Make application 15 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress, giving the specific dates, hours, location, type of work to be performed, contract number and project title. Based on the justification provided, the Contracting Officer may approve work outside regular hours.
1.3.5 Occupied and Existing Building[s]
The Contractor shall be working in an existing building which is occupied.
Do not enter the building without prior approval of the Contracting Officer.
The existing buildings and their contents must be kept secure at all times.
Provide temporary closures as required to maintain security as directed by the Contracting Officer.
Provide dust covers or protective enclosures to protect existing work that remains and Government material located in the buildings during the construction period.
Relocate movable furniture to storage containers in secured area as directed by the contracting officer.
1.3.6 Utility Cutovers and Interruptions
a. Make utility cutovers and interruptions after normal working hours or on Saturdays, Sundays, and Government holidays. Conform to procedures required in the paragraph "Work Outside Regular Hours."
b. Interruption to water, sanitary sewer, storm sewer, telephone service, electric service, air conditioning, heating, fire alarm, and compressed air are considered utility cutovers pursuant to the paragraph entitled "Work Outside Regular Hours."

1.1 SUBMITTALS

1.2 COLOR BOARDS FOR AIR FORCE PROJECTS
Submit five sets of color boards within 90 calendar days after Contract Award. Each set of boards shall include samples of colors and finishes of interior surfaces, such as walls, floors, and ceilings. The samples shall be presented on 8 by 10-1/2 inch boards (modules) with a maximum spread of 24 by 31-1/2 inches for foldouts. Modules shall be designed to fit in a standard loose-leaf, three-ring binder. If more space is needed, more than one board per set may be submitted. The Contractor shall certify that he has reviewed the color samples in detail and that the color samples are in strict accordance with contract drawings and specifications, except as may be otherwise explicitly stated. Submittal of color samples shall not relieve the Contractor of the responsibility to submit samples required elsewhere herein.
1.3 MINIMUM INSURANCE REQUIREMENTS
Procure and maintain during the entire period of performance under this contract the following minimum insurance coverage:
a. Comprehensive general liability: $500,000 per occurrence
b. Automobile liability: $200,000 per person, $500,000 per occurrence for bodily injury, $20,000 per occurrence for property damage
c. Workmen's compensation as required by Federal and State workers' compensation and occupational disease laws.
d. Employer's liability coverage of $100,000, except in States where workers compensation may not be written by private carriers,
e. Others as required by State law.

1.4 SUPERVISION
Have at least one qualified supervisor capable of reading, writing, and conversing fluently in the English language on the job site during working hours.
1.5 SUPERVISION
Provide at least one (1) qualified Project Manager and one (1) on-site Project Superintendent. Both shall comply with the English speaking requirements. The Project Manager must have a minimum 5 years experience as a Project Manager or Superintendent on projects like this contract or similar in size and complexity. The Project Superintendent must have a minimum of 5 years’ experience as a Superintendent on projects similar in size and complexity.
The Project Manager in this context shall mean the individual with the responsibility for the overall management of the project and the Project Superintendent shall mean the individual with the responsibility for quality and production. Both the Project Manager and Project Superintendent are subject to removal by the Contracting Officer for non-compliance with requirements specified in the contract and for failure to manage the project to insure timely completion. Furthermore, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to such stop orders shall be made the subject of claim for extension of time for excess costs or damages by the Contractor.
Approval of Project Manager and on-site Project Superintendent is required prior to start of construction. Provide resumes for the proposed Project Manager and on-site Project Superintendent describing their experience with references and qualifications to the Contracting Officer for approval. The Contracting Officer reserves the right to interview the proposed Project Manager and on-site Project Superintendent at any time in order to verify the submitted qualifications.
1.6 PRECONSTRUCTION CONFERENCE
After award of the contract but prior to commencement of any work at the site, meet with the Contracting Officer to discuss and develop a mutual understanding relative to the administration of the value engineering and safety program, preparation of the schedule of prices or earned value report, shop drawings, and other submittals, scheduling programming, prosecution of the work, and clear expectations of the "Interim DD Form 1354" Submittal. Major subcontractors who will engage in the work shall also attend.
1.7 PARTNERING
To most effectively accomplish this contract, the Government requires the formation of a cohesive partnership within the Project Team whose members are from the Government, the Contractor and their Subcontractors.

