PAST/PRESENT PERFORMANCE EVALUATION

ELEMENT 1: PERFORMANCE EVALUATION

Summarize each of the Past Performance Documents (CPARS, FAPIIS, or Supplier/Services Questionnaire) for the Company. Was the performance acceptable (if not was it corrected), was it recent and relevant to the MAF Mechanical Room Project in the solicitation, did the contractor stay on schedule, did management and employees work well with the Government employees, what was the quality of the service, and how well did the contractor perform.

ELEMENT 2: CONCLUSION

1. Past Performance Factor: The Contracting Officer shall seek recent and relevant performance information on all offerors based on

(1) Past Performance Information Retrieval System (PPIRS),

(2) the references provided by the offeror, and

(3) data independently obtained from other Government and commercial sources.

(a) Ratings. Past performance information that fails this condition will not be evaluated. Recent references will be given a relevancy rating per Table 4 below.

The purpose of the past performance evaluation is to assess the degree of confidence the Government has in the offeror’s ability to supply the requirements that meet users’ needs, based on the offeror’s demonstrated record of performance. The assessment process will result in an overall performance confidence assessment rating as defined in DoD Source Selection Procedures, Table 5, Performance Confidence Assessments.

The Past Performance factor will receive one of the performance confidence assessments described in DoD Source Selection Procedures, Table 5 – Performance Confidence Assessments, detailed below.

Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
LIMITED CONFIDENCE
Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
NO CONFIDENCE
Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
UNKNOWN CONFIDENCE (NEUTRAL)
No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

2. Price-Performance Tradeoff.

(a) The SSA shall select the source whose proposal offers the best value to the Government in accordance with established criteria herein. This Price-Performance Tradeoff decision shall be based on a comparative assessment of proposals against all source selection criteria, considering recommendations and minority opinions. The source selection decision reflects the integrated, comparative assessment and includes the rationale for any business judgments- tradeoffs made including benefits associated with additional costs.

(b) If the lowest priced evaluated technically acceptable offer is judged to have a “Substantial Confidence” performance confidence assessment, that offer represents the best value for the Government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers.

(c) The government reserves the right to award a contract to other than the lowest priced offer if the lowest priced offeror is judged to have a performance confidence assessment of "Satisfactory Confidence" or lower. In that event, the Source Selection Authority shall make an integrated assessment best value award decision.

(d) Offerors are cautioned to submit sufficient information and in the format specified in Section L to permit a meaningful assessment of past performance. Offerors may be asked to clarify certain aspects of their proposal (for example, the relevance of past performance information) or respond to adverse past performance information to which the offeror has not previously had an opportunity to respond. Adverse past performance is defined as past performance information that supports a less than satisfactory rating on any evaluation element or any unfavorable comments received from sources without a formal rating system. Communication conducted to resolve minor or clerical errors will not constitute discussions and the contracting officer reserves the right to award a contract without the opportunity for proposal revision.

(e) The Government intends to award a contract without discussions with respective offerors. The Government, however, reserves the right to conduct discussions if deemed in its best interest.
