1) FAR 52.232-18 Availability of Funds (Apr 1984) - Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
2) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; this is a Request for Quotation (RFQ) and a written solicitation will not be issued.
3) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99, Defense Change Notice 20180601, and Air Force Acquisition Circular 2018-0525.
4) The NAICS for this solicitation is 238330 – Flooring Contractors. The Small Business Size Standard for this NAICS code is $15M. This acquisition is Small Business Set Aside.
5) Description: Items are listed in Attachment 1 Statement of Work. Provide pricing in the spaces provided below.

8) Delivery shall be F.O.B. Destination to:

9) Quotes must be valid through 30 September 2018 and signed/dated using this attachment, and submitted by 31 July 2018, 10:00 A.M. Central Time. Quotes must be electronically submitted via email to the following points of contact. Failure to send to both points of contract will preclude the chances of receiving the award.
10) Questions may be submitted no later than 20 July 2018, 1:00 P.M. CST. Questions submitted after the specified date may not be answered.
11) Site Visit: A site visit will be performed on 19 July 2018 at the Oscar-01 Missile Alert Facility (MAF) site. Due to MAF sites being restricted areas all personnel planning on attending the site visit must be added to an Entry Authorization List (EAL). This is accomplished utilizing Attachment 3 – Missile Field EAL Submittal Form. This form must be filled out for each employee which will be in attendance at the site visit. Legible photocopies of the front and back of the employee’s ID must fit onto page two. Once the form is filled out save the document as a PDF and send all employee EAL forms through the AMRDEC website (https://safe.amrdec.army.mil/safe/Default.aspx). All EAL forms must be submitted no later than 11 July 2018 to Mr. Daniel Betz – daniel.betz.2@us.af.mil and 1st Lt Trenton High – trenton.high.1@us.af.mil. Attendance must be confirmed with 1st Lt Trenton High & SSgt William Tucker no later than 16 July 2018.

14) Instructions to Offerors, emailed proposals will be accepted. Note email size must not exceed 10 MB. If the proposal is more than 10 MB, please submit as email 1 of 2, etc. Format must be a Word Document, PDF, or Excel sheet. The offeror must request and obtain an acknowledgement of receipt for electronic submission.

This provision is incorporated by reference, and paragraph (a) is modified to read as follows:
(a) This is a competitive best value acquisition in which the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, considering price and other factors. The Government intends to make award to the offeror with the best value to the Government. The following listed evaluation factor shall be used in the evaluation process:
1. Price: Pricing will be evaluated for reasonableness and realism.
2. Technical: Technical Acceptability is achieved when the offeror provides proof that the products meet the minimum standards listed above and the stated delivery date.
*All offerors shall submit technical description of the product being offered in sufficient detail, in addition to the price proposal, to evaluate compliance with the requirements in this solicitation.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