The Contracting Officer will provide Information on the Partnering Process and a list of key and optional personnel who should attend the Partnering meeting.
1.8 AVAILABILITY OF CADD DRAWING FILES
After award and upon request, the electronic "Computer-Aided Drafting and Design (CADD)" drawing files will only be made available to the Contractor for use in preparation of construction data related to the referenced contract subject to the following terms and conditions. Request specific drawing numbers of files required; the entire set of drawing files will not be provided.
Data contained on these electronic files shall not be used for any purpose other than as a convenience in the preparation of construction data for the referenced project. Any other use or reuse shall be at the sole risk of the Contractor and without liability or legal exposure to the Government. The Contractor shall make no claim and waives to the fullest extent permitted by law, any claim or cause of action of any nature against the Government, its agents or sub consultants that may arise out of or in connection with the use of these electronic files. The Contractor shall, to the fullest extent permitted by law, indemnify and hold the Government harmless against all damages, liabilities or costs, including reasonable attorney's fees and defense costs, arising out of or resulting from the use of these electronic files.
These electronic CADD drawing files are not construction documents.
Differences may exist between the CADD files and the corresponding construction documents. The Government makes no representation regarding the accuracy or completeness of the electronic CADD files, nor does it make representation to the compatibility of these files with the Contractors hardware or software. In the event that a conflict arises between the signed and sealed construction documents prepared by the Government and the furnished CADD files, the signed and sealed construction documents shall govern. The Contractor is responsible for determining if any conflict exists. Use of these CADD files does not relieve the Contractor of duty to fully comply with the contract documents, including and without limitation, the need to check, confirm and coordinate the work of all contractors for the project.
If the Contractor uses, duplicates and/or modifies these electronic CADD files for use in producing construction drawings and data related to this contract, all previous indicia of ownership (seals, logos, signatures, initials and dates) shall be removed.
1.11 ELECTRONIC MAIL (E-MAIL) ADDRESS
The Contractor shall establish and maintain electronic mail (e-mail) capability along with the capability to open various electronic attachments in Microsoft, Adobe Acrobat, and other similar formats. Within 10 days after contract award, the Contractor shall provide the Contracting Officer a single (only one) e-mail address for electronic communications from the Contracting Officer related to this contract including, but not limited to contract documents, invoice information, request for proposals, and other correspondence. The Contracting Officer may also use email to notify the Contractor of base access conditions when emergency conditions warrant, such

It is the Contractor's responsibility to make timely distribution of all Contracting Officer initiated e-mail with its own organization including field office(s). The Contractor shall promptly notify the Contracting Officer, in writing, of any changes to this email address.

1.1 REFERENCES
The publications listed below form a part of this specification to the extent referenced. The publications are referred to within the text by the basic designation only.

1.2 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

1.3 SCHEDULE PREPARER
Designate an authorized representative to be responsible for the preparation of the schedule and all required updating (activity status) and preparation of reports.
3.1 GENERAL REQUIREMENTS
Prepare for approval a Project Schedule, as specified herein, pursuant to the Contract Clause, SCHEDULE FOR CONSTRUCTION CONTRACTS. Show in the schedule the sequence in which the Contractor proposes to perform the work and dates on which the Contractor contemplates starting and completing all schedule activities. The scheduling of the entire project, including the design and construction sequences, is required. The scheduling of construction is the responsibility of the Contractor. Contractor management personnel shall actively participate in its development.

