Solicitation No. FA449719RA034, B515/639 Install Industrial Fans (Project No. 1081630) – Pre-bid RFIs:
1. What is the desired CFMs to be moved by requested industrial fans?
The intent of the industrial fans is to provide sufficient destratification and air circulation for the space. Based on initial market research we have determined that fans with a maximum CFM of approximately 100,000 to 200,000 would be sufficient, however the specific model and airflow is to be determined by the designer.
2. Are there any height restrictions on the bottom of the fans?
The fans must not interfere with day-to-day operations in the facilities. In B515, this means that the fans must not block movement of the crane in the warehouse space. In B639, the height from the floor to the fans should be maximized without limiting the effectiveness of the fans.
3. Are there any proximity restrictions with the locations of new fans to the existing lights and/or sprinkler heads, etc.?
Designer should follow fan manufacturer requirements on horizontal clearances. Per the SOW, NFPA 13 requires that the fans be located at least 3’ vertically from sprinkler heads.
4. The install of new industrial fans in building 515 would cause flickering effects in existing lighting due to the fans only location for install is being installed lower than the existing lights.
If it is not possible to locate the fans such that they do not cast shadows from existing light locations, it is acceptable to relocate or lower the lights to minimize shadows. If lights are relocated, ensure that all lighting level requirements are met per UFC 3-530-01, Interior and Exterior Lighting Systems and Controls, with Change 3.
5. Would it be acceptable to run new circuits from the panel labeled “battery charging panel” rated 480/277?
There appears to be available space at this panel. New circuits to this panel are acceptable if designer believes it economical to do so.
6. What are the minimum electrical specifications/requirements of the fans?
The associated branch circuits to the fans must comply with UFC 3-520-01, Interior Electrical Systems with Change 1.
7. Please confirm there is access at both building 515 and 639 for a boom and/or material lifts for the fan installation.
Confirmed, both facilities have access for a boom and/or material lift through rollup doors near the proposed fan locations.
8. Is a full time superintendent required for this contract?
Yes.
9. Is a full time QA/QC manager required for this contract?
Yes.
10. Are as-built drawings available for both building 515 and 639?
As-built drawings for B515 are available and may be provided upon contract award. Complete drawings for B639 are not available, however a PDF of the building floor plan is available. Multiple renovations have occurred in both facilities and we cannot guarantee their complete accuracy – For both structures, drawings will need to be field-verified if used.
11. Will the user’s mission need to remain uninterrupted during construction in both building 515 and 639?
Work will take place in occupied facilities and will need to be coordinated with the user in order to minimize interruptions.
12. Please confirm the red X’s on the floor plan provided in the SOW correlate with the red X’s tapped on the floor in warehouse space of building 515 and the LRS warehouse space of building 639?
The red X’s on both the floor plan and in the facilities correlate to the same locations. However, please note that these locations are approximate suggestions and it is up to the designer to locate the fans to meet all applicable code and manufacturer’s mounting requirements.
13. If the fans are to be centered approximately between (4) sprinkler heads, will relocation of sprinkler heads be part of this contract.
No, it is not expected that any sprinklers are to be relocated as part of this contract. Fan blades may be located below sprinkler heads so long as there is 3’ clearance per NFPA 13.
14. In order to comply with the requirements of NFPA-13, the sprinklers above the area where the new fan will be located would need to be relocated. Confirm that the intent of the project is to modify the existing sprinkler system to comply with NFPA-13.
It is not the intent of this project to modify the sprinkler system to comply with NFPA-13. At all suggested fan locations it is possible to locate fans such that they meet typical manufacturer requirements for horizontal clearance from sprinklers as well as the 3’ vertical clearance required by NFPA-13.
15. Provide design criteria (airflow; air changes per hour; etc.) that are required for selection of the HVLS fans.
The intent of the industrial fans is to provide sufficient destratification and air circulation for the space. Based on initial market research we have determined that fans with a maximum CFM of approximately 100,000 to 200,000 would be sufficient, however the specific model and airflow is to be determined by the designer.
16. What is the minimum clearance height required within B-638 and B-515?
The fans must not interfere with day-to-day operations in the facilities. In B515, this means that the fans must not block movement of the crane in the warehouse space. In B639, the height from the floor to the fans should be maximized without limiting the effectiveness of the fans.
17. Based upon the walkthrough, the existing lights may need to be modified to support installation of the HVLS fans, to including but not limited to: modification of spacing to meet minimum light levels below the fan; height of lights to avoid shadows; reinforcement of light mounting to avoid sways during fan operation; etc. Confirm that the existing lights within the areas of the HVLS fan installation are to be modified, and outline the criteria for modification.
18. Confirm that the existing B-639 has a flow switch on the sprinkler service that can be utilized to comply with the requirements of NFPA-13.
Fans are to be interlocked with the fire alarm system, not the sprinkler system. Connect fans to the K dry contact relays inside the fire panels.
19. Has a structural evaluation been conducted to confirm adequate support for the proposed fans?
Structural evaluation has not been conducted. Design for install and mounting of the fans is left to the offeror.
20. Does any member of the team know who is the contractor for the fire alarm system in the building?
No.
