Question for HVAC Water Treatment Site Visit:
1) What is the annual water treatment contract cost currently
- We cannot provide the annual cost, however, the awarded value of the contract was
$251,740.69
2) What are the estimated volumes of each closed system?
- The government does not have an estimated volume for the closed loop systems, but estimates 30 55 gallon Drums of glycol per year.
3) Will the service technician be able to service the facilities without an escort or will an escort be needed
- Most Facilities will not need and escort but if needed an escort will be provided.
4) The RFP mentions providing test kits to the facility. Does the DAFB have dedicated facility personnel testing each system and how often are they testing?
- The Government does not test the system. The system is tested by the contractor on a monthly basis.
5) How many systems have coupon racks?
- Please explain further. Technician is not aware of Coupon Racks.
6) If there are coupon racks what is the testing frequency of coupons and is this cost included in the base water treatment services pricing on Line 1 and Line 2 of the Cost Page
- Please explain further Technicians are not aware of Coupon Racks.
7) Please confirm Line 0002AA on the price sheet should read 180 Hours and 186.00/Hr is a typo?
- Yes the 186.00/Hr. is a typo. It is 180 hours total. The contractors needs to bid what they will charge per hour to add glycol to the system.
8) Please confirm Line 0002AB on the price sheet should read 90 Hours and 186.00/Hr is a typo?
- Yes the 186.00/Hr. is a typo. It is 90 hours total. The contractors needs to bid what they will charge per hour to add glycol to the system.
9) Line 0003AA Provide Glycol to Closed System. Does each bidder add $30,000.00 to this line item as a cap amount? If not, how is this priced as it is not known or available at the walk-thru the existing glycol levels and the amount of glycol that will be potentially needed throughout the contract.
- This CLIN has a not to exceed $30K for the cost to purchase the material (Glycol) per year.
Yes this is the cap amount.
10) Line 0003AB Provide Glycol to Closed System. Does each bidder add $20,000.00 to this line item as a cap amount? If not, how is this priced as it is not known or available at the walk-thru the existing glycol levels and the amount of glycol that will be potentially needed throughout the contract.
- This CLIN has a not to exceed $20K for the cost to purchase the material (Glycol) per year.
Yes this is the cap amount.
- Can you provide us a copy of a current water treatment service report from the existing water treatment vendor for the five systems that were surveyed? Bldg. 116, Bldg. 262, Bldg. 414, Bldg. 515 and Bldg. 600.

11) Is the annual application of biocide to the Thermal Energy Systems applied to CLINS 0001AA
OR 0001AB OR BOTH [DIVIDED PROPORTIONALLY]?
- They are proportionally divided for each CLIN since they are different amount of system for
O&M and TWCF
Please explain the following ITEMS - USING HYPOTHETICAL EXAMPLES:
0002AA Add Glycol to the Closed loop system O&M @ $186.00 per Hr. 180 Hr $0.00
- This is the cost the contractor will charge per Hour to add Glycol to the system. Base on a total of 180 hours per year. Should have read $0.00 per hr.
0002AB Add Glycol to the Closed loop system TWCF @ $186.00 per Hr. 90 Hr $0.00
- This is the cost the contractor will charge to per Hour to add Glycol to the system. Based on a total of 90 hours per year. The $186.00 is a typo. Should have read @ $0.00 per hr.
- 0003AA Provide Glycol to Closed Loop System O&M $30K CAP 1 Lot $0.00
This is the cost to purchase the Material (Glycol) not to exceed $30K per year. Ex. (if the contractor has to purchase Glycol for the system the cost will be subtracted from the $30K).
The contract will provide a monthly report of the how much Glycol was added to the system.
- 0003AB Provide Glycol to Closed Loop System TWCF $20K CAP 1 Lot $0.00
This is the cost to purchase the Material (Glycol) not to exceed $20K per year. Ex. (if the contractor has to purchase Glycol for the system the cost will be subtracted from the $20K).
The contractor will provide a monthly report of how much Glycol was added to the system.
12) For CLINs x003AA and x003AB, please explain what we are supposed to enter in the Unit pricing for the glycol. Is it the price per drum, per gallon or do we enter the cap numbers of $30k and $20k?
- Please base your Glycol cost per 55 Gal. Drums.
13) What is the current monthly fee that you are paying for the Water Treatment Services including materials, labor & transportation at the O&M Facilities and TWCF Facilities (Items x001AA and x001AB)?
- We cannot provide this information.