3.1.1 Approved Project Schedule
Use the approved Project Schedule to measure the progress of the work and to aid in evaluating time extensions. Make the schedule cost loaded and activity coded. The schedule will provide the basis for all progress payments. If the Contractor fails to submit any schedule within the time prescribed, the Contracting Officer may withhold approval of progress payments until the Contractor submits the required schedule.
3.1.2 Schedule Status Reports
Provide a Schedule Status Report on at least a monthly basis. If, in the opinion of the Contracting Officer, the Contractor falls behind the approved schedule, take steps necessary to improve its progress including those that may be required by the Contracting Officer, without additional cost to the Government. In this circumstance, the Contracting Officer may require the Contractor to increase the number of shifts, overtime operations, days of work, and/or the amount of construction plant, and to submit for approval any supplementary schedule or schedules as the Contracting Officer deems necessary to demonstrate how the approved rate of progress will be regained.
3.1.3 Default Terms
Failure of the Contractor to comply with the requirements of the Contracting Officer shall be grounds for a determination, by the Contracting Officer, that the Contractor is not prosecuting the work with sufficient diligence to ensure completion within the time specified in the contract. Upon making this determination, the Contracting Officer may terminate the Contractor's right to proceed with the work, or any separable part of it, in accordance with the default terms of the contract.
3.2 BASIS FOR PAYMENT AND COST LOADING
Use the schedule as the basis for determining contract earnings during each update period and therefore the amount of each progress payment. Lack of an approved schedule update, or qualified scheduling personnel, will result in the inability of the Contracting Officer to evaluate contract earned value for the purposes of payment. Failure of the Contractor to provide all required information will result in the disapproval of the preliminary, initial and subsequent schedule updates. In the event schedule revisions are directed by the Contracting Officer and those revisions have not been included in subsequent revisions or updates, the Contracting Officer may hold retainage up to the maximum allowed by contract, each payment period, until such revisions to the Project Schedule have been made. Activity cost loading shall be reasonable, as determined by the Contracting Officer. The aggregate value of all activities coded to a contract CLIN shall equal the value of the CLIN on the Schedule.
3.3 PROJECT SCHEDULE DETAILED REQUIREMENTS
The computer software system utilized to produce and update the Project Schedule shall be capable of meeting all requirements of this specification.
Comply with PRIMAVERA P6 - USACE MANDATORY REQUIREMENTS. Failure of the Contractor to meet the requirements of this specification will result in the disapproval of the schedule.

3.3.1 Critical Path Method
Use the Critical Path Method (CPM) of network calculation to generate the Project Schedule. Prepare the Project Schedule using the Precedence Diagram Method (PDM).
3.3.2 Level of Detail Required
Develop the Project Schedule to an appropriate level of detail. Failure to develop the Project Schedule to an appropriate level of detail, as determined by the Contracting Officer, will result in its disapproval. The Contracting Officer will consider, but is not limited to, the following characteristics and requirements to determine appropriate level of detail:
3.3.2.1 Activity Durations
Reasonable activity durations are those that allow the progress of ongoing activities to be accurately determined between update periods. Less than 2 percent of all non-procurement activities shall have Original Durations (OD) greater than 20 work days or 30 calendar days. Procurement activities are defined herein.
3.3.2.2 Design and Permit Activities
Include design and permit activities with the necessary conferences and follow-up actions and design package submission dates. Include the design schedule in the project schedule, showing the sequence of events involved in carrying out the project design tasks within the specific contract period.
This shall be at a detailed level of scheduling sufficient to identify all major design tasks, including those that control the flow of work. The schedule shall include review and correction periods associated with each item.
3.3.2.3 Procurement Activities
The schedule must include activities associated with the submittal, approval, procurement, fabrication and delivery of long lead materials, equipment, fabricated assemblies and supplies. Long lead procurement activities are those with an anticipated procurement sequence of over 90 calendar days. A typical procurement sequence includes the string of activities: submit, approve, procure, fabricate, and deliver.
3.3.2.4 Government Activities
Show Government and other agency activities that could impact progress.
These activities include, but are not limited to: approvals and reviews.
3.3.2.5 Activity Responsibility Coding (RESP)
Assign responsibility Code for all activities to the Prime Contractor, Subcontractor or Government agency responsible for performing the activity.
Activities shall not have more than one Responsibility Code. Examples of acceptable activity code values are: DOR (for the designer of record); ELEC (for the electrical subcontractor); MECH (for the mechanical subcontractor);
and GOVT (for USACE). Unacceptable code values are abbreviations of the names of subcontractors.

