Questions and Answers:
1) Do you have to be a small business MBE to quote this job?
a. This requirement was solicited as a total small-business set-aside, so yes, the offeror must be a small business.
2) What vendor currently inspects the fire alarm systems and has this contract?
a. The current contractor is Anaconda Protective Concepts
3) What is the total annual $ value of the current contract?
a. We cannot provide the annual value. The total contract value was $375K
4) Is this contract just for the fire alarm? What about the sprinkler system?
a. This contract is for fire alarms maintenance and not the fire suppression sprinkler systems.
5) Are the CO2 systems, foam systems, kitchen hood & VESDA systems on this contract or another contract?
a. All of these type of special fire suppression systems are a requirement for this contract solicitation except CO2. There is one facility that has low pressure CO2 but it has recently been scheduled for demolition. The foam systems are associated with the aircraft hangars and only the fire alarm portion of those systems to include releasing panels for the foam agent are a part of this contract solicitation. The foam portion of the fire suppression sprinkler systems are maintained by base personnel. The kitchen hood fire suppression systems are wet chemical type systems (Ansul) and there are 17 hoods in 10 facilities and are part of this contract solicitation. The VESDA systems are located in facilities 310, 218, 209 and 206 and are part of this contract solicitation.
Additionally, facilities 140 and 550 have Nitrogen Dioxide environmental sensors that are a part of this contract solicitation. Also, facilities 140 and 550 have carbon monoxide detectors that are part of this contract solicitation as well.
6) Can we get a list of the model # of all the fire alarm panels so that we can verify that parts are available?
a. All of the fire alarm panels are Monaco brand with the exception of one Simplex at facility 714 and Honeywell panels at hangars 945, 711, and 706 as well as one ESP panel at facility 715, parts are readily available.
7) Is a NICET 2 fire alarm technician required for the inspections? What about their helper?
a. Yes a NICET Level 2 certification is required for inspections and all technicians working under this contract. See section 1.2 of the PWS for further certification requirements.
8) Are we just to quote the labor hours on the quote sheet?
a. Yes, this is an estimated amount of hours that is anticipated based on past requirements. Please provide your labor rate per hour for these estimated quantities provided.
9) The hours on the quote form look low. What happens if the work exceeds those hours?
a. If there is a valid work requirement after all funds have been expensed for a given fiscal year than a contract modification would need to be accomplished to add funding to the contract for the additional work; however, there is no guarantee additional funding would be available for any work exceeding the awarded amount. The government would determine if any additional funds would be added.
10) What happens is the $ value of replacement parts exceeds the amount on the bid form?
a. A contract modification would need to be processed to add funding but only if it is determined a valid requirement exists and would be executed at the discretion of the government.
11) During the site visit it was mentioned that hoods & ducts were part of this action, but they’re not identified in the PWS. Are we responsible for them?
a. Kitchen hoods fire suppression systems are a requirement of this contract. There are 10 facilities with kitchen hood systems with a total of 17 hoods. There are duct detectors that are associated with some facility fire alarm systems as mentioned on page two of the performance work statement (PWS), there are 397 duct detectors on base.