3.3.2.6 Activity Work Area Coding
Assign Work Area code to activities based upon the work area in which the activity occurs. Define work areas based on resource constraints or space constraints that would preclude a resource, such as a particular trade or craft work crew, from working in more than one work area at a time due to restraints on resources or space. Examples of Work Area Coding include different buildings within the project. Activities shall not have more than one Work Area Code. Not all activities are required to be Work Area coded.
A lack of Work Area coding will indicate the activity is not resource or space constrained.
3.3.2.7 Contract Changes/Requests for Equitable Adjustment (REA) Coding
(MODF)
Assign Activity code to any activity or sequence of activities added to the schedule as a result of a Contract Modification, when approved by the Contracting Officer, with a Contract Changes/REA Code. Key all Code values to the Government's modification numbering system. Any activity or sequence of activities added to the schedule as a result of alleged constructive changes made by the Government may be added to a copy of the current schedule, subject to the approval of the Contracting Officer. Assign Activity codes for these activities with a Contract Changes/REA Code. Key the code values to the Contractor's numbering system. Approval to add these activities does not necessarily mean the Government accepts responsibility and, therefore, liability for such activities and any associated impacts to the schedule, but rather the Government recognizes such activities are appropriately added to the schedule for the purposes of maintaining a realistic and meaningful schedule. Such activities shall not be Responsibility Coded to the Government unless approved. An activity shall not have more than one Contract Changes/REA Code.
3.3.2.8 Contract Line Item (CLIN) Coding (BIDI)
Code all activities to the CLIN on the Contract Line Item Schedule to which the activity belongs. An activity shall not contain more than one CLIN Item Code. CLIN Item code all activities, even when an activity is not cost loaded.
3.3.2.9 Category of Work Coding (CATW)
Assign Category of Work Code to all Activities based upon the category of work to which the activity belongs. Category of Work Code must include, but is not limited to: permits, construction submittals, construction submittal approvals, Acceptance, Procurement, Fabrication, Delivery, Weather Sensitive Installation, Non-Weather Sensitive Installation, Start-Up, Test and Turnover. Assign a Category of Work Code to each activity. Each activity shall have only one Category of Work Code.
3.3.3 Scheduled Project Completion and Activity Calendars
The schedule interval shall extend from NTP date to the required contract completion date. The contract completion activity (End Project) shall finish based on the required contract duration in the accepted contract proposal, as adjusted for any approved contract time extensions. The first scheduled work period shall be the day after NTP is received by the Contractor. Schedule activities on a calendar to which the activity
Section 01 32 01.00 10 Page 5 logically belongs. Activities may be assigned to a 7 day calendar when the contract assigns calendar day durations for the activity such as a Government Acceptance activity. If the Contractor intends to perform physical work less than seven days per week, schedule the associated activities on a calendar with non-work periods identified including weekends and holidays. Assign the Category of Work Code - Weather Sensitive Installation to those activities that are weather sensitive. Original durations must account for anticipated normal adverse weather. The Government will interpret all work periods not identified as non-work periods on each calendar as meaning the Contractor intends to perform work during those periods.
3.3.3.1 Project Start Date
The schedule shall start no earlier than the date on which the NTP was acknowledged. Include as the first activity in the project schedule an activity called "Start Project"(or NTP). The "Start Project" activity shall have an "ES" constraint date equal to the date that the NTP was acknowledged, and a zero day duration.
3.3.3.2 Schedule Constraints and Open Ended Logic
Constrain completion of the last activity in the schedule by the contract completion date. Schedule calculations shall result in a negative float when the calculated early finish date of the last activity is later than the contract completion date. Include as the last activity in the project schedule an activity called "End Project". The "End Project" activity shall have an "LF" constraint date equal to the contract completion date for the project, and with a zero day duration or by using the "project must finish by" date in the scheduling software. The schedule shall have no constrained dates other than those specified in the contract. The use of artificial float constraints such as "zero fee float" or "zero total float" are typically prohibited. There shall only be 2 open ended activities: Start Project (or NTP) with no predecessor logic and End Project with no successor logic.
3.3.4 Default Progress Data Disallowed
Do not automatically update Actual Start and Finish dates with default mechanisms that may be included in the scheduling software. Activity Actual Start (AS) and Actual Finish (AF) dates assigned during the updating process shall match those dates provided from Contractor Quality Control Reports.
Failure of the Contractor to document the AS and AF dates on the Daily Quality Control report for every in-progress or completed activity, and failure to ensure that the data contained on the Daily Quality Control reports is the sole basis for schedule updating shall result in the disapproval of the Contractor's updated schedule and the inability of the Contracting Officer to evaluate Contractor progress for payment purposes.
Updating of the percent complete and the remaining duration of any activity shall be independent functions. Disable program features which calculate one of these parameters from the other.
3.3.5 Milestones
The schedule must include milestone activities for each significant project event.

3.4 PROJECT SCHEDULE SUBMISSIONS
Provide the submissions as described below. The requirements for each submission are contained in paragraph SUBMISSION REQUIREMENTS.
3.4.1 Initial Project Schedule Submission
Submit the Initial Project Schedule for approval within 15 calendar days after NTP. The schedule shall demonstrate a reasonable and realistic sequence of activities which represent all work through the entire contract performance period. The Initial Schedule shall be at a reasonable level of detail as determined by the Contracting Officer.
3.4.2 Periodic Schedule Updates
Based on the result of the meeting, submit periodic schedule updates. These submissions will enable the Contracting Officer to assess Contractor's progress. If the Contractor fails or refuses to furnish the information and project schedule data, which in the judgment of the Contracting Officer or authorized representative is necessary for verifying the Contractor's progress, the Contractor shall be deemed not to have provided an estimate upon which progress payment may be made.
3.4.3 Standard Activity Coding Dictionary
Use the activity coding structure defined in the Standard Data Exchange Format (SDEF) in ER 1-1-11, Appendix A. This exact structure is mandatory, even if some fields are not used. A template SDEF compatible schedule backup file (sdef.prx) is available on the QCS website:

3.5 SUBMISSION REQUIREMENTS
Submit the following items for the Initial Schedule, and every Periodic Schedule Update throughout the life of the project:
3.5.1 Data CDs
Provide two sets of data CDs containing the project schedule in the backup Primavera P6 format. Each CD shall also contain all previous update backup files. File medium shall be CD. Label each CD indicating the type of schedule (Preliminary, Initial, Update), full contract number, Data Date and file name. Each schedule shall have a unique file name as determined by the Contractor.
3.5.2 Approved Changes Verification
Include only those project schedule changes in the schedule submission that have been previously approved by the Contracting Officer. The Narrative Report shall specifically reference, on an activity by activity basis, all changes made since the previous period and relate each change to documented, approved schedule changes.
3.5.3 Network Diagram
The network diagram is required for the Initial and Periodic Updates. The network diagram shall depict and display the order and interdependence of activities and the sequence in which the work is to be accomplished. The Contracting Officer will use, but is not limited to, the following conditions to review compliance with this paragraph:
3.6 PERIODIC SCHEDULE UPDATE MEETINGS
Conduct periodic schedule update meetings for the purposes of reviewing the Contractor's proposed out of sequence corrections, determining causes for delay, correcting logic, maintaining schedule accuracy and determining earned value.
3.6.1 Update Submission Following Progress Meeting
Submit a complete update of the project schedule containing all approved progress, revisions, and adjustments, pursuant to paragraph SUBMISSION REQUIREMENTS not later than 4 working days after the periodic schedule update meeting, reflecting only those changes made during the previous update meeting.

3.7 WEEKLY PROGRESS MEETINGS
a. Meet weekly with the Government (or as otherwise mutually agreed to) for the purpose of jointly reviewing the actual progress of the project as compared to the as planned progress and to review planned activities for the upcoming two weeks. The then current and approved schedule update shall be used for the purposes of this meeting. The weekly progress meeting will address the status of RFIs, RFPs and Submittals.
